Project Information Number: 22019-18-041 Name: Cone Mill-Greensboro (RN) Address: 1700-1701 Fairview St City: Greensboro County: Guilford III. Environmental Current Use of Property: Commercial/Retail, Residential Structures on Property: Existing Structures Violation: Yes Vapor Mitigation Systems: Observed Vapor Mitigation Violation: Yes Summary: Active VIMS installed in northeast corner of former textile mill building. VIMS not in operation at time of Site Inspection. VIMS installed without pre-approval or prior knowledge of NC Brownfields at the time as required by LUR 15: “No enclosed building may be constructed on the Brownfields Property, and no existing building, defined as those depicted on the plat component of the Notice of Brownfields Property referenced in paragraph 20 below, may be occupied until DEQ determines in writing that: iii. vapor intrusion mitigation measures are installed and/or implemented to the satisfaction of a professional engineer licensed in North Carolina, as evidenced by said engineer’s professional seal on a report that includes photographs and a description of the installation and performance of said measures. Any design specification for vapor intrusion mitigation measures shall be approved in writing by DEQ in advance of installation and/or implementation of said measures. The design specifications shall include methodology(ies) for demonstrating performance of said measures”. Summary: Former Cone Mill currently being converted to residential apartments with outbuildings converted to retail/commercial and mechanical (pool equipment) space. During Site inspection, it was noted there is a construction contractor’s office located within an out-building on the southern portion of the mill property. Occupancy prior to DEQ determining the building is protective of public health is a violation of Land Use Restriction (LUR) #15; “No enclosed building may be constructed on the Brownfields Property, and no existing building, defined as those depicted on the plat component of the Notice of Brownfields Property referenced in paragraph 20 below, may be occupied until DEQ determines in writing that: i. the building is or would be protective of the building’s users, public health and the environment from risk of vapor intrusion based on Brownfields Property assessment data or a site-specific risk assessment approved in writing by DEQ;” Further, note that the building was occupied without DEQ’s fore-knowledge and it was through NC Brownfields site visits on 9/4 & 9/11/2020, that occupancy was confirmed. No soil import/export activities observed at the time of the Site Inspection. Summary: There are basement areas present within former mill building that will be utilized as residential, communal, and parking areas. An Occupancy Request plan including sub-slab / crawl-space, and indoor air sampling results to be prepared and submitted by ECS. NC Brownfields written approved is required prior to occupancy being granted. Summary: 5-gallon buckets of paint, and other smaller containers of Xylene, paint thinner, Master Seal 990, caulks, “Bondo”, and other materials being used during construction. No "storage" of chemicals observed. PHOTOGRAPHS Photo 1: View of former mill building looking northeast. Proposed retail portion of mill in foreground, with portion of mill converted to residential visible on far left side of photograph The site is fenced off from the surrounding area during construction activities with limited site access to non-workers. There does not appear to be a risk to the general public at the time of the Site Inspection. Onsite during collection of indoor air Summa canisters placed prior day (9/10/2020). Sampling of first phases performed based on proposed occupancy due to limited Summa canisters and appropriate regulators. Units where indoor air sampling was performed were well marked with signage and caution tape (Photo 2). ECS began installing vapor pins for sub-slab air sampling on 9/11/2020. However, due to double slab areas with gravel layer, vapor pin extensions had to be ordered. The remainder of the vapor pins were installed on 9/16/2020 when sub-slab sampling was also to be performed. NC Brownfields performed sub-slab mercury screening on 9/16/2020 on the vapor points already installed, but did not screen vapor pins within double slab areas due to a delay in the vapor pin and Summa canisters arrival on-site.
