A site location map is provided as Figure 1 and a site aerial is provided as Figure 2. Based on the Phase I ESA dated April 4, 2010, the Addendum to the Phase I ESA letter dated May 13, 2009 (both prepared by Professional Service Industries, Inc), historic aerial photography, and Sanborn fire insurance maps, H&H identified the following on-site potential environmental concerns associated with the site: 1. A 10,000-gallon heating oil underground storage tank (UST) was closed in-place in the central portion of the property in 2002. Soil and groundwater assessment were not conducted following closure of this UST. 2. A UST of unknown size and contents was reportedly located near the used oil storage area in the central portion of the site. Based on an interview with site personnel during Mr. Houston Roberts February 17, 2011 Page 2 S:\AAA-Master Projects\ForSite Development Partners (FDP)\FDP-025 National Textile Phase II ESA\Phase II ESA\FDP National Textile Phase II Letter.doc the Phase I ESA, the UST was removed in the early 1990s. Additional details of this UST are not available. 3. Sanborn maps indicate the presence of a machine shop in the central portion of the site from prior 1922 to at least 1963. Machine shops at textile facilities were typically the place where maintenance of large equipment including degreasing took place. On January 19, 2011, H&H contracted Carolina Soil Investigations, LLC (CSI), a direct push technology (DPT) contractor, to advance a total of five soil borings and install one temporary monitoring well to assess soil and groundwater in the vicinity of the areas of concern listed above. The assessment was conducted to determine if a release to soil or groundwater had occurred as a result of historic site operations. The methods, results, and conclusions of our assessment activities are presented in the following sections. 2.0 Soil Assessment 2.1 Sampling Procedures According to the Phase I ESA and addendum, two USTs were formerly located in the central portion of the site, including a 10,000-gallon heating oil tank and a UST of unknown size and contents. The heating oil tank was reportedly closed in place in 2002, and the UST of unknown contents was removed in the early 1990s. As such, Phase II ESA soil assessment activities were conducted in the areas of these USTs. Soil borings SB-1, SB-2, and SB-5 where advanced near a large rectangular cut observed in the asphalt near the oil storage room which was interpreted to be the location of the former 10,000-gallon heating oil tank. Soil borings SB-3 and SB-4 were advanced near the inferred location of the former UST of unknown contents. The locations of borings SB-3 and SB-4 were based on photographs included in the Phase I ESA depicting the area near the former waste oil storage area (south of the above ground storage tank platform) where the former UST basin was believed to have been located. Mr. Houston Roberts February 17, 2011 Page 3 S:\AAA-Master Projects\ForSite Development Partners (FDP)\FDP-025 National Textile Phase II ESA\Phase II ESA\FDP National Textile Phase II Letter.doc To screen each location for buried utilities, the initial 5 ft of each boring was advanced using a decontaminated stainless steel hand auger. Soil borings were then completed from 5 ft to 15 ft (or refusal) below ground surface (bgs) by DPT methods using a track mounted Geoprobe® rig. Soil cores were collected at 5-ft intervals with a macro-core sampler lined with acetate sleeves during the advancement of each soil boring. Following collection, the soil cores were described for lithologic purposes, inspected for the presence of staining, and field-screened for the presence of organic vapors with a calibrated photo-ionization detector (PID). In accordance with our Phase II ESA proposal, two soil samples were collected for laboratory analysis near the 10,000-gallon heating oil UST and one soil sample was collected for laboratory analysis near the former UST of unknown contents. Sample collection depths were based on field screening results. Because there was no field evidence of impact, sampling locations were biased towards the interval which produced the highest (although less than 2 part per million) PID response. Soil samples for laboratory analysis were collected from the 12 ft to 14 ft interval at SB-1 and SB-5, and from the 8 ft to 10 ft interval at SB-3. Soil boring logs are provided in Appendix A. Following the collection of the appropriate soil samples, each borehole was properly abandoned with bentonite pellets to six inches below ground surface. The ground surface was then patched with asphalt to match the surrounding land surface at each boring location. 2.2 Sample Handling Procedures Following collection, soil samples were immediately placed in an iced sample cooler. A chain- of-custody record was then completed which included the sample identification, date collected, time collected, matrix, sample container information, and requested analyses. At the conclusion of sampling, the completed chain-of-custody was signed by H&H sampling personnel and delivered with the samples to the analytical laboratory. (Prism), a North Carolina certified laboratory, for analysis. Soil samples SB-1 (12-14’), SB-3 (8-10’) and SB-5 (12-14’) were submitted to Prism for analysis of total petroleum hydrocarbons (TPH) as gasoline-range organics (GRO) by EPA Method 5030/8015 and TPH as diesel-range organics (DRO) by EPA Method 3550/8015. In addition, soil sample SB-3 (8-10’) was analyzed for volatile organic compounds (VOCs) by EPA Method 8260B as the potential contents of the former UST in this area were unknown. 3.0 Groundwater Assessment 3.1 Sampling Procedures Based on a review of historical Sanborn fire insurance maps, a machine shop was formerly located in the central portion of the site. Maintenance of machinery was a typical activity conducted at textile machine shops, and the activities may have involved the use of solvents. To assess the potential for impact from the machine shop, one temporary monitoring well (TMW-1) was installed downgradient of the former machine shop. The temporary monitoring well was installed to a total depth of 36 ft bgs where refusal was encountered. Upon encountering refusal, the drilling rods where removed from the subsurface and a temporary monitoring well was installed. The well was constructed with one-inch diameter PVC casing from ground surface to 21 ft bgs and one-inch diameter PVC well screen from 21 ft bgs to 36 ft bgs. Following installation, the temporary monitoring well was developed using a peristaltic pump to remove sediments from the water column. Upon adequate development, groundwater samples were collecting from the well using a disposable polyethylene bailer then transferred to laboratory supplied sample containers. The groundwater sample was submitted to Prism for analysis of VOCs by EPA Method 6200B and semi-volatile organic compounds (SVOCs) by EPA Method 8270D. 4.0 Assessment Results Assessment results are summarized below by sample matrix. The laboratory analytical report is provided in Appendix B. 4.1 Soil Analytical Results TPH-GRO, TPH-DRO, and VOCs were not detected in the soil samples collected during the Phase II ESA above laboratory method detection limits. The soil sample results provide no indication of soil impacts associated with the former USTs at the site. 4.2 Groundwater Analytical Results The analytical results of the groundwater sample collected from temporary monitoring well TMW-1 indicated the presence of several chlorinated solvent compounds. Of the compounds present, only tetrachloroethene (PCE) detected at a concentration of 3.47 µg/l slightly exceeded Mr. Houston Roberts February 17, 2011 Page 6 S:\AAA-Master Projects\ForSite Development Partners (FDP)\FDP-025 National Textile Phase II ESA\Phase II ESA\FDP National Textile Phase II Letter.doc its North Carolina Administrative Code (NCAC) 2L groundwater standard of 0.7 µg/l. Other chlorinated solvent compounds that were detected at concentrations exceeding the laboratory method detection limits, but below their respective groundwater standards, were 1,1- dichloroethane (1,1-DCA), 1,1-dichloroethene (1,1-DCE), 1,1,1-trichloroethane (1,1,1-TCA), and trichloroethene (TCE). SVOCs were not detected at concentrations above laboratory method detection limits. Groundwater analytical results are summarized on Table 1. 5.0 Conclusion and Recommendations H&H assessed three areas of concern to determine if historic site activities resulted in a release to site soils or groundwater. H&H advanced and screened five soil borings and collected three soil samples in the vicinity of two former USTs. H&H also installed a temporary monitoring well and collected one groundwater sample to address a historic machine shop at the property. Target organic and petroleum-related compounds were not detected above their respective laboratory method detection limits in the soil samples collected during this Phase II ESA. As such, there is no evidence of impact associated with the former USTs. However, PCE was detected in the groundwater sample collected near the former machine shop at a concentration of 3.47 µg/l, which slightly exceeds its groundwater standard of 0.7 µg/l. No other compounds exceeded their ground water standards. Based upon the low concentration of PCE detected slightly above its ground water standard, it is highly unlikely that the North Carolina Department of Environment and Natural Resources (DENR) would actively pursue further assessment or remediation of the identified impacts. Nevertheless, if you would like to further reduce the low probability that DENR would actively pursue further actions associated with the impacts, ForSite Development Partners could enter into a Brownfields agreement for the site. The Brownfields agreement would provide for State liability protection from the identified impacts in exchange for making the site safe for redevelopment.
