The project site is currently subject to a Brownfield Agreement with the North Carolina Brownfields Program (NCBP).Therefore,Geoscience submitted a work plan to the NCBP for approval prior to commencing field activities.The sampling event was conducted in general accordance with the NCBP approved “Work Plan-Supplement Sub Slab Vapor Sampling (Revision 3)”dated September 1 l,2020. This report documents the sub-slab vapor sampling event.It provides a brief summary of the site project background,describes the sample collection procedures,and discusses the findings and our conclusions. Geoscience Project No.CH13.0048.EV Brownfields Project No.19059-15—060 October8,2020 Page 2 1:INTRODUCTION The 6.9i acre subject property is located along the northern side of Rotary Drive, approximately 1,400 feet west of its intersection with Starita Road in Charlotte,North Carolina. The property is comprised of Mecklenburg County Tax Parcel ID No.04501312 and has a physical address of 3201 Rotary Drive.An existing single—story building occupies the central portion of the site.The building (approximately 46,800 square feet)was reportedly constructed in 1968 and is currently in use as office and warehouse space.The portion of the property surrounding the existing building generally consists of paved parking areas,landscaped area, and grass lawns.However,the northern portion of the site (approximately 2 acres)is wooded land. Background:The property was owned by Covington Diesel from 1968 until 1985. Covington Diesel operated the site as an automotive engine repair facility and truck garage. In 1985,SPG Prints purchased the site from Covington Diesel.SPG Prints also owned the western adjoining property (3001 Boxmeer Drive)and operated both facilities as a single campus.The 3001 Boxmeer Drive property is also subject to a Brownfields Agreement (19051—15—060). Primary production work by SPG Prints on the subject site was production of nickel sleeves from the operation of nickel-plating baths.Other key activities included production of mandrels and rollers out of copper and chromium plating baths.In addition,SEAMEX polymer production that was initially performed at the adjoining 3001 Boxmeer Drive property was moved to the subject site.The polymer process involved the use of tetrachloroethylene (PCB)and trichloroethylene (TCE).SEAMEX polymer production reportedly ceased in 1990. It is our understanding that the site was placed under a Ready-for-Reuse Brownfields Agreement in October of 2016. Soil Imgact:Previous assessments at the property identified minor impacts from metals. However,only arsenic was detected at concentrations exceeding North Carolina remediation goals.Arsenic detections on the site ranged from 3 to 10 mg/kg,but background samples exhibited concentrations of 4.1 and 4.6 mg/kg.With no known sources of arsenic from site operations,the on-site arsenic was deemed to be naturally occurring. Groundwater Imgact:Previous assessments identified chlorinated solvent contamination in the shallow groundwater across the central portion of the site.Specifically,PCE was detected at sample locations GP-l,GP-3,and MW-lOl (see Figure 2 in Appendix I)at concentrations exceeding North Carolina Groundwater (2L)Standards.In addition,TCE was detected at GP-3 at a concentration exceeding its 2L Standard.The concentrations of PCB and TCE detected at location GP-3 also exceeded their respective non-residential vapor intrusion screening levels.Although chlorinated solvent contaminants were also detected in Tower Engineering Professionals,Inc. Geoscience Project No.CH13.0048.EV Brownfields Project No.19059-15—060 October8,2020 Page 3 the groundwater at the western adjoining 3001 Boxmeer Drive property,the assessments conducted to date suggest that the plumes are separate.Therefore,it is presumed that the chlorinated solvent contamination at the subject property is the result of historic site operations. Potential Vapor Intrusion:Geoscience previously installed temporary sub—slab vapor monitoring points (V-1 through V-5 and V101 through V103)at eight (8)locations in the building.The approximate locations of the sample points are indicated on Figure 3 in Appendix 1. Analysis of sub—slab vapor samples collected at these locations collected in December 2013 and October 2015 revealed the presence of several VOCs in the soil gas beneath the building. Specifically,PCE was detected at all sample locations during both sampling events,with the highest concentration being detected at sample point V—5.While the PCB concentration at V—5 was below the non—residential vapor intrusion screening level during the 2013 sampling event,it was detected at a concentration of 3,590 ug/m3 in 2015,which slightly exceeds its 3,500 pig/m3 non—residential vapor intrusion screening level.No other compounds were detected at concentrations that exceed the current (February 2018)soil gas concentration screening levels for non—residential properties. In order to further assess vapor intrusion,two (2)rounds of indoor air samples were collected close to the location of sample V-5.These sampling events demonstrated that PCE concentrations inside that portion of the building did not exceed non-residential indoor air screening levels.Tables 2 and 3 in Appendix I summarize the previous sub-slab vapor and ambient air sampling results,respectively. 2:SAMPLING METHODOLOGY Geoscience mobilized to the site on September 15,2020,to install seven (7)temporary sub- slab vapor monitoring points inside the existing building.The temporary sub-slab vapor monitoring points were installed at locations V-101,V-102,V-103,V-1,V-3,V-4,and V-5. We opted not to resample location V-2 as that location is close to V-103,and the PCB concentration at V-103 was higher than at V-2 during the previous sampling events.The temporary monitoring points were created by grouting 1%:inch diameter Teflon tubing into a 3A inch hole drilled through the building floor slab.The tubing was placed such that the bottom end of the sample tube was approximately 6 inches below the top of the floor slab. The sub-slab vapor samples were collected between September 18 and 22,2020.Each sample was collected using a 6 Liter Summa canister fitted with a flow control orifice pre-calibrated to collect the sample at a rate less than 200 ml/min.The canisters were connected to the sample points via laboratory supplied purge manifolds.Information regarding the manifold construction is included in Appendix III. Geoscience Project No.CH13.0048.EV Brownfields Project NO.19059-15—060 October8,2020 Page 4 At each location,the sample canister,monitoring point,and purge manifold were enclosed within a plastic shroud.Throughout the leak test and sample collection process,an approximately 40%helium atmosphere was be maintained within the shroud.Once the helium concentration within the shroud had been established,more than three (3)volumes of the sampling train were purged,using a syringe,from the manifold at a rate not to exceed 70 ml/min.Following this purge,a Dielectric MGD 2002 Leak Detector was be used to monitor the concentration of helium in gases being drawn through the sampling train.Once it was established that helium concentrations measured in the sampling train were less than 5%0f the shroud concentration,the sample was deemed to have passed the helium leak test. Following the helium leak test,the valve connecting the purge manifold to the sample point was closed,and the syringe was used to establish a vacuum in the portion of the sample train between the valve and the canister.The vacuum level in the sample train was then monitored for 2 minutes.When the vacuum level in the sample train held,the vacuum leak test was considered to have been passed. After the vacuum leak test had been passed,the valves were set such that sub—slab vapor was pulled into the canister through the purge manifold and flow control orifice.Sample collection was terminated when the vacuum gauge on the canister read a negative pressure of 5 inches of Hg.The full canisters were placed in laboratory—provided containers and transported under appropriate chain-of-custody procedures to Pace Analytical for chemical analysis.The collected samples were analyzed by EPA Method TO-15 for VOCs (full analyte list)and for total helium content.Table l in Appendix 1 summarizes the information collected during the leak tests and sample collection.Copies of the field notes are included in Appendix III. 3:SAMPLE RESUL TS The results of the sub-slab vapor sampling event are summarized on Table 2 in Appendix I. In accordance with the NCDEQ guidelines,Geoscience has compared the results with non- residential vapor intrusion screening levels established by the Division of Waste Management.As shown on Table 2,during the recent sampling event,PCE was detected at all seven (7)sample locations.The detected PCE concentrations ranged from 2.5 ug/m3 (V-l)to 4,160 ug/m3 (V-5).The PCE concentration at V-5 (4,160 ug/m3)exceeds its non- residential vapor intrusion screening level of 3,500 ug/m3.However,none of the remaining sample locations exhibited a screening level exceedance for PCE. TCE was detected in the samples from V-4,V-5,and V-103 at concentrations ranging from 1.7 ug/m3 to 68.2 ug/m3.However,these concentrations do not exceed the TCE non- residential vapor intrusion screening level of 180 ug/m3.None of the remaining degradation products of PCB (cis-l,2-dichloroethylene,trans-l,2-dichloroethylene,1,1-dichloroethylene, and vinyl chloride)were detected in the sub-slab vapor samples. Geoscience Project No.CH13.0048.EV Brownfields Project No.19059-15—060 October8,2020 Page 5 An assortment of other volatile organic compounds was detected in the sub—slab vapor samples collected during this event.The compounds detected were consistent with the previous sampling events.None of these compounds were detected at concentrations exceeding non—residential screening levels.A copy of the laboratory test report is included in Appendix II. 4:QA/QC Geoscience collected one duplicate sample (V—104)during this sample event.The duplicate sample was collected at location V—4 by connecting the V—4 and V—104 canisters together with a tee fitting so that the samples were collected simultaneously.The duplicate sample was analyzed by the same methods as the other collected soil gas samples.Review of the sample results shows that the results of samples V—4 and V—104 do not significantly differ. The laboratory did not detect helium in any of the samples (reporting limit of 0.74%He). Given that the helium concentrations within the shrouds were kept at approximately 40%,the helium concentrations measured in the samples are,at most,less than 1.8%of the shroud concentrations.This is significantly less than the allowable 10%of the shroud concentration. As such,the samples are assumed to not have suffered leaks in the sample train or at the slab/monitoring point seal. 5:FINDINGS AND CONCLUSIONS PCE has been detected in all sub-slab vapor samples collected to date beneath the building. However,with the exception of the samples collected at V-5,the detected PCE concentrations have been well below the 3,500 ug/m3 PCE vapor intrusion screening level for non-residential properties.The concentrations measured at V-5 on October 15,2015,and September 21,2020,exceed the non-residential PCE screening level by 90 ug/m3 and 660 ug/m3,respectively. It is apparent that there is an area of higher PCE vapor concentrations beneath the floor slab in the vicinity of V-5.However,the indoor air sampling events conducted in December 2015 and January 2016 suggest that the PCB concentrations beneath the floor slab at V-5 were approximately 850 times higher than the PCB concentrations inside the building at that location.Using that attenuation factor suggests that the indoor air PCE concentration near V-5 would currently be approximately 5 ug/m3.This would be well below the non-residential indoor air screening level of 35 ug/m3 established for PCE.Geoscience anticipates that the NCBP will request additional indoor air sampling be conducted to verify the air quality inside the building. Geoscience Project No.CH13.0048.EV Brownfields Project No.19059-15—060 October8,2020 Page 6 The TCE,PCE degradation products,and other volatile organic compound concentrations detected to date in the sub—slab vapor samples collected beneath the building have been well below their respective non—residential vapor intrusion screening levels.Based on these results,we conclude it is unlikely that intrusion of these compounds from the subsurface into the building will significantly impact the indoor air quality.
