1.0 PROJECT INFORMATION
The Brownfields Property is an approximately 12-acres of land located at the southwest corner of Pecan Avenue and Central Avenue in Charlotte, Mecklenburg County, North Carolina. According
to the Mecklenburg Property Ownership and Land Records Site (POLARIS), the Brownfields Property consists of parcel numbers: 08117722 (4.545 acres); 08117723 (6.320 acres); and 08117724A/08117724B (1.145 acres) and is currently owned by Prospective Developer TGACSE
Central Square, LLC. A topographic map of the Brownfields Property area is included as Figure 1 and an aerial of the Brownfields Property area and approximate parcel boundaries is included as Figure 2. The site is currently occupied by various commercial businesses, restaurants,
offices, and associated parking and drive areas. 2.0 PREVIOUS INVESTIGATIONS ECS previously conducted multiple environmental assessments at the site. Previous
assessment activities conducted on the various parcels include the following:
• EDR Radius Map Summary and Limited Historical Search (EDR Summary Report), prepared by ECS and dated January 3, 2020.
• Phase I Environmental Site Assessment (Phase I ESA), prepared by ECS and dated January 27, 2020.
• Report of Limited Environmental Assessment, prepared by ECS and dated February 19, 2020.
• Standard Operating & Environmental Procedures for Meineke Car Care Center, prepared
by ECS and dated March 30, 2020.
• Brownfields Assessment Report & Receptor Survey, prepared by ECS and dated
September 29, 2020. ECS also reviewed:
• Portions of a Report of Phase II Environmental Site Assessment dated November 3, 1999
that was conducted prior to development of the CVS Pharmacy.
• A letter of No Further Action (NFA) dated May 12, 1999 for an underground storage tank
(UST) closure at the former Sunoco Station located at 1231 Pecan Avenue (current CVS Pharmacy).
• An additional NFA letter dated September 27, 1999 for the risk-based closure of a UST at the former Sherwin Williams site.
Both NFA letters were sent by the North Carolina Department of Environment and Natural Resources (NCDENR, currently the North Carolina Department of Environmental Quality or NCDEQ).
Based on the results of the EDR Summary Report and the Phase I ESA, the below Recognized Environmental Conditions (RECs) were identified, associated with the site:
• Former onsite Cole Manufacturing facility;
• Former onsite gasoline station at southeast portion of the site;

• Former offsite drycleaner facility listed at 1209 Pecan Avenue; and
• Historical and ongoing operations at onsite Meineke Car Care Center.
Although not considered to be RECs of the site due to receiving the above referenced NFA letters, the following Historical Recognized Environmental Concerns (HRECs) were identified:
• Former onsite 500-gallon UST used by the former Sherwin Williams facility, which was removed and received the NFA.
• The seven former onsite USTs from the former gasoline station that were removed and received the NFA (current CVS Pharmacy location).
Also, after the completion of the Phase I ESA, ECS reviewed the information in the portions of the Report of Phase II Environmental Site Assessment that was conducted for the CVS site prior
to its development as well as the information pertaining to the NFA at the Former Sherwin Williams site. According to those documents, in addition to the petroleum UST detections that received the NFA, a chlorinated solvent (tetrachloroethene or PCE) was detected in one soil sample and one groundwater sample (the exact location(s) are not confirmed). The PCE in the groundwater sample exceeded the NCAC 2L Groundwater Quality Standard. Based on these identified RECs and the additional PCE detections, ECS conducted the referenced Limited Environmental Assessment activities that included the collection of 4 soil samples and 7 groundwater samples in various areas of the Brownfields Property. The soil samples were submitted for laboratory analysis of total petroleum hydrocarbons (TPH) gasoline and diesel range organics (GRO/DRO), volatile organic compounds (VOCs), semi-volatile organic
compounds (SVOCs), total RCRA metals, and hexavalent chromium. Results of soil sampling did not identify VOCs or SVOCs at concentrations above their respective Preliminary Soil Remedial Goals (PSRGs); however, select metals were detected at concentrations greater than residential
PSRGs in the four samples and greater than the soil-to-water PSRG in one of the samples. Additionally, hexavalent chromium was detected in one sample at a concentration that was greater than the residential PSRG. The groundwater samples were submitted for laboratory
analysis of VOCs, SVOC, and total RCRA metals. Results of the groundwater analysis identified chromium in two samples and bromodichloromethane in one sample at concentrations greater than their respective NCAC 2L Groundwater Quality Standards.
ECS completed a Brownfields Assessment at the property which included the collection of soil, groundwater, and soil gas samples at the site. Four of the soil gas samples detected 1,3-butadiene at estimated concentrations exceeding the Residential Vapor Intrusion Screening Level. As discussed in the Brownfields Assessment Report, based on a review of the laboratory reports, and available information regarding potential sources of 1,3-butadiene, it was concluded that the detections may be false positives and not indicative of site conditions. In an effort to verify the presence or absence of 1,3-butadiene within the subsurface at the site, a work plan addendum was prepared and submitted on October 23, 2020 to collect additional soil gas samples in the vicinity of the previous sample locations with 1,3-butadiene detections. Additionally, a soil gas sample will be collected in the vicinity of a soil sample collected during the Brownfields
assessment which has detections of PCE and trichloroethylene (TCE) at concentrations above the Protection of Groundwater PSRGs but below the Residential PSRGs. After review of the work plan addendum, the NCDEQ, Brownfields requested the following changes be made, and

resubmitted for final approval:
• Move proposed soil gas sample point SG-10 slightly west so that it is within the footprint
of the proposed development;
• In addition to reporting 1,3-butadiene in proposed verification soil gas sample SG-1A, also
report TCE and PCE since they were detected in the initial soil gas sample SG-1, but both concentrations were less than their respective residential sub-slab and exterior vapor intrusion screening level; and,
• Recommend allowing 1 to 2 days after installation of the soil gas sample points prior to sampling in an effort to allow the sample points to better equilibrate and/or give more time
for potential 1,3-butadience generated during installation to dissipate. As such, the work plan addendum was revised, submitted, and approved by NCDEQ, Brownfields on November 6, 2020. In the approval of the work plan addendum, NCDEQ, Brownfields requested that each of the soil gas samples be analyzed for VOCs by method TO-15 as opposed to the select compounds. 3.0 OBJECTIVE OF THE ASSESSMENT
The objective of the assessment was to assess the validity of the previous 1,3-butadiene detections in the soil gas samples SG-1, SG-3, SG-4, and SG-5, and further assess soil gas in the vicinity of the soil boring which had detections of PCE and TCE in the previous assessment
by conducting the following sampling activities:
• The collection of five (5) soil gas samples (SG-1A, SG-3A, SG-4A, SG-5A, and SG-10) on the Brownfields Property in the vicinity of the previous 1,3-butadiene detections in soil gas and PCE/TCE detections in soil.
The soil gas samples collected were submitted for laboratory analysis of VOCs by EPA Method TO-15.
The soil gas sampling was conducted in accordance with the Brownfields Assessment Work Plan Addendum, Rev. 1 (Work Plan) prepared by ECS (ECS Project No. 49:10756-E) dated October
27, 2020 and approved by the NCDEQ Brownfields on November 6, 2020. The attached Figure 3 indicates the locations of the samples. During the assessment activities, it was noted that the sample locations included within the Brownfields Assessment Report and work plan were slightly mis-located. As such, the sample locations shown on Figure 3 have been corrected to indicate the accurate locations of the previous and verification samples. This assessment was also conducted in general accordance with the North Carolina Division of Waste Management’s (NCDWM) Inactive Hazardous Site Program’s Guidelines for Assessment and Cleanup of Contaminated Sites (January 2020).

4.0 SAMPLE COLLECTION
Soil Gas Samples Number and Sample Location
ECS collected five (5) soil gas samples (SG-1A, SG-3A, SG-4A, SG-5A, and SG-10) on the
Brownfields Property in the vicinity of the previous 1,3-butadiene detections in soil gas and PCE/TCE detections in soil. The approximate locations of the samples are shown on Figure 3. Soil Gas Sample Collection On November 5, 2020, the shallow soil gas sampling probes were installed to a depth of 6 feet
bgs in borings advanced using the DPT. Once the boring reached the desired depth, a dedicated Nylaflow tubing and air stone was lowered into the boring. Approximately one foot of clean coarse sand was placed around and above the air stone and a bentonite seal filled the remaining annular
space and hydrated (5 feet of seal). The soil gas probes were allowed to stabilize for a minimum of 24 hours before the soil gas samples were collected. A dedicated syringe was used at each sample location and connected to the tubing to purge the tubing. Three volumes of the tubing was purged prior to sample collection. Prior to collecting the soil gas samples, laboratory grade helium gas was used as a QA/QC measure to confirm the integrity of the probe seal at each sample location. A shroud that encloses the fittings and sample train was placed over the newly installed vapor point and filled with helium.
The sample tubing and tracer gas tubing was placed through the shroud wall via rubber grommets. During the purging stage, the cylinder was flooded with laboratory grade helium via the hose placed through the shroud wall. A Model MGD-2002 Multi-Gas Leak detector was connected to
the probe tube and the air stream being purged was measured for helium. A helium concentration of less than ten percent helium detected within the shroud was considered acceptable. If concentrations greater than ten percent helium were measured, the work plan indicated that the
soil gas probes would be reset. In addition to the leak check, a shut-in test was conducted to assess for leaks in the fittings and regulator.
Following purging, the vapor point was connected to a 1 liter Summa canister, which was used to collect the sample. The Summa canister was fitted with a flow regulator. The flow rate for sample collection was 0.2 liters per minute. The vacuum in the canister was recorded before and after
sample collection. Sample collection was stopped when the vacuum reached approximately 5 inches of Hg. Other parameters that were measured include ambient temperature and weather conditions at the time of sample collection. Sample Analysis Following sample collection, the canisters were labeled and maintained under chain-of-custody until delivered to H&P Mobile Geochemistry Inc., located in Carlsbad, California. A Chain-of-Custody document was utilized throughout the collection and transport of the samples. In accordance with the approved Work Plan and follow up email from Mr. Bill Schmithorst of the NCDEQ, Brownfields on November 6, 2020, each sample was analyzed for VOCs using EPA
Method TO-15. The laboratory results were reported at or below the residential and

commercial/industrial vapor intrusion screening levels (VISL) and J Flags were reported, if
detected. For QA/QC purposes, one duplicate sample (SG-DUP) was collected from soil gas point SG-1A
and analyzed for the same compounds using EPA Method TO-15. 5.0 RESULTS Soil Gas Analysis
Laboratory analysis of the soil gas samples collected identified several VOCs at concentrations greater than the laboratory method detection limits, but less than their respective Residential and Non-Residential VISLs. Additionally, 1,3-butadiene was not detected at concentrations above the
method detection limits in the soil gas samples collected. A summary of the soil gas sample analytical results is included as Table 1 and the laboratory
report is included as Appendix A. Risk Calculator ECS input the results of the soil gas samples collected into the NCDEQ Risk Calculator (July 2020 Version). The results of the risk calculators for each sample did not identify a vapor intrusion risk for residents or non-residential workers.
Quality Control One duplicate soil gas sample (SG-DUP) was collected as a duplicate of soil gas sample SG-1A
and analyzed for VOCs using EPA Method TO-15. Laboratory analysis of the duplicate soil gas sample collected identified several VOCs at concentrations greater than the laboratory method reporting limits, but less than their respective VISLs. The compounds detected in the duplicate
sample were similar to those detected in the record sample. A Level II QA/QC package was requested from the laboratory.
The results are summarized in Table 1 and the laboratory report is included as Appendix A. 6.0 CONCLUSIONS
Based on the results of the soil gas sampling, ECS has the following conclusions:
• Laboratory results of the soil gas samples did not identify concentrations of 1,3-butadiene at concentrations exceeding the method detection limit. Based on the lack of 1,3-butadiene detections during the verification sampling, the previous 1,3-butadiene detections do not appear to be representative of actual site soil gas conditions and appear to have been false positives.
• Additionally, it does not appear that a vapor intrusion concern exists for the previous soil sample which contained detections of PCE and TCE.

• Therefore, based on previous site soil, groundwater, the discussed soil gas sample results, and the NCDEQ Risk Calculators, it does not appear that there is a vapor intrusion concern for the proposed site redevelopment and as such, a vapor mitigation system is
not warranted. 7.0 RECOMMENDATIONS
Based on the results of the previous site soil, groundwater, and soil gas samples collected, additional assessment activities do not appear warranted at this time.
