Headwater Geology, PLLC. (Headwater), on behalf of Enka Youth Sports Organization (Enka
Youth) prepared this letter to request a modification of the landfill gas monitoring schedule for the
Former BASF Landfill Brownfields Property, current Bob Lewis Ballpark, located at 164 Jacob
Holm Way, Candler, Buncombe County, North Carolina (the Site).
To help slow or prevent the spread of the Coronavirus (Covid-19), tournaments have not been
held during the 2020 season and have been cancelled through at least mid-May 2020, but
potentially longer. The Site, including the ball field, parking area, and concession stand is not
currently in use other than basic upkeep activities such as mowing, landscaping, and general
maintenance, etc.
Headwater performed a single landfill gas monitoring event on April 3, 2020 to evaluate the
effectiveness of methane management measures. Concentrations of methane and hydrogen
sulfide were measured using a Gem 5000 landfill gas meter. Neither methane nor hydrogen
sulfide were detected. A map from the Methane Management Plan, prepared by Anchor QEA, and
dated January 9, 2019, showing monitoring locations is attached. The attached Table 1—Landfill
Gas Monitoring Results—2020 includes the most recent results. The Gem 5000 landfill gas meter
was pre-calibrated by Eastern Solutions, LLC, the equipment provider. Equipment calibration
records are also attached.
Historical monitoring results for 2018 were reported in the Methane Management Plan are
attached and historical monitoring results for 2019 that were reported in the 2019 Methane
Monitoring Report, prepared by Headwater and dated March 24, 2020, are also attached. Please
note that concentrations of methane exceeding the screening level, but below the lower explosive
limit (LEL) were detected in open electrical conduits that penetrated the building floor in July 2019.
These results were confirmed during a monitoring event performed the following week in August
2019. Because of these readings, mitigation measures were implemented and the open conduits
were sealed both inside the building and outside of the building where it was discovered the
conduits terminated in the subsurface without a sufficient seal. A detailed summary of mitigation
measures and subsequent confirmation monitoring is described in the 2019 Methane Monitoring
Report.
Landfill Gas Monitoring Schedule Change Request

Headwater recommends that monitoring be postponed until just before the Site is planned to be
used again. Monitoring at the Site has been performed between July 2018 and April 2020. During
that period, screening levels were exceeded during only two events (July 30 and August 7, 2019).
The source of those exceedances was discovered and addressed as described in the 2019
Methane Monitoring Report. The results of subsequent monitoring events performed in
September 2019 and April 2020 indicate that mitigation and management measures have been
successful. Further, the April 2020 monitoring event was performed before the concession stand
had been opened for the season. If landfill gases were infiltrating the concession stand or other
Site improvements, they would be expected to be the most elevated during a time when ingress
and egress and other activities that would allow air exchange were not being performed.
Monitoring is not performed during the off-season. Generally, the off season is between mid-
October and mid-March. Therefore, monitoring is not performed for a period of approximately 5
to 6 months. As such, if the 2020 season is cancelled in its entirety, at least one additional
monitoring event should be performed in September 2020.
Once the season is resumed, monitoring should then be performed at a similar schedule as
proposed in the Methane Management Plan. For example, a monitoring event would be performed
the week before a tournament is scheduled at the Site, a second event would be performed 2 weeks
later, and a third event would be performed one month after the second event. Subsequent
monitoring events would be performed bi-monthly for the remainder of the season, as needed.
Should a landfill gas related event occur, reporting and mitigation measures will be performed as
described in the Methane Management Plan. Should these circumstances or other circumstances
require a change in the monitoring schedule, that change will be coordinated with the Brownfields
Program.
