1.0 INTRODUCTION
The project site is the former Performance Auto Mall located at 1810 Durham -Chapel Hill
Boulevard in Chapel Hill, Orange County, North Carolina. See Figure 1. The property
has been developed and operated as an automobile sales and service facility; however,
the three tenant dealerships left the property for their new location at the Hendrick
Southpoint Auto Mall in April 2018. The most recent tenants of the Performance Auto
Mall property included the following automobile dealerships:
• Performance BMW, 1806 Fordham Boulevard — left the property on April 7 and 8,
2018.
• Performance Subaru, 1810 Durham -Chapel Hill Boulevard — left the property on
March 30 and April 1, 2018.
• Performance Acura, 1817 Durham -Chapel Hill Boulevard — left the property on
April 14 and 15, 2018.
The former dealership building locations are illustrated on Figure 2.
In November 2016, McAdams of Durham, North Carolina prepared a Site Operations
Plan (SOP) for the property to assist a prospective purchaser with accessing the North
Carolina Brownfield Program (NCBP) related to historical subsurface contamination on
the property. The SOP was prepared to identify and implement Best Management
Practices (BMPs) for spill release prevention during site operations at the Performance
Auto Mall, which was operated by the Hendrick Automotive Group (HAG). The SOP was
approved by the NCBP on December 30, 2016, and it was approved prior to the sale of
the property by HAG to LG 1810 Fordham Blvd, LLC. HAG and the Performance Auto
Mall began initiating the requirements and guidelines of the SOP in December 2016.
Mid -Atlantic Associates, Inc. (Mid -Atlantic) was contracted by HAG to assist the
Performance Auto Mall with the completion of environmental and compliance activities
identified by the SOP. The following report details the environmental and compliance
activities related to the SOP that were conducted at the site in April 2018, and property
decommissioning activities that were conducted during May 2018.
2.0 QUARTERLY ACTIVITIES
2.1 Periodic Inspections
In accordance with the compliance monitoring requirements of paragraph 3.3 of the SOP,
periodic inspections were conducted at the property to ensure that work activities at the
dealerships on the property did not adversely affect the site. The periodic inspections

conducted during this work period were limited to weekly inspections by Mid -Atlantic
personnel. Since the dealerships left the property before the end of the month of April,
the monthly inspection by Performance Auto Mall personnel required by the Spill
Prevention and Countermeasure Control (SPCC) Plan was not completed. In addition,
the quarterly inspection required by the SOP was not conducted; however, a final site
inspection with Mid -Atlantic, McAdams and Leon Capital personnel was performed.
Personnel from the NCBP were invited to the final site inspection but did not attend.
Weekly Inspections
Mid -Atlantic personnel conducted the following tasks on a weekly basis in April 2018 to
observe site conditions and to ensure spills and/or impacts to the property had not
occurred over the previous week:
• Visual inspections of the aboveground storage tank (AST) containment areas at
each dealership to observe tank conditions and to note if any spills/leaks had
occurred in or around the tanks;
• Visual inspections inside and outside of the service bays at each dealership to
observe surface conditions and to note if any spills/leaks had occurred in or around
the work areas;
• Visual inspections of the surfaces around the waste dumpsters and compactor to
note if any spills/leaks had occurred in or around the equipment;
• General reconnaissance inspections around the property to observe site
conditions and to note if any spills/leaks had occurred.
• Conducted an interview with Chet Wetherington, Performance Auto Mall Facility
Manager, and/or with members of his staff to request information on any spills that
may have occurred during the previous week.
• Small spills/releases that occurred inside the buildings were contained and
cleaned up in accordance with the SOP.
No spills or conditions that represented an immediate threat to the environment that would
initiate regulatory reporting requirements and corrective action were noted during the
weekly inspections during April 2018. A copy of an AST inspection checklist completed
by Mid -Atlantic is included in Appendix A.

Final Inspection
A final site inspection was conducted on May 8, 2018. The inspection was performed by
Mid -Atlantic, McAdams and Leon Capital personnel to identify any remaining
environmental waste, any areas requiring additional cleanup and/or any areas/conditions
that could represent an immediate threat to the environment that would initiate regulatory
reporting requirements and corrective action. The interior of the buildings was inspected
as well as exterior areas such as AST, aboveground oil/water separator and air
compressor containment areas. No conditions requiring additional cleanup or additional
material disposal were noted during the inspection. In addition, no conditions that could
represent an immediate threat to the environment that would initiate regulatory reporting
requirements and corrective action were identified. Photographs documenting site
conditions at the time of the final inspection are provided in Appendix B.
2.2 Material Disposal
Site Operations in April 2018
Due to the departure of the dealerships from the property, a limited amount of waste
materials was generated during work activities at the site in April 2018.
Non -regulated wastes, such as used oils, used antifreeze, oily water and used oil filters
were picked up for disposal by Noble Oil Services (Noble) of Sanford, North Carolina.
Copies of the Service Receipts for the material collected and disposed of by Noble are
provided in Appendix C.
Waste tires were collected from the property by Central Carolina Holdings (CCH) of
Cameron, North Carolina. Copies of waste tire disposal documentation from April 2018
are provided in Appendix C.
Hazardous material disposal was not conducted during normal site operations in April
2018.
Used batteries and cores were stored on the property in covered areas. The batteries
and cores were exchanged with the battery supplier as new batteries are brought to the
property. The battery exchange was handled through the parts department at each
dealership, and waste batteries were not generated at the site.

Decommissioning Activities
Shop and office equipment that was not moved to the new dealership locations at the
Southpoint Auto Mall was offered for public sale via an auction conducted by United
Country Rogers Auctioneers of Pittsboro, North Carolina. The used equipment sale
included the eleven ASTs located in three containments at the property as well as the
aboveground oil/water separator and associated storage tank at the BMW building.
Prior to the removal of the equipment from the property, the ASTs and the oil/water
separator and storage tank were pumped and cleaned by Hepaco of Cary, North Carolina
on April 19, 2018. Carl Hewett of Mid -Atlantic was present to oversee the cleaning
activities. The removed material was collected in a vacuum pump truck and transported
off -site by Hepaco for disposal. The ASTs, aboveground oil/water separator and storage
tank were removed from the property by their respective purchasers in April 2018. A copy
of the Hepaco Non -Hazardous Waste Manifest is included in Appendix C.
Waste Removal
As part of the decommissioning and cleanup process, Mid -Atlantic arranged for the
removal of the remaining containers of miscellaneous liquids and fluids remaining in the
site buildings on the property after departure of the dealerships and upon completion of
auction activities. Mid -Atlantic contracted with A&D Environmental Services, Inc. (A&D)
of Archdale, North Carolina to conduct the cleanup, packaging and removal activities.
A&D performed waste characterization and profiling on April 30, 2018. Waste packaging
and removal was completed by A&D on May 4 and May 7, 2018. Mr. Hewett of Mid -
Atlantic was on site during the waste characterization, packaging and removal activities.
Copies of A&D's Non -Hazardous Waste Manifests are provided in Appendix C. The
containers of hazardous waste were transported by A&D to ECOFLO, Inc. in Greensboro,
North Carolina for disposal. Copies of the Hazardous Waste Manifests are provided in
Appendix C.
2.3 Equipment Cleaning
Final cleaning of the oil/water separators and drain systems was completed on May 1 and
May 2, 2018. Cleaning activities were conducted by Environmental Hydrogeological
Consultants, Inc. (EHC) of Red Springs, North Carolina. Mr. Hewett of Mid -Atlantic was
on site during the cleaning activities and conducted the visual inspections.

The following equipment was cleaned and inspected on May 1 and 2, 2018:
• in -ground oil/water separator at the BMW building;
• in -ground oil/water separator at the Car Wash buildings;
• in -ground oil/water separator at the Acura building;
• two floor drains in the BMW service department;
• six floor drains in the Detail building;
• two floor drains in the drive thru Car Wash buildings;
• AST containments at the Acura, BMW and Subaru buildings;
• aboveground oil/water separator containment at the BMW building;
• air compressor containment at the Acura building;
• vacuum system containment at the Detail building.
Photographs documenting field activities are provided in Appendix B. See Figure 2 for
equipment location.
Cleaning of the separators and drains was conducted by pumping the equipment,
pressure washing accessible internal areas and removing the wash/rinse water. A visual
inspection of the equipment internals was conducted from the ground surface upon
completion of cleaning activities. The material was collected by EHC into a vacuum pump
truck. Cleaning of the containment areas was performed by pressure washing the
concrete surfaces and collecting the wash/rinse water. The material was collected by
EHC into a vacuum pump truck. All of the collected material was transported to the EHC
facility in Red Springs for disposal. Copies of the Non -Hazardous Waste Disposal
Manifests are provided in Appendix D.
2.4 Monitor Well Sampling
Groundwater monitor wells MW-21 (adjacent to the Car Wash oil/water separator) and
MW-25 (adjacent to the BMW oil/water separator) were sampled as required by the
compliance monitoring requirements of paragraph 3.3 of the SOP. The sampling event
was performed to provide information on the groundwater quality in the area after the
Hendrick dealerships had left the property. The monitor well locations are illustrated on
Figure 2.

John Sherrill of Mid -Atlantic conducted groundwater sampling activities on April 23, 2018.
Prior to sampling, the depth to water was gauged in each well and a minimum of three
well volumes was purged from the well. Groundwater samples were collected from each
well for analysis for volatile organic compounds (VOCs) by EPA Method 8260D/6200B.
After collection, the samples were preserved in an ice -filled cooler. Well sampling was
conducted using a disposable bailer and clean nylon rope. The samples were delivered
to the Prism Laboratories, Inc. (Prism) in Charlotte, North Carolina for laboratory analysis.
Analytical testing indicated no target VOC concentrations in excess of their respective
North Carolina Groundwater Quality Standards (NCGQS). The analytical results from the
monitor well sampling events are summarized in Table 1. A copy of the laboratory report
is provided in Appendix E.
2.5 Floor Drain Sampling
The floor drains in the drive thru Car Wash (CW-1, CW-2) and floor drains in the BMW
detail area (WB-1, WB-2) were cleaned on May 1 and May 2, 2018. Once the dealership
operations ceased at the property, wash water was no longer introduced into the drains,
and after cleaning activities on May 1 and 2, the drains were empty. The floor drains
were not sampled as part of decommissioning activities.
The analytical results from the historical floor drain sampling events are summarized in
Table 2.
The following work activities were conducted at the former Performance Auto Mall property
during April and May 2018:
• The three dealerships departed the property for their new location at the
Southpoint Auto Mall. Performance Subaru left the property on March 30 and April
1, 2018. Performance BMW left the property on April 7 and 8, 2018. Performance
Acura left the property on April 14 and 15, 2018.
• Weekly compliance inspections were conducted by Mid -Atlantic personnel.
• A final site inspection was conducted by Mid -Atlantic, McAdams and Leon Capital
personnel on May 8, 2018.

• Used oil, used antifreeze, oily water, and used oil filters were removed and disposed
of by Noble.
• Used tires were removed and disposed of by CCH.
• Cleaning of the ASTs and the aboveground oil/water separator was conducted by
Hepaco. The equipment was sold and removed from the property.
• Characterization, profiling, packaging and removal of miscellaneous fluids and liquids
remaining at the property after departure of the dealerships and upon completion of
the equipment auction was conducted by A&D from April 30 through May 7, 2018.
• The following equipment and areas were cleaned by EHC on May 1 and 2, 2018:
three in -ground oil/water separators (Acura, BMW, Subaru); floor drains (BMW,
Detail building, Car Wash); AST containments (Acura, BMW, Subaru); BMW
aboveground oil/water separator containment; Subaru air compressor containment;
and Detail vacuum system containment.
• Monitor wells MW-21 and MW-25 were sampled by Mid -Atlantic on April 23, 2018.
4.0 CONCLUSIONS AND RECOMMENDATIONS
4.1 Conclusions
Mid -Atlantic provides the following conclusions based on the work and findings during
April and May 2018 at the former Performance Auto Mall:
• No spills or conditions that represented an immediate threat to the environment
that would initiate regulatory reporting requirements and corrective action were
noted or reported during April or May 2018 per the requirements of the SOP.
• No evidence of impact to the groundwater at the property as a result of current
facility operations was identified during sampling activities conducted during the
quarter.
• No areas requiring cleanup or material disposal were noted during the final site
inspection conducted on May 8, 2018. In addition, no conditions that could
represent an immediate threat to the environment that would initiate regulatory
reporting requirements and corrective action were identified.

4.2 Recommendations
The Hendrick Automotive Group has completely departed the former Performance Auto
Mall property. The former Performance Auto Mall property is now in control of the Leon
Capital Group, and it is undergoing redevelopment. Based on the findings of the Site
Operations Plan Environmental/Compliance Activities reports prepared on a
quarterly basis since May 2017 and based on the findings on this Site Operations Plan
Environmental/Compliance Activities — Decommissioning Report, there is no
evidence that the Hendrick Automotive Group has allowed, conducted or performed any
actions or activities that have resulted in releases that have adversely impacted in the
environment in accordance with the requirements of the SOP. It appears that the
Hendrick Automotive Group has satisfactorily completed their responsibilities in relation
to the Brownfield SOP. No further environmental work at the former Performance Auto
Mall property by the Hendrick Automotive Group is recommended.
