(Mid -Atlantic) has prepared this Indoor Air Assessment Work Plan for environmental assessment work to be conducted at the Northern Telecom redevelopment site located in Durham, North Carolina (NC) (Drawing 1). A potential tenant that would conduct medical cancer research and testing is slated to occupy the 200,000 square foot warehouse section at the southern portion of the on -site building (Drawing 2). The objective of this Work Plan is to evaluate indoor air conditions in the warehouse as requested by the tenant in preparation for their occupancy. INTRODUCTION The subject site is comprised of three parcels totaling 94.89 acres located within the Research Triangle Park (RTP) area of Durham, North Carolina (Drawing 2). The site has been used for industrial purposes since at least 1979. The subject site is developed with three parcels containing unoccupied commercial office/warehouse buildings, parking lots, storage structures, two fire suppression water tanks and associated pump buildings, guard shack, tennis and volleyball courts, EXPERIENCED CUSTOMER FOCUSED INNOVATIVE Indoor Air Assessment Work Plan Northern Telecom Durham, North Carolina May 21, 2020 Page 2 and cemetery. As part of the redevelopment activities, the buildings currently located on the parcels are planned to be renovated into a modern, multi -tenant campus that will accommodate technology, office and life science, tenants. Minimal site disturbance will be required as part of this redevelopment and will be limited to demolition of select site structures, asbestos -containing material (ACM) abatement, and landscape installation. Previous assessments have determined that vapor intrusion is not a risk for the intended uses of the property. This work plan is designed to evaluate indoor air conditions in the warehouse as requested by the tenant in preparation for their occupancy. SCOPE OF WORK Mid -Atlantic proposes the following scope of work: • Collect a total of four indoor air samples and one duplicate sample (Drawing 2); • Collect one ambient outdoor sample in the upwind direction of the subject property; • Test each sample using EPA Compendium Method TO-15 Method (Table 1); and • Prepare an Indoor Air Assessment Report to document field activities and provide analysis of the data collected. SAMPLING METHODOLOGY Each indoor air sample will be collected from approximately 4-5 feet above the floor in the lowest level of the building. One ambient outdoor air sample will also be collected. The 24-hour Summa air samples will be collected using individually certified, 6-liter, stainless steel, Summa canisters at a maximum flow rate of 8-10 ml/min. Mid -Atlantic will fill the laboratory provided Summa canister such that the final vacuum in the canister is at least three to four inches of mercury. The air samples will be collected in accordance with the North Carolina Department of Environmental Quality Division of Waste Management (NCDEQ DWM) Vapor Intrusion Guidance Document (March 2018). Although the space will be used for industrial/commercial purposes, the samples will also be collected and evaluated in accordance with the more conservative residential risk exposure scenario. Guidance documents used for the performance of this work include: • Inactive Hazardous Sites Program Guidelines for Assessment and Cleanup of Contaminated Sites (January 2020); • North Carolina Department of Environmental Quality, Division of Waste Management, Vapor Intrusion Guidance (March 2018); • Quality System and Technical Procedures for SESD Field Branches; and • North Carolina Administrative Code Title 15A Subchapter 2C Section 0.100 Well Construction Standards (October 1, 2009). Mid Atlantic Indoor Air Assessment Work Plan Northern Telecom Durham, North Carolina LABORATORY ANALYSIS May 21, 2020 Page 3 The air samples will be submitted to Enthalpy Analytical, LLC (Enthalpy) in Durham, NC. The samples will be analyzed for volatile organic compounds (VOCs) in accordance with the EPA Compendium Method TO-15, as summarized in Table 1. Reporting limits and method detection limits will meet applicable screening criteria including the reporting of J-Flags. Estimated concentrations will be reported as "J" flags. Laboratory Level II QA/QC will be provided. QA/QC One duplicate indoor air sample will be collected in the field. The duplicate sample will be analyzed for EPA Compendium Method TO-15 (Table 1). Mid -Atlantic will fill the laboratory provided Summa canister such that the final vacuum in the canister is at least three to four inches of mercury. The chain -of -custody will be completed in the field and packed with the samples. The Mid -Atlantic field technician will deliver the samples to the Enthalpy laboratory located in Durham, NC. INVESTIGATION DERIVED WASTE ODIM MANAGEMENT There will be no investigation derived waste generated during this assessment. REPORTING Following completion of assessment field activities and receipt of laboratory analytical data, Mid - Atlantic will prepare an Indoor Air Assessment Report to document field activities and provide analysis of the data collected. Each concentration detected in the samples collected will be compared to the Division of Waste Management (DWM) Residential and Non -Residential Vapor Intrusion Screening Levels (February 2018) and a cumulative risk evaluation(s) performed. At a minimum, the reports will include: • Reporting/summary of site work conducted for all sections outlined above; • Summary of findings and possible recommendations; • All applicable tables and figures including tabulated analytical data per media sampled and compared to the screening levels mentioned above, cumulative risk evaluations, and figures depicting actual sample locations; • Mid -Atlantic's PE/PG License Number; and • The Professional Engineer's or Licensed Geologist's individual PE/LG seal and signature.
