Summary: There were cardboard drums filled with unknown granular powder along the eastern side of the “first level” of mill building. There were smaller steel drums/pails of granular powder located within basement area of “Second Level” of northwestern portion of mill building. These drums were left during prior occupancy of the mill, and will be removed and properly disposed of prior to redevelopment. Condition: Summary: Although there are monitoring wells present on the property (gauged November 5, 2019), they were not inspected during the site meeting. Mill building and outbuilding doors locked. Entrance to interior of site fenced and locked. Would not present exposure to public other than potential trespassers at the time the Site Inspection was performed. Former mill building proposed for redevelopment into affordable housing based on site meeting. Grade rises on the northern portion of the property. As a result, there are several below grade rooms and crawl spaces even on “Level 2”, as identified on REDCLAY’s conceptual site plans on the northern portion of the mill building. Level 1 and Level 2 references in both the text and photos refer to designation on REDCLAY conceptual drawings provided to NC Brownfields. According to Mr. Maynard, the US Department of Housing and Urban Development (HUD) will require radon mitigation under the entire building footprint. If it is determined that VI mitigation will also be required, this would require submittal of a VI Mitigation Plan to NC Brownfields by a NC Professional engineer, and would require NC Brownfields approved prior to installation.
