Inspector Comments V. PHOTOGRAPHS Photo 1: Site looking east across E. 36th Street. Former mill work shop is located on far left of photo. Building in center of photograph (former ice production & storage building), and brick building on right are not currently in active use. Onsite to observe H&H collect “afternoon” soil gas pressure and methane measurements using two GEM 5000 landfill gas meters. The original soil gas points were installed using both hand auger and DPT rig methods according to H&H, and no protective vaults were installed around these points (Photo 3). Additional soil gas points requested by DEQ Brownfields were installed at a later date using a DPT rig and downhole polyethylene tubing contained within a plastic protective vault (Photo 4). During inspection of the monitoring points, it was observed that a white flexible cover was pushed over the ends of the tubing at all of the soil gas points instead of a gas tight valve or quick connect fitting being installed. These flexible caps had to be removed prior to pressure/methane measurements (Photo 3). Low to no pressure was observed during soil gas pressure measurements, with the highest differential pressure observed at SG-9 (+0.008” H2O column), with no methane detected. DEQ installed a Dwyer digital manometer on soil gas point SG-9 following H&H’s readings (including GEM 5000 pump operation), and as described in Photo 5, and similar differential pressure results were obtained. According to H&H, methane had only been observed in 3 monitoring points SG-1, SG-5, and SG-10 during prior events, with SG-1 having the highest methane detection. This was also observed during the August 7, 2020 monitoring event with SG-1 methane recorded at 12.9% by volume (bv) Photo 6. Soil gas points SG-5 and SG-10 were measured at 2.6% and 1.5% methane bv respectively. However, the seal was broken when connecting the GEM 5000 to the soil gas point tubing due to lack of a valve or quick connect fitting being installed. Slight positive pressure (0.008” H20 column) observed. However, no methane was observed which is consistent with prior measurements. Pressure climbed to 0.010" H20 column over a period of 5 minutes (similar to H&H’s reading above). No additional pressure increase was observed prior to removal ten minutes later.
