Information about Release Date Discovered: August 13, 2020 Estimated Quantity of Release: Unknown Cause of Release: Unknown Source of Release: UST Sizes and contents of UST systems from which the release occurred: 45-inch diameter and 74-inches long (500 gallon) heating oil B. Site History and Characteristics 1. Details regarding the ownership of the UST are provided in Table B-2. 2. Details regarding information of the UST are provided in Table B-1. An orphan heating oil UST (tank Number 1) was located beneath a parking lot at the property. The heating oil was not connected to the onsite building and was likely used for onsite structures prior to 1959. The installation date of the UST is not known. The UST was not registered with the North Carolina Department of Environmental Quality (DEQ). The UST was discovered during construction of a new commercial building at this location and was situated immediately below a 12-inch diameter reinforced concrete stormwater pipe. Closure was initiated in preparation for a real estate transaction. 3. Provide non -UST information: a. The subject tank was underground. b. No previous spills have been reported for the facility. 4. Describe relation of location of current UST system to historical UST releases, non -UST releases, and off -site releases. a. There have been no reported UST releases, non -UST releases, or off -site releases. 5. Provide a brief description of site characteristics, land use of site and surrounding area, water supply, topography, vegetation, surface water, wells, buildings, surface cover, soil type, depth to and nature of bedrock, depth to groundwater flow, etc. Site Characteristics: The property is located in a mixed commercial and residential area of suburban Charlotte and consists of one L-shaped parcel located at the northwest quadrant formed by Park Road and Drexel Place. The area of the parcel is approximately 0.430-acres and is improved with a commercial retail building which is currently under construction. In 2019, the Property consisted of a dentist office along Park Road and a residential dwelling along Drexel Place (with address 1433 Drexel Place). These structures were razed in 2020. The property location is shown on a portion of a United States Geological Survey (USGS) Topographic Contour Map as Figure 1. The layout of the property is shown on Figure 2. According to the Mecklenburg County Tax Assessor's GIS website, the property Parcel Number is 14920352. A copy of the Mecklenburg County GIS assessor information and tax card is included in Appendix B. CESI Project No.: 190068.000 Page 1 4304 Park Road Charlotte, NC Tank Closure Report December S, 2020 Water Supply: The property and surrounding properties are supplied potable water by the Charlotte Water Department. No water supply well was observed within 1,500 feet of the former storage tank location. Topography: CESI obtained a copy of the USGS 7.5-minute topographic map, Albemarle Quadrangle, dated 1991. A copy of a portion of the topographic map showing the site location is provided on Figure 2. The elevation of the property is approximately 660 feet above mean sea level (msl). Based upon the topographic contours observed on the USGS topographic contour map, the property is located on the west flank of a ridge. Park Road appears to be constructed on the crest of the ridge. The land falls away on both sides of the road. Little Hope Creek is located approximately 1,140 feet west of the property. Vegetation: The property surface currently consists of a building footprint and asphalt paved parking. Surface Water: No surface water was observed on the property. The nearest surface water indicated on the topographic map is Little Hope Creek located approximately 1,140 feet west of the property. Buildings: The property is improved with one single story commercial retail building. The building is located on the east edge of the property. No other USTs or ASTs were observed onsite. Soil Type: According to the USDA web -based soil survey of Mecklenburg County, the surficial soil at the Property is composed of Cecil -Urban land complex. A copy of the soil map and description of the soil unit is provided in Appendix B. Depth to and Nature of Bedrock: According to the Geologic Map of North Carolina 1985, the Property is located in the Piedmont Physiographic Province. The dominant rocks in this region are composed mainly of metamorphosed mudstone and argillite of the Cenozoic Era. The rocks are thin to thick bedded, with bedding planes and angular cleavage common and occur interbedded with metasandstone, metaconglomerate, and metavolcanic rock. The depth to bedrock is highly variable but is generally encountered less than 50-feet below grade. This area is geologically characterized by a thin layer of red Saprolite over fractured bedrock. Saprolite is defined as soft, earthy, clay -rich, thoroughly decomposed rock formed in place by chemical weathering of igneous and metamorphic rocks. The term is applied to any unconsolidated residual material underlying the soil and grading to bedrock below. Bedrock was not observed at the surface in the vicinity of the Property. Bedrock is anticipated to be present at a depth of approximately 50-feet below grade. CESI Project No.: 190068.000 Page 2 4304 Park Road Charlotte, NC Tank Closure Report December S, 2020 Depth to groundwater: Based on a review of the topographic map, the depth to groundwater is anticipated to be approximately 30-feet below grade. The direction of groundwater flow is expected to follow surface topography toward the west. Site Vicinity Characteristics The property vicinity is primarily a mixture of commercial and residential use. Closure Procedure Describe preparations for closure: The UST was removed from arrival onsite August 13, 2020 discovery. 2. Describe the closure procedure the ground by the contractor prior to CESI's . The UST contained no liquids at the time of A track hoe was used to remove soil from above and the sides of the tank. A chain attached to a bung of the tank was attached to the track hoe arm which pulled the tank from the subsurface. The tank was removed the ground intact. The tank was observed to be constructed of single -walled steel. The tank was observed to be in poor condition with extensive corrosion. The tank was measured to be 45-inches in diameter and 74-inches long. Photographs recorded of the tank closure are provided in Appendix K. On August 13, 2020, CESI personnel observed the UST resting near the former excavation. Impacted soil was evidenced by odor and was resting on plastic near the excavation. Soil samples were collected from the finished excavation for analysis of heating oil parameters. 3. Note the amount of residual material pumped from the tank and describe the storage, sampling and disposal of the residual material and the disposal of the CESI Project No.: 190068.000 Page 3 4304 Park Road Tank Closure Report Charlotte, NC December S, 2020 tank, pumps and piping: The tank was removed from the site by the contractor. A manifest for the tank disposal has not been forwarded to CESI. The tank was noted to be in poor condition with numerous corrosion holes. 4. Soil excavated from the tank excavation was placed beside the hole and covered with plastic. Approximately 55.63 tons of impacted soil were excavated. The soil encountered from the excavation of UST Number 1 was fine grained silt to approximately 10 feet below grade. No groundwater, or free product was encountered at the site. The excavation was filled with clean fill after removal of contaminated soil. The impacted soil was transported to EVO Corporation of Winston-Salem, North Carolina for treatment and beneficial recyclement. Copies of manifests are provided in Appendix C. D. Site Investigation 1. Describe field screening Soil samples collected from the excavation of UST Number I were fine grained silt. Field screening was by odor and visual observation. The excavation was deepened and widened based on the results of field screening. 2. Grab soil samples were collected from the sidewalls and bottom of the excavation. The results of the soil sample analyses are summarized in Tables B3. Copies of the chain of custody records and analytical reports are contained in Appendices I and J, respectively. 3. Document groundwater and surface water sampling information. No groundwater or surface water sampling was conducted. 4. Soil samples were immediately placed on ice following collection. The soil samples were kept on ice until delivered to the laboratory. Strict chain -of -custody protocol was followed from sample collection to delivery to the laboratory. 5. Describe soil investigation results. CESI compared the soil analytical results to the Maximum Soil Contaminant Concentrations (MSCCs). The analytical results were below the residential use MSCCs for all parameters tested. The soil -to -groundwater MSCCs were exceeded for l,methylnaphthalene and C9-C22 Aromatics in all five closure samples collected. The south wall closure sample was reported with a concentration of 2-methylnaphthalene greater that the soil -to -groundwater MSCC. Naphthalene concentration in samples collected from the south wall and bottom were reported greater than the soil -to - groundwater MSCC. The soil sample collected from the south wall exceeded the soil -to - groundwater MSCC for C9-C18 Aliphatics. A copy of the Chain -of -Custody record is provided in Appendix I. A copy of the analytical report is provided in Appendix J. E. Conclusions and Recommendation Based on the soil sample results collected from the finishes excavation, CESI recommends preparation of a Limited Site Assessment. The LSA reported no parameters in soil or groundwater greater than the detection limits. There are no nearby sensitive receptors.
