Tryon\Brownfields\Final Grade Sampling Report\Final Grade Sampling Report - HD Supply.doc Final Grade Soil Sampling Report HD Supply Brownfields Site 1414 South Tryon Street Charlotte, North Carolina Brownfields Project No. 19054-15-060 H&H Job No. BCP-064 1.0 Introduction On behalf of RailYard LLC (Beacon), Hart & Hickman, PC (H&H) has prepared this Final Grade Soil Sampling Report summarizing final grade soil sampling activities completed at the HD Supply Brownfields property (Brownfields Project No. 19054-15-060) located at 1414 South Tryon Street in Charlotte, Mecklenburg County, North Carolina (Site). A Site location map is provided as Figure 1. The HD Supply Brownfields property was initially comprised of one approximately 3.38-acre parcel of land owned by RailYard LLC (formerly Beacon MPI, LLC). However, RailYard LLC sold an approximately 0.74-acre area in the western portion of the Site to Centro RailYard LLC on November 27, 2018. Currently, the HD Supply Brownfields property is comprised of two parcels. The larger approximately 2.77-acres parcel (Parcel No. 07309204) is owned by RailYard LLC and has been developed with two multi-purpose high-rise towers (retail and commercial office space) and a parking deck. The smaller approximately 0.74-acre parcel (Parcel No. 07309217) is owned by Centro RailYard LLC and has been developed with a multi-story building including retail commercial units on the ground floor with multi-family residential apartment units above. A Site map is provided as Figure 2. 1.1 Site History Historically, the subject Site was developed with multiple residential structures prior to 1911 based on review of historic Sanborn Fire Insurance maps. The southeastern portion of the Site was redeveloped for commercial purposes in 1946 when an approximately 36,000 square foot (sq ft) multi-use building was constructed. The multi-use building was used as a drycleaner and laundry facility from initial construction to the late 1960s or early 1970s. From the early 1970s through 2017 when the building was demolished, the multi-use building was used as a furniture showroom, 2 S:\AAA-Master Projects\Beacon Partners- BEP or BCP\BCP-064 1414 and 1422 S. The western portion of the Site was developed with an approximately 7,700 sq ft warehouse building in 1984 and was occupied by HD Supply for office space and electrical supply warehousing from 1984 until 2017 when the building was demolished. A Site map is provided as Figure 2. 1.2 Previous Brownfields Assessment Activities Details of previous assessment activities conducted at the Site are provided in the Brownfields Assessment Report dated June 19, 2017 and the Soil Characterization Report dated January 11, 2019. A brief summary of previous assessment activities detailed in these reports is provided below: Brownfields Assessment Report During the Brownfields assessment activities, H&H advanced five soil borings and installed seven soil gas vapor points to supplement assessment activities previously conducted at the Site. Based on the results of the assessment activities, H&H concluded the following: • Soil with compound concentrations above Residential and/or Industrial PSRGs was present in shallow soil in the area of soil samples SB-4 and SB-6 on the southeastern portion of the Site in the vicinity of the former dry-cleaner. Results of TCLP analysis of soil from this area indicates that the soil is not a characteristically hazardous waste. 3 S:\AAA-Master Projects\Beacon Partners- BEP or BCP\BCP-064 1414 and 1422 S. Tryon\Brownfields\Final Grade Sampling Report\Final Grade Sampling Report - HD Supply.doc • Results of the soil gas sampling indicated the presence of PCE and 1,2,4-trimethylbenzene at concentrations above Residential VISCs in the sample from SG-6 located below the southwestern portion of the residential apartments. Results of cumulative risk calculations indicate that cumulative risks for this sample is in the range of acceptable lifetime incremental carcinogenic risk (LICR) of 1 x 10-4 to 1 x 10-6 for potential carcinogenic risks and below the cumulative hazard index (HI) of 1 for potential non-carcinogenic risks. No other soil gas samples collected in the area of the apartment building indicated the presence of analyzed compounds at concentrations above Residential SGSLs. Additionally, no soil gas samples in the area of the north tower indicated the presence of analyzed compounds concentrations above Non-Residential SGSLs. Based on the historical use of the Site for dry-cleaning operations and the results of the soil gas sample collected below the southwestern portion of the apartment building, H&H recommended that a vapor intrusion mitigation system (VIMS) be installed below the southern tower and the southern portion of the apartment building. Details of the Brownfields assessment activities are provided in the Brownfields Assessment Report dated June 19, 2017. Soil Characterization Report Prior to the start of development activities, H&H characterized soil at the Site to expedite soil management during development activities. Results of the soil characterization activities are provided below: • Analytical results did not indicate the presence of VOCs, SVOCs, or RCRA metals in the shallow or deep samples collected from Sections 1, 2, 3, or 4 at concentrations above Residential or Commercial/Industrial PSRGs. • The shallow soil sample collected from Section 5 (SC-5S) indicated the presence of several SVOCs above laboratory reporting limits, but below Residential and Commercial/Industrial 4 S:\AAA-Master Projects\Beacon Partners- BEP or BCP\BCP-064 1414 and 1422 S. Tryon\Brownfields\Final Grade Sampling Report\Final Grade Sampling Report - HD Supply.doc PRSGs. Additionally, the polynuclear aromatic hydrocarbons (PAHs) benzo(a)pyrene, benzo(b)fluoranthene, and dibenz(a,h)anthracene were detected at concentrations above the Residential PSRGs, but below the Commercial/Industrial PSRGs. Additionally, arsenic was detected above Residential and Commercial/Residential PSRGs. • The deeper sample collected from Section 5 did not indicate the presence of VOCs or SVOCs at concentrations above Residential or Commercial/Industrial PSRGs. Arsenic was detected at 1.8 J mg/kg in the deeper sample from Section 5 which is above the Residential PSRG, but is below the Commercial/Industrial PSRG. • The shallow soil sample collected from Section 6 indicated the presence of tetrachloroethene (PCE) at a concentration of 0.0024 mg/kg which is below Residential and Commercial/Industrial PSRGs. Additionally, arsenic was detected in the shallow sample at a concentration of 2.2 J mg/kg which is above the Residential PSRG, but below the Commercial/Industrial PSRG. No other VOCs, SVOCs, or RCRA metals were detected in the shallow or deeper soil samples collected from Section 6 at concentrations above Residential or Commercial PSRGs. • Analytical results indicate the presence of PCE and trichloroethene (TCE) at low concentrations below the Residential and Commercial/Industrial PSRGs in the shallow and deeper samples collected from Section 7. No SVOCs or RCRA metals were detected above Residential or Commercial PSRGs in the soil samples collected from Section 7. Tryon\Brownfields\Final Grade Sampling Report\Final Grade Sampling Report - HD Supply.doc 2.0 Final Grade Soil Sampling Activities The subject Site is predominately covered with hardscape surfaces with the exception of a small grassed courtyard located between the two Site tower buildings. As such, the purpose of the final grade sampling activities was to collect representative soil samples of the grassed area. The small courtyard area is depicted on Figure 2. The final grade soil sampling activities were performed in accordance with the DEQ-approved Final Grade Sampling Work Plan (Work Plan) dated October 23, 2020. Prior to conducting the field activities, H&H contacted North Carolina 811, the public utility locator, to mark subsurface utilities located at the Site. In addition, H&H contracted Ground Penetrating Radar Systems, LLC (GPRS), a private utility locator to mark utilities on the property. Several utilities, including irrigation lines and electrical conduits, were identified and marked in the grassed area. The final grade soil boring locations were selected to provide representative coverage of the grassed area and to provide proper clearance from the utilities for safety reasons. 2.1 Soil Sampling Methodology On October 28, 2020, H&H advanced three shallow soil borings (SB-1, SB-2, and SB-3) in the grassed courtyard located between the northern and southern tower buildings. Soil borings were advanced to approximately 2 feet (ft) below ground surface (bgs) at each boring location utilizing a decontaminated stainless-steel hand auger. Continuous soil samples were collected from the center of the hand auger bucket at each soil boring and described for lithologic purposes, observed for the presence of staining, and field screened for the presence of organic vapors using a calibrated photoionization detector (PID). Soil boring logs with lithologic and field screening information are included as Appendix A. Aliquots of soil from each boring were placed into a stainless-steel bowl and homogenized to form one composite soil sample. No obvious evidence of impacts was observed in the soil at the boring locations during field screening activities. In accordance with the Work Plan, H&H randomly 6 S:\AAA-Master Projects\Beacon Partners- BEP or BCP\BCP-064 1414 and 1422 S. Tryon\Brownfields\Final Grade Sampling Report\Final Grade Sampling Report - HD Supply.doc selected a soil boring to collect a grab sample from the 1 ft to 2 ft bgs interval for laboratory analysis of volatile organic compounds (VOCs). The grab sample was collected from soil boring SB-1 (Figure 2). The final grade soil samples selected for laboratory analysis were collected directly into laboratory supplied glassware, labeled with the sample identification, date, time, and requested analysis and placed on ice in a laboratory supplied cooler. The samples were delivered to Pace Analytical Laboratories (Pace) under standard chain of custody protocols. The grab sample (FG1-1-2) was collected and submitted for analysis of VOCs by EPA Method 8260. The composite sample (FG- 102820) was collected and submitted for analysis of semi-volatile organic compounds (SVOCs) by EPA 8270, and RCRA metals plus hexavalent chromium by EPA Methods 6020/7471/7199. The laboratory analytical report and the chain of custody are included in Appendix B, and the analytical data is summarized on Table 1. A summary of the analytical results is provided in Section 3.0. 2.2 Quality Assurance/Quality Control For quality assurance / quality control (QA/QC) purposes, H&H collected a duplicate soil sample (DUP-1). Additionally, H&H collected an equipment blank (RB-1) to evaluate the effectiveness of the field equipment decontamination methods. To collect the equipment blank, laboratory supplied analyte free water was poured over the decontaminated stainless-steel hand auger. The water was collected off the hand auger directly into laboratory supplied sample containers. The duplicate soil sample and the equipment blank were submitted to Pace for analysis of VOCs by EPA Method 8260, SVOCs by EPA 8270, and RCRA metals plus hexavalent chromium by EPA Methods 6020/7471/7199. H&H requested a Level II QA/QC data package from the laboratory that includes compound detections to the laboratory-specified method detection limits (MDL) using J-flags. The laboratory analytical report and the chain of custody are included in Appendix A, and the analytical data is summarized on Table 1. Tryon\Brownfields\Final Grade Sampling Report\Final Grade Sampling Report - HD Supply.doc 2.3 Boring Abandonment and Investigation Derived Waste During boring advancement and sampling, field screening indicated no evidence of significant impact was observed in the soils. Therefore, the investigation derived waste (IDW) generated during the sampling activities was thin spread in the area of generation. Following sampling activities, the soil borings were properly abandoned using bentonite chips mixed with soils generated from the sampling activities, and the surface was repaired to match pre-sampling conditions with grass cover. 8 S:\AAA-Master Projects\Beacon Partners- BEP or BCP\BCP-064 1414 and 1422 S. Tryon\Brownfields\Final Grade Sampling Report\Final Grade Sampling Report - HD Supply.doc 3.0 Final Grade Soil Sampling Results The analytical laboratory results for the surficial final grade soil samples are summarized in Table 1 and the analytical laboratory reports are included in Appendix B. The analytical results were compared to the DEQ Residential and Non-Residential Health-Based PSRGs dated July 2020. The area where the final grade sampling activities were conducted is used for non-residential purposes (i.e. retail and office space), but due to the residential multi-family apartment located on the western portion of the property (Centro Railyard), the results were also compared to the Residential PSRGs. Metal analytical results were compared to Site-specific metals data summarized in the Soil Characterization Report dated January 11, 2019. Additionally, the metals concentrations were compared to regional background concentrations for North Carolina soils as published in Elements in North American Soils by Dragun and Chekiri (2005) before comparison to the PSRGs. 3.1 Soil Sample Results VOCs Laboratory analytical results of FG-1 and DUP-1 do not indicate the presence of VOCs at concentrations above Residential or Non-Residential PSRGs. It should be noted that several VOCs were detected at low concentrations above laboratory method detection limits (MDLs), but well below their respective PSRG values. Additionally, several of the detected compounds including acetone and methylene chloride are common laboratory artifacts. SVOCs Laboratory analytical results indicate do not indicate the presence of SVOCs at concentrations above laboratory MDLs in the sample or associated duplicate sample. Metals Analytical results indicate the presence of several metals at concentrations above laboratory MDLs in the sample and associated duplicate sample, but below the Residential and Non-Residential PSRGs, with the exception of arsenic. Arsenic was detected at a concentration of 2.91 mg/kg, which 9 S:\AAA-Master Projects\Beacon Partners- BEP or BCP\BCP-064 1414 and 1422 S. Tryon\Brownfields\Final Grade Sampling Report\Final Grade Sampling Report - HD Supply.doc is above the Residential PSRG of 0.68 mg/kg, but below the Non-Residential PSRS of 3.0 mg/kg. Arsenic is a prevalent metal found in soils in this region of North Carolina and the detected arsenic concentrations is in the range of published regional background concentrations for North Carolina soils (1.0 mg/kg to 18 mg/kg). Additionally, the concentrations of arsenic detected in the soil sample and associated duplicate sample are consistent with the lower end of the range of arsenic detected during the characterization activities. As such, the presence arsenic in the grassed area between the two towers is likely naturally occurring. 3.2 Risk Calculation To further evaluate the detected compounds, H&H input the highest concentration of each compound detected in the soil samples (to simulate a worst-case scenario) into the DEQ Risk Calculator (July 2020 version). Calculations were completed for both a Residential and Non- Residential use scenario for the direct contact soil exposure pathway to calculate cumulative potential carcinogenic and non-carcinogenic risks for the soil samples. To evaluate the worst-case scenario, H&H used the highest detected concentration of each compound in either the parent or duplicate sample. The completed risk calculator summary pages are provided in Appendix C. The soil risk calculator for the worst-case scenario indicated that the non-carcinogenic HI for residential use is 0.099 and the HI for non-residential workers is 0.0084, which are significantly below the threshold of 1. Additionally, the soil risk calculator indicated that the LICR for residential us is 4.3 x 10-6 and the LICR for non-residential workers is 9.7 x 10-7, which are significantly below the acceptable risk of 1 x 10-4. As such, exposed surficial soil at the Site does not appear to pose an unacceptable risk to future Site residents or non-residential workers. 3.3 QA/QC Sample Results The results of the analytical data from the duplicate sample indicated that similar constituents and concentrations were detected in the both the parent duplicate soil sample, with the exception of acetone. Acetone was detected at a very low concentration in the duplicate sample, but was not detected in the parent sample. Acetone is a common ingredient in cleaning solutions and thus is a 10 S:\AAA-Master Projects\Beacon Partners- BEP or BCP\BCP-064 1414 and 1422 S. Tryon\Brownfields\Final Grade Sampling Report\Final Grade Sampling Report - HD Supply.doc common laboratory contaminant. The low concentration of acetone detected could be attributed to laboratory contamination. Therefore, the duplicate sample results generally indicated good laboratory repeatability. The analytical data for the equipment blank sample indicated that VOC, SVOC, or metal constituents were not detected above laboratory MDLs, with the exception of hexavalent chromium, which was detected a low estimated J-flag concentration. Hexavalent chromium was not detected in either the parent or duplicate soil sample above laboratory MDLs. Therefore, the results of the equipment blank indicate that effective field equipment decontamination methods were performed and did not appear to impact the analytical results of the soil samples. 11 S:\AAA-Master Projects\Beacon Partners- BEP or BCP\BCP-064 1414 and 1422 S. Tryon\Brownfields\Final Grade Sampling Report\Final Grade Sampling Report - HD Supply.doc 4.0 Summary and Conclusions H&H has prepared this report to summarize final grade soil sampling conducted at the HD Supply Brownfields property (Brownfields Project No. 19054-15-060) located at 1414 South Tryon Street in Charlotte, Mecklenburg County, North Carolina. A brief summary of the final grade soil sampling activities and results is provided below. • The Site is developed with two commercial use high-rise towers (retail and commercial office space) and a parking deck in the central portion of the Site. The western portion of the Site and is developed with a multi-store building which includes retail commercial units on the ground floor and multi-family residential apartment units above. • The subject Site is predominately covered with hardscape surfaces with the exception of a small grassed courtyard located between the two Site tower buildings. H&H collected shallow grab and composite soil samples from the grassed area to evaluate potential risks to future Site residents and/or workers from direct contact exposure to surficial soil at the Site. • The results of analysis of the final grade soil samples do not indicate the presence of VOCs at concentrations above Residential or Non-Residential PSRGs or SVOCs at concentrations above laboratory MDLs. The results of the metals analysis indicate that arsenic was detected in shallow soil at a concentration above the Residential PSRG, but below the Non- Residential PSRG. This arsenic detection is consistent with published regional background levels and previous site-specific sampling data. As such, the presence of arsenic is likely naturally occurring. • Cumulative risk calculations using DEQ’s risk calculator indicate that the calculated LICR and HI values are below the DEQ and EPA acceptable risk levels. As such, surficial soil at the Site does not appear to pose an unacceptable risk to future Site residents or non- residential workers. 12 S:\AAA-Master Projects\Beacon Partners- BEP or BCP\BCP-064 1414 and 1422 S. As such, H&H does not recommend additional assessment or remedial activities be completed.
