As outlined in the ECS Proposal 06:13856 for “Soil Screening Services during Building Slab Demolition” which was performed in accordance with our signed proposal dated July 21, 2010. In addition, ECS submitted a letter report to NCDENR on December 2, 2010, outlining our proposed work plan. This report details our site observations, site sketch, findings, conclusions and recommendations. PROJECT UNDERSTANDING The subject property is a 50.68-acre parcel identified by Parcel Identification Number (PIN) 0748- 03-21-3871, located at 9 Davis Drive, RTP, North Carolina. The subject property was previously developed with a two-story, 150,000 square-foot brick building and associated asphalt parking lot areas. Currently, the building has been demolished, the sub-slab and associated footings have also been removed. SITE OBSERVATIONS ECS personnel started soil “screening” activities on-site, October 28, 2010 while Environmental Holdings Group, Inc (EHG) conducted demolition activities of the existing concrete slab and associated building footing foundations. ECS personnel screened exposed soils by collecting random samples, placing them in clean plastic bags and after fifteen minutes, VOC vapor concentrations were measured in the aliquot headspace using a photo-ionization detector (PID). During soil screening activities, ECS personnel did not encounter elevated PID readings throughout the building slab which exceeded 10 parts per million (ppm). On November 9, 2010, EHG began excavation activities for removal of the building footings located in the southeastern corner of the building. A chemical odor was encountered while removing soils immediately adjacent to the concrete footings located at a depth of approximately five (5) below ground surface (bgs). Excavation activities ceased as ECS personnel began delineating the impacted area (See Figure 2A). Soils screened from the area of interest (AOI) in the southeastern corner of the building exhibited PID readings ranging from 1.6 ppm to 548 ppm at ECS screening locations (ECS-1 through ECS-12). Former Hercules Incorporated Site- 9 Davis Drive Research Triangle Park (RTP), North Carolina ECS Project No. 06.16997-B January 27, 2011 The soils collected from locations ECS-3, ECS-4 and ECS-9 which exhibited the highest PID values, were transferred into laboratory-provided containers, labeled, and placed on ice and submitted for laboratory analysis by EPA Method 8260 for volitale organic compounds (VOCs) by a North Carolina-certified laboratory (SGS Environmental Services, (SGS)). The laboratory analytical results are attached. To define the extent of potentially impacted soils, ECS conducted screening activities along the building footings and down-gradient, to the south of the impacted area. ECS observed the excavation of three (3) tests pits, two of which were located east of the AOI outside the building footprint, and one test pit was located west of AOI, inside the building footprint. The purpose of the test pits was to determine if elevated soils were located beyond the limits of the current excavation pit. Soils screened that were located in these three test pits at approximately 4 feet bgs did not exhibit elevated PID readings (See Figure 2B). Based upon our excavations and screening, it appeared that the impacted area is restricted to the immediate area south of the former tower location. A concentrated area (point source) of impact was identified along the south wall of the tower extension as indicated as “Former Source Area” on Figure 2A. It appears that impact may have migrated along the footings with slightly elevated impact dispersing through the Area of Concern. It was estimated that approximately 4,000 to 4,500 tons of impacted material may require removal and disposal. The soils in this area consisted of heavy plastic clays that are not conducive to fluid migration. FINDINGS On November 15th, a field meeting was held on-site with representatives from ECS, EHG and Syngenta to determine a course of action in accordance to recommendations provided from Mr. Will Service, representative of NCDENR, for impacted soils encountered in the southeastern corner of the building footprint. As a result of that field meeting, disturbed soils that were excavated and potentially contaminated could not be reused on-site. ECS measured off an approximate 80 foot wide x 150 foot long area starting from the southeastern building corner. The soils encountered in this area, to a depth of approximately 5 feet, were scheduled to be excavated and stockpiled on-site, on the existing building sub-slab to minimize cross-contamination with clean soils. These stock- piled soils were covered each evening to minimize potential surface runoff. As per NCDENR Former Hercules Incorporated Site- 9 Davis Drive Research Triangle Park (RTP), North Carolina ECS Project No. 06.16997-B January 27, 2011 requirements, the contaminated, stock-piled soils were transported to Soilworks, Inc located at 7534 Highway 42 East, Selma, NC. During excavation activities on-site, ECS maintained continuous air monitoring of the soil removal process. All on-site workers were required to use appropriate personal protection equipment (PPE). Soils located in the northwestern corner of the building footprint which exhibited previous non-elevated PID readings were selected for “clean-fill” replacement near the SW building corner. On November 23, EHG resumed excavation activities and stock-piling of impacted soils. Under NCDENR Permit # SRU600075, EHG transported approximately 4,668 tons of impacted soil from the site to Soilworks, Inc, from December 2 to December 11. On December 7, ECS personnel collected several soil samples from the former source area along the previous building footprint. Three (3) representative soil samples were collected from the excavation floor, which were identified as S24, S25 and S26, respectively. Those soil samples are representative of residual soils that remain after impact removal. The purpose of the linear sampling methodology was to screen, collect and analyze soil samples located along the former building footprint and from the former source area. These soil samples were selected for laboratory analysis by EPA Method 8260 for VOCs. The laboratory analytical results are attached with a summary in the table below. On December 21, EHG was completing final grading activities at the site. With the use of on-site construction equipment, ECS personnel collected representative soil samples from four (4) separate test pits installed along the previous building footprint and former source area at approximately one (1) foot and six (6) bgs, labeled as B1, B2, B3 and B4. These soil samples are representative of backfill placed after impacted soil removal. Samples were taken along the former footing line, which was generally the centerline of the excavation. These soil samples were selected for laboratory analysis by EPA Method 8260 for VOCs. The laboratory analytical results are attached with a summary in the table below. Confirmatory samples taken after impact removal (S-24, S- 25 and S-26) showed no quantifiable impact of residual soils located at an approximate depth of six (6) feet below ground surface (bgs). In addition, backfill soils utilized in this area (samples B-1, B-2, B-3 and B-4) also indicated no quantifiable impact. It is ECS’ opinion that No Further Action be required for this incident.
