Morehead Street Suite 104 Charlotte, INC 28204-2849 office 980-585-1271 MAAONLINE.COM Based on the presence of existing soil and groundwater contamination, the prospective purchaser of the Performance Auto Mall property located at 1810 Durham -Chapel Hill Boulevard in Chapel Hill, Orange County, North Carolina submitted a Brownfield Application to the North Carolina Brownfield Program (NCBP) for the property. As part of the process, McAdams of Raleigh, North Carolina prepared a Site Operation Plan (SOP) that was approved by the NCBP. The SOP provides guidelines and instructions to ensure that site operations on the property remain in compliance with Brownfield requirements during the approximate 12 month tenancy by the Hendrick Automotive Group. One of the preliminary requirements for the implementation of the SOP includes cleaning the in -ground oil/water separator at the Acura dealership building and taking it out of service. The following letter details and documents preliminary work activities at the subject site, including taking the Acura oil/water separator out of service. EXPERIENCED CUSTOMER FOCUSED Brownfield Site Operation Plan — Preparation Activities Update Performance Auto Mall January 4, 2017 Chapel Hill, North Carolina P a g e 2 Field Activities Field activities were conducted on December 13 and 14, 2016, and a site inspection was conducted on December 16, 2016. Mr. Carl Hewett of Mid -Atlantic was on site during the cleaning activities and conducted the site inspection. Photographs documenting field activities are provided in Attachment A. Oil/water separator and drain cleaning removal activities were conducted by Environmental Hydrogeological Consultants, Inc. (EHC) of Red Springs, North Carolina on December 13, 2016. The following equipment was cleaned during the field work: three in -ground oil/water separators (Acura building, BMW building, Car Wash) and accessible floor drains in the Acura service department, the BMW service department, the Subaru service department, and the Car Wash building. Cleaning was conducted by pumping the equipment, pressure washing accessible internal areas and removing the wash/rinse water. The material was collected into vacuum pump trucks, and it was transported to the EHC facility in Red Springs for disposal. Copies of the Non - Hazardous Waste Disposal Manifests are provided in Attachment B. On December 14, 2016, Vannoy Construction Company (Vannoy) of Anderson, South Carolina arranged for the abandonment of a number of floor drains inside the site buildings. The following floor drains were abandoned by filling with concrete: • a trench floor drain and associated sump in the Acura service department; • six small, rectangular floor drains in the Car Wash building; • one small, rectangular floor drain the Subaru service department; • twelve small, rectangular floor drains in the BMW service department. On December 16, 2016, Mr. Hewett of Mid -Atlantic conducted a site inspection and confirmed the abandonment of the floor drains. Once the trench floor drain and associated sump in the Acura service department were filled with concrete, there were no other drains that currently discharge to the Acura oil/water separator. As a result of this work and with pumping and cleaning the oil/water separator, the Acura oil/water separator has been effectively taken out of service. The aboveground separator system was installed to handle the disposal of the floor wash water generated at the facility. Car wash water is the only material at the site intended to be discharged through the existing operational in -ground oil/water separators at the site.
