Dear Mr. Burcham:
The North Carolina Department of Environmental Quality Brownfields Program (DEQ Brownfields) received and reviewed the Vapor Intrusion Mitigation System (VIMS) Design Report (VIMS Report), dated October 2020, and DEQ Brownfields has found this VIMS Report to be in compliance. DEQ approval of the VIMS Report was provided by email on October 23, 2020.
Consistent with the Brownfields agreement for this project, an essential component of public health protection for this design is the professional engineer’s seal of these documents that the proposed design will be effective at mitigating the potential for vapor intrusion at the property and protecting public health. Furthermore, the safe occupancy of the building will be evaluated upon “Post-Construction and Pre-Occupancy System Effectiveness Testing” as required by Section 4.0 of the
VIMS Design. In addition, DEQ Brownfields reserves the authority to require confirmation of efficacy in the future. Please be advised that this design compliance review from DEQ Brownfields does not waive any
applicable requirement to obtain any necessary permits, licenses or certifications which may be
required from other state or local entities.
