(ATC), on behalf of GLII Carolina Trailways Inc. (GLI), is submitting this sampling report for the GLUCarolina Trailways facility (Facility ID No. 0-0015071) located at 1201 South Blount Street, Raleigh, Wake County, North Carolina (Incident #5051). A site topographic map is presented as Figure 1, and a site vicinity map is included as Figure 2. The scope of services included groundwater sampling, laboratory testing, groundwater elevation monitoring, and report preparation. The report includes the laboratory analytical results for the groundwater sampling event performed on April 17, 2008. 2.0 SITE BACKGROUND Approximately 22 underground storage tanks (USTs) have been registered at the site and have been removed or closed -in -place within the past ten years. It is suspected that two USTs (#21 and #22) are still present on the site; however this information could not be confirmed. A site map included as Figure 3 shows the locations of the USTs. Three separate releases have occurred at the site related to the former UST systems. The first release occurred in June 1992 with an unknown quantity of fuel from the diesel UST system (Tank #lA and #2A). A Comprehensive Site Assessment Report (CSA) was submitted to NCDENR on May 23, 1994, by Precision Environmental Services (Precision), classifying the site as an intermediate risk. A second release occurred in September 1998 with an unknown quantity on fuel from the same diesel UST system. A CSA Addendum was submitted to NCDENR on July 2, 2001, by Green Star Environmental (Greenstar). The CSA Addendum included additional information not included in the original CSA submitted by Precision. Groundwater Monitoring Report May 30, 2008 NCDENR Incident No. 5051 ATC Project No. 74.75092.0056 The third release occurred on October 15, 2001, at the bus wash bay, when approximately I I I -gallons of diesel fuels was released and traveled into the oil/water separator in the area of the release. Approximately 28-gallons of the diesel fuel was recovered. Subsequently, free product was detected in monitoring well MW-9. A second CSA Addendum was submitted to NCDENR on December 3, 2003, by Greenstar. On July 1, 2004, the NCDENR issued a letter requesting groundwater sampling and additional soil assessment at the site in order to move the site towards closure. In 2004, Carolina Trailways retained ATC to provide environmental services. ATC met with the regulatory personnel at NCDENR and reviewed the project files. A groundwater sampling event was performed on January 4, 2005. On February 8, 2005, ATC advanced 10 soil borings in the vicinity of the three areas as requested by the NCDENR in the July 1, 2004, correspondence and our meeting with NCDENR. An Assessment Report documenting the soil and groundwater sampling activities was submitted to NCDENR on July 8, 2005. On June 30 2006, a groundwater sampling event was conducted at the site. Free product was found in MW-9 at a thickness of 1.53 feet. A groundwater sampling report was submitted to NCDENR was submitted in September 2006 On March 1, 2007, ATC installed an additional monitoring well (MW-9A) adjacent to existing monitoring well MW-9. Monitoring well MW-9A was installed to a deeper depth to attempt to recover free product from a greater well volume. A groundwater sampling event was performed in March 2007. Free product was found in MW-9 and MW-9A at a thickness of 1.61 and 1.53 feet, respectively. A groundwater sampling report was submitted to NCDENR on May 25, 2007. Aggressive Fluid Vapor Recovery (AFVR) events were conducted in July 2007 and November 2007 in order to recovery free product from the on -site wells. A total of 71 2 Groundwater Monitoring Report May 30, 2008 NCDENR Incident No. 5051 ATC Proiect No. 74.75092.0056 gallons of free product has been recovered and a total of 2,481 gallons of mixed product and groundwater were recovered during the two AFVR events. 3.0 GROUNDWATER MONITORING 3.1 Groundwater Elevations On April 17, 2008, ATC collected static water level measurements from wells MW-I through MW-5, MW-7 through MW-11, DW-I, and DW-2. Free product was found in MW-9 and MW-9A at thicknesses of 0.31 and 3.17 feet, respectively. Measurements could not be taken from MW-6 and MW-12 due to their location on Blount Street. Depth to water measurements of the other wells was collected using an electronic oil/water interface probe. The results of these measurements are shown in Table I. Monitoring well locations are indicated on the site map included as Figure 3. A groundwater elevation contour map based on the April 2008 static water level data is included as Figure 4. Based on the recent groundwater level measurements, groundwater flows in a southwesterly direction across the site. 3.2 Groundwater Analytical Results On April 17, 2008, groundwater samples were collected from wells MW-1 through MW- 5, MW-7 through MW-12, DW-I, and DW-2. No groundwater samples were collected from MW-9 and MW-9A due to the presence of free product in the wells. Samples could not be taken from MW-6 and MW-12 due to their location on Blount Street. Groundwater samples were collected into laboratory -approved containers, packed in ice and delivered under chain -of -custody protocol to Southern Petroleum Laboratories, Inc. in Scott, Louisiana for analysis. Groundwater samples were analyzed for petroleum contaminants by EPA Method 624. A surranary of the recent groundwater analytical data is presented in Table 2 and a historical summary of groundwater analytical data is presented in Table 3. 3 Groundwater Monitoring Report May 30, 2008 NCDENR Incident No. 5051 ATC Protect No. 74.75092.0056 The laboratory analytical results fiom the April 17, 2008, sampling event indicate that the following compounds exceed the Title 15A NCAC 2L.0202 (2L) standards: • Benzene: MW-3 and MWA • Naphthalene: MW-1 and MW-3 • 1,4- Diclrlorobenzene: MW-4 and MW-11 • Trichloroethane: MW-5, MW-7, and MW-11 None of the groundwater samples exceeded the gross contaminant levels (GCLs). lsoconcentration maps for benzene, total BTEX and naphthalene are presented in Figures 5, 6 and 7. A copy of the laboratory analytical report is included as Appendix A. 4.0 CONCLUSIONS ATC has performed a groundwater sampling event at the Carolina Trailways facility in Raleigh, Wake County, North Carolina. Based on field activities, observations, and groundwater analytical results, ATC concludes the following: • Based on the NCDENR site ranking as "intermediate risk", due to the presence of free product in M W-9 and MW-9A; the groundwater cleanup standards are GCLs; • The groundwater analytical results indicated that benzene, naphthalene, 1,4- dichlorobenzene and trichloroethane exceeded the NCDENR 2L standards. None of the groundwater samples exceeded the GCLs. Based on the groundwater analytical results, ATC recommends continued semi-annual sampling and free product recovery utilizing a vacuum truck from monitoring wells MW- 9 and MW-9A.
