(ATC), on behalf of GLI/ Carolina Trailways Inc. ' (GLI), is submitting this sampling report for the GLI/Carolina Trailways facility (Facility ID No. 0-0015071) located at 1201 South Blount Street, Raleigh, Wake County, North ' Carolina (Incident #5051). A site topographic map is presented as Figure 1, and a site vicinity map is included as Figure 2. The scope of services included groundwater ' sampling, laboratory testing, groundwater elevation monitoring, and report preparation. The report includes the laboratory analytical results for the groundwater sampling event performed on March 7, 2007. 2.0 SITE BACKGROUND Approximately 22 underground storage tanks (USTs) have been registered at the site and ' have been removed or closed -in -place within the past ten years. It is suspected that two USTs (#21 and 422) are still present on the site; however this information could not be ' confirmed. A site map included as Figure 3 shows the locations of the USTs. Three separate releases have occurred at the site related to the former UST systems. The first release occurred in June 1992 with an unknown quantity of fuel from the diesel ' UST system (Tank #IA and #2A), A Comprehensive Site Assessment Report (CSA) was ' submitted to NCDENR on May 23, 1994, by Precision Environmental Services (Precision), classifying the site as an intermediate risk. A second release occurred in September 1998 with an unknown quantity on fuel from the same diesel UST system. A CSA Addendum was submitted to NCDENR on July 2, 2001, by Green Star Environmental (Greenstar). The CSA Addendum included ' additional information not included in the original CSA submitted by Precision., ' The third release occurred on October 15, 2001, at the bus wash bay, when approximately 111-gallons of diesel fuels was released and traveled into the oil/water separator in the ' Monitoring Report May 25, 2007 NCDENR Incident No 5051 ATC Proigct No 74 75092 0028 ' area of the release. Approximately 28-gallons of the diesel fuel was recovered. ' Subsequently, free product was detected in monitoring well MW-9. A second CSA Addendum was submitted to NCDENR on December 3, 2003, by Greenstar. ' On July 1, 2004, the NCDENR issued a letter requesting groundwater sampling and ' additional soil assessment at the site in order to move the site towards closure. In 2004, CT retained ATC to provide environmental services. ATC met with the regulatory personnel at NCDENR and reviewed the project files. A groundwater sampling event was performed on January 4, 2005. On February 8, 2005, ATC advanced 10 soil borings ' in the vicinity of the three areas as requested by the NCDENR in the July 1, 2004, correspondence and our meeting with NCDENR. An Assessment Report documenting ' the soil and groundwater sampling activities was submitted to NCDENR on July 8, 2005. ' On March 1, 2007, ATC installed an additional monitoring well (MW-9A) adjacent to existing monitoring well MW-9. Monitoring well MW-9A was installed to a deeper ' depth to attempt to recover free product from a greater well volume. A monitoring well installation log is included as Appendix A. The soil and water was drummed and removed from site by Shamrock Environmental as requested by the client due to the limited locations that soil can be spread on -site. The manifest for the soil and water is ' included as Appendix B. 3.0 GROUNDWATER MONITORING ' 3.1 Groundwater Elevations On March 7, 2007, ATC collected static water level measurements from wells MW-1 through MW-5, MW-7 through MW-11, DW-1, and DW-2. Free product was found in MW-9 and MW-9A at thicknesses of 1.61 and 1.53 feet, respectively. Measurements could ' not be taken from MW-6 and MW-12 due to their location in Blount Street and the safety issues associated with gauging these wells. Depth to water measurements of the other wells ' was collected using an electronic oil/water interface probe. Monitoring well locations are indicated on the site ' map included as Figure 3. The groundwater depths were converted to relative elevations using the top of well casing elevations and an assumed datum of 100 feet relative to an ' arbitrary on -site benchmark. A groundwater elevation contour map based on the March 2007 static water level data is included as Figure 4. Based on the recent groundwater level measurements, groundwater flows in a southwesterly direction across the site. ' 3.2 Groundwater Analytical Results ' On March 7, 2007, groundwater samples were collected from wells MW-1 through MW- ' 5, MW-7 through MW-12, DW-I, and DW-2. No groundwater samples were collected from MW-9 and MW-9A due to the 1.61 feet and 1.53 of free product in the wells, ' respectively. Samples could not be taken from MW-6 and MW-12 due to their location in Blount Street and the safety issues associated with sampling these wells. Groundwater ' samples were collected into laboratory -approved containers, packed in ice and delivered under chain -of -custody protocol to Southern Petroleum Laboratories, Inc. in Scott, ' Louisiana for analysis. Groundwater samples were analyzed for benzene, toluene, ethylbenzene, total xylenes, MTBE, isopropyl ether (IPE), naphthalene, 1,4- ' dichlorobenzene, 1,4-dichloropropane, and trichloroethene (TCE) by EPA Method 624. A summary of the recent groundwater analytical data is presented in Table 2 and a ' historical summary of groundwater analytical data is presented in Table 3. ' The laboratory analytical results from the March 7, 2007, sampling event indicate that the following compounds exceed the Title 15A NCAC 2L.0202 (2L) standards: 1 • Benzene: MW-3 t• 1,4- Dichlorobenzene: MW-4 ' . 1,2-Dichloropropane: MW-1 TCE: MW-4, MW-5, MW-7, and MW-11 1 3 ' Monitoring Report May 25, 2007 NCDENR Incident No. 5051 ATC Pro;.,, No. 74.75092.002g Free product was found in MW-9 and MW-9A at thicknesses of 1.61 and 1.53 feet, respectively. Figure 5 contains a map that includes the concentrations of the chemicals of concern in the groundwater from each sampled well. A copy of the laboratory ' analytical report is included as Appendix C. ' 4.0 CONCLUSIONS ' ATC has performed a groundwater sampling event at the Carolina Trailways facility in Raleigh, North Carolina. Based on field activities, observations, and groundwater analytical results, ATC concludes the following: ' • The May 1994 CSA conducted by Precision concluded that the site is an "intermediate ' risk" site. Therefore, the groundwater cleanup standards are GCLs. • Free product was observed in MW-9 and MW-9A at thicknesses of 1.61 and 1.53 ' feet, respectively. • The groundwater analytical results indicated that benzene, 1,2-dichlorobenzene, 1,2- ' dichloropropane and TCE exceeded the NCDENR 2L standards. ' Based on the groundwater analytical results, ATC recommends continued semi-annual sampling and free product recovery utilizing a vacuum truck from monitoring wells MW- ' 9 and MW-9A.
