HomeMy WebLinkAbout21006_Brownfields Assessment Report_2019-12-31 Summary of Analytical Results from Groundwater, Soil, and Vapor Sampling Activities BF 21006-17-18 Page 1 of 12 BACKGROUND The subject property includes a 6.26-acre tract with an existing industrial/manufacturing warehouse facility having a floor area of 54,898 square feet. Soil and groundwater sampling was conducted and a report was issued dated June 13, 2016 indicating soil and groundwater contamination at the site. An application was submitted to the North Carolina Department of Environmental Quality (NCDEQ) and a Letter of Eligibility for Brownfields Project was issued by NCDEQ on March 21, 2017. A Phase I Environmental Site Assessment report was issued by Blue Ridge Engineering on February 19, 2018. The report identified recognized environmental conditions present at the property previously discovered and documented in a report dated June 13, 2016 including: petroleum contaminated soil likely associated with a prior underground storage tank; and groundwater contaminated with TCE, PCE, and Methylene Chloride, likely associated with former furniture manufacturing operations. REQUEST FOR ADDITIONAL ASSESSEMENT NCDEQ reviewed the data available and issued a request for additional assessment activities dated December 27, 2018, including: groundwater sampling, soil sampling, and sub-slab soil-gas vapor sampling. This additional data is required by NCDEQ to assist in making risk management decisions for inclusion in the proposed Brownfields Agreement. NCDEQ approved a Work Plan for Additional Assessment of Groundwater, Soil and Soil-Gas Vapor dated April 3, 2019. STANDARD PROCEDURES Standard field procedures shall be in conformance with guidance documents prepared by NCDEQ, Division of Waste Management: • US EPA Region 4 Design and Installation of Monitoring Wells dated January 29, 2013 • US EPA Region 4 Groundwater Sampling dated April 26, 2017 • Inactive Hazardous Sites Branch (IHSB) Guidelines for Assessment and Cleanup dated October 2015 • NCDEQ Brownfields Assessment Work Plan Checklist dated December 2018 • NCDEQ Vapor Intrusion Guidance dated March 2018 Summary of Analytical Results from Groundwater, Soil, and Vapor Sampling Activities BF 21006-17-18 Page 2 of 12 GROUNDWATER SAMPLING Three temporary monitoring wells were installed on May 16, 2019 at the locations shown on the attached exhibit: W-5 is located at a suspected former location of a UST; W-6 is located at a suspected former location of a UST; and W-7 is located at the rear of the building to obtain background data. All monitoring wells were constructed in accordance with 15A NCAC 2C .0100 utilizing hollow stem auger drilling, 2-inch PVC casing and screen, filter sand, bentonite seal, well cap and concrete pad. Well Construction Records for each monitoring well are attached. On May 17, 2019 each well was sampled. The top of casing elevation and ground elevation was surveyed at each well location and the groundwater elevation was measured at each location to determine groundwater flow across the property. Each well was developed by removal of 10-gallons of water from each well. A volume of 0.5 gallons of water was removed prior to sampling Well W-5. The sample was slightly turbid. A volume of 1.5 gallons of water was removed prior to sampling Well W-6. The water would not clear up; the sample was turbid. A volume of 0.5 gallons of water was removed prior to sampling Well W-7. The sample was slightly turbid. Groundwater samples were obtained using new weighted hand bailers. The field technician used a new pair of latex gloves for each water sample collected and took specific precautions to ensure no cross-contamination occurred. Samples were transported to the laboratory for analyses for Volatile Organic Compounds (VOCs) by EPA Method 8260, Semi-VOCs (SVOCs) by EPA Method 8270, and Resource Conservation and Recovery Act (RCRA) metals by EPA Method 6020. Chain-of-custody forms were maintained for each sample and are attached for reference. Chromium was detected in monitoring well W-5 at a concentration in excess of the 2L Standard. Barium, Lead, Selenium and TCE were detected in monitoring well W-6 at concentrations in excess of the 2L Standards. Chromium and TCE were detected in monitoring well W-7 at concentrations in excess of the 2L Standards. Laboratory analytical results are attached. Horizontal location is referenced to North Carolina State Plane, NC Grid, NAD83(2011). Elevation information is feet above mean sea level, referenced to NAVD88. The depth to groundwater was measured at each monitoring well. The groundwater elevation was calculated for each monitoring well location. Based on the data collected, the direction of groundwater flow gradient is in a southerly direction, from W-5 to W-7. Each sample was screened utilizing a Photoionization Detector (PID) and one sample was selected based on visual, olfactory, and PID readings for VOC analysis. The three samples were composited in the laboratory and the composite sample, S-9, was analyzed for VOCs by EPA Method 8260, SVOCs by EPA Method 8270, and RCRA metals by EPA Method 6020. The grab sample was not analyzed by the laboratory for VOCs as planned. On October 16, 2019 three additional soil samples, S-16A, S-16B and S-16C were collected at a depth of 0 to 2 feet below the ground surface utilizing a hand auger at the proposed borrow area shown on the attached exhibit. Each grab sample was analyzed for VOCs by EPA Method 8260. The three samples were composited in the laboratory and the composite sample, S-16, was analyzed for SVOCs by EPA Method 8270, and RCRA metals by EPA Method 6020. Two soil samples were collected at the three monitoring well locations shown on the attached exhibit on May 16, 2019. Samples were collected utilizing Direct Push Technology (DPT). The first sample was collected at a depth of 0 to 2 feet below the ground surface. The second sample was collected a depth greater than 2 feet below the ground surface but above the water table, based on visual, olfactory, and/or PID readings. Each sample was analyzed for VOCs by EPA Method 8260, SVOCs by EPA Method 8270, and RCRA metals by EPA Method 6020. Field soil sampling kits provided by the laboratory consisting of sterile sample containers with preservatives as necessary were used. The field technician used a new pair of latex gloves for each soil sample collected and took specific precautions to ensure no cross-contamination occurred. Samples were transported to the laboratory for analyses. A chain-of-custody form was maintained for each sample and is attached for reference. At the proposed borrow area, Chromium was detected in sample S-9 and sample S-16 at concentrations in excess of the Preliminary Soil Remediation Goal (PSRG) for both Protection of Groundwater and Industrial/Commercial Health Based PSRG. At the proposed borrow area, Silver was detected in sample S-9 and sample S-16 at concentrations in excess of the PSRG for Protection of Groundwater but below the Industrial/Commercial Health Based PSRG. At monitoring well W-5, Chromium was detected in samples S-10 and S-11 at concentrations in excess of the PSRG for both Protection of Groundwater and Industrial/Commercial Health Based PSRG. Selenium was detected in sample S-11 at concentrations in excess of the PSRG for Protection of Groundwater but below the Industrial/Commercial Health Based PSRG. At monitoring well W-6, Chromium was detected in samples S-12 and S-13 at concentrations in excess of the PSRG for both Protection of Groundwater and Industrial/Commercial Health Based PSRG. Silver was detected in sample S-12 at concentrations in excess of the PSRG for Protection of Groundwater but below the Industrial/Commercial Health Based PSRG. At monitoring well W-7, Chromium was detected in samples S-14 and S-15 at concentrations in excess of the PSRG for both Protection of Groundwater and Industrial/Commercial Health Based PSRG. A hammer drill was used to drill holes in the concrete floor slab at the sample locations. Prior to collecting the soil-gas samples, a leak test was performed on the sample point and sample train fittings using a stainless-steel shroud, helium gas, and a helium gas detector. Samples were collected from each sample point in a cannister at a flow rate of approximately 200 mL/min. Upon completion of sampling, sample points were sealed with grout and abandoned. Each sample was transported to the laboratory and analyzed for VOCs by EPA Method TO-15. TCE was detected in sample V-4 at a concentration in excess of the Sub-slab Soil Gas Screening Level. All IDW was sealed in 55-gallon drums to be transported off site. There was no discharge of IDW from the site. LABORATORY QA/QC All laboratory analyses were conducted by Pace Analytical Services LLC. A copy of the laboratory certification issued by NC Division of Water Resources and is attached for reference. Quality Control data is included in the laboratory analytical results.
