The request was revise the soil disposal management options for export at the above referenced Brownfields Property. Specifically, the request was to get approval for various options for up to 12,000 cubic yards of soil. The following disposal locations were considered: Reeve's Landfill (2323 Salome Church Road, Charlotte, Mecklenburg County, Permit No. 60-S- LCID), Construction and Demolition Landfill, other brownfields properties or Municipal Solid Waste Landfill. Three brownfields properties were previously approved for export: Woodland Green Brownfields Property (22023-18-060) and Matheson Ave Brownfields Properties Matheson Ave II (22042-18-060) and Matheson Ave Creek (23015-19-060). DEQ Brownfields reviewed the soil analytical data provided the following reports: Beneficial Reuse Soil Assessment Report dated April 3, 2019 prepared by Wood; Report of Soil Characterization for Beneficial Reuse (Shallow Soil East Tower) dated January 23, 2020 prepared by Wood; and Amended Report of Soil Characterization for Beneficial Reuse Foundation Soil (East Office Building) dated April 30, 2020 prepared by Wood. Based on our review of the data, the DEQ Solid Waste Section and DEQ Brownfield's agree that these soils may be exported as outlined in the revised table below. Refer to attached table for estimated volume of export for each block based on area of redevelopment on the Brownfields Property. Matheson Ave = Matheson Ave II (22042-18-060) and Matheson Ave Creek (23015-19- 060) Brownfields Properties. All soil export must be conducted under a DEQ Brownfields approved Environmental Management Plan (EMP). Per the Gathings Motor Company EMP, the soils will be field screened during excavation prior to export from the property. If unanticipated impacts are identified during excavation, please refer to the EMP for further actions and cease transfer until appropriate characterization can be completed. In addition, in accordance with the Gathings Motor Company EMP, an annual Redevelopment Summary Report will be submitted to DEQ Brownfields. Details Mr. Jason Fish October 22, 2020 Page 3 related to the disposition of this soil including but not limited to, total volume, general description of field screening efforts, etc. should be included with the Redevelopment Summary Report. Note that, if soil is exported to another Brownfields Property, import guidelines of that property's EMP shall be followed and the import documented in their Redevelopment Summary Report. Please be advised that this approval does not waive any applicable requirement to obtain any necessary permits, licenses or certifications which may be required from other state or local entities.
