McAdams Company, Inc. (McAdams) is pleased to submit this Soil Gas Sampling Report for the Performance Auto Mall property located in Chapel Hill, North Carolina (herein referred to as the "subject site"). The subject site is located between Durham -Chapel Hill Boulevard and Old Durham Road, consists of +/- 13.93 acres of land, and is identified as North Carolina Brownfield Program (NCBP) Project Number 20078-16-068. The subject site is depicted on Drawing 1. 1.1 Site Environmental History Under Hendrick Automotive (and predecessors) ownership, several leaking underground storage tanks (LUST) and leaking above ground storage tank (LAST) events were reported, including a release from a former gasoline underground storage tank (UST) that was reported on March 28, 1995 and recorded under Incident No. 16492. As a result of known contamination, and, prior to acquiring the property, LG1810 obtained eligibility to participate as the Prospective Developer (PD) in the NCBP under Project No. 20078-16-68. Excavation of contaminated soil source areas was conducted between January and March 2019 during building demolition and earth work activities in general accordance with the Environmental Management Plan (EMP) approved by the NCBP. This included excavation of previously identified known/suspected areas of impacted soil and new areas of impacted soil that were identified during site construction activities. These activities are summarized in the Interim EMP Implementation Report prepared by McAdams, dated June 28, 2019. These activities provided a better understanding of potential vapor intrusion (VI) risk conditions at the site. Previous correspondence with the NCBP about site redevelopment plans considered the design and installation of a Vapor Intrusion Mitigation System (VIMS) as a proactive measure to address VI risk from known soil and groundwater impacts from historical automotive repair activities. Since this initial correspondence, implementation of the EMP has been substantially completed which included the identification and excavation of impacted source area soils under and in close proximity to the building pad for the proposed grocery store. The source area excavation activities are likely to reduce overall VI risk at the site. 1.2 Sampling Objectives The objective of the soil gas sampling assessment is to evaluate if there is an unacceptable VI risk in the building pad area for the proposed building, and as such, if design and installation of a VIMS is warranted. Work performed as part of this assessment was conducted in general accordance with NCBP approved Soil Gas Sampling Work Plan dated March 26, 2019. 2.0 SCOPE OF WORK On May 30, 2019, McAdams collected twelve soil gas samples within the area of the proposed building pad as depicted in Drawing 2. These locations were selected in general accordance with NCDEQ, Division Page 1 of 4 M MCADAMS Soil Gas Sampling Report Performance Auto Mall, Chapel Hill, NC NCBP Project No. 20078-16-068 July 17, 2019 of Waste Management (DWM) Vapor Intrusion Guidance (March 2018) which recommends a grid sampling approach across the proposed building footprint biased towards potential VI sources. As shown in Drawing 2, the potential VI sources include the former Acura oil/water separator where EMP implementation activities included the excavation of petroleum -impacted soils. The former auto body repair and paint buildings are also listed as potential VI sources even through EMP field screening activities did not indicate the presence of impacted soil during site construction. 3.0 SAMPLING METHODOLOGY 3.1 Health and Safety Planning and Utility Clearing Prior to the start of work, McAdams updated the site -specific Health and Safety Plan in general accordance with the Occupation Safety and Health Administration (OSHA) rules (29 CFR 1910.120). To address potential underground utilities, McAdams contacted the North Carolina 811 one -call system a minimum of 72 hours before beginning the assessment to notify member utilities of the subsurface work. 3.2 Soil Gas Sampling Soil gas points (SG-1 through SG-12) were installed into soil borings advanced using direct push technology to a depth of approximately six feet BLS (Table 1). Soil was generally classified as silty clay/clayey silt. Field notes from the sampling event are provided in Appendix A. Soil gas sample ports were installed in each borehole by inserting and lowering a steel mesh vapor sampling implant affixed to an inert %-inch outer diameter Teflon tube. The implant was encased with driller's sand. Bentonite was added and hydrated with distilled water to create a seal. The borehole was allowed to stabilize for approximately 48 hours. Following installation, a laboratory supplied 1.0 Liter summa canister was connected to the Teflon tubing for soil gas sample collection at each location. Prior to sample collection, a leak check was conducted using a helium tracer compound that was introduced through a shroud over the probe, summa cannister, and tubing while approximately four air volumes were purged from the sampling train. Following the leak check, the summa cannister was opened and a laboratory provided flow regulator was used to maintain flow rates less than 200 milliliters (mL) per minute. Each summa canister was closed while the canister still had a negative pressure. Sealed canisters were shipped under chain of custody to Con -Test Analytical Laboratory in East Longmeadow, Massachusetts for analysis of VOCs by EPA Method TO-15. 3.3 Soil Gas Sample Point Locating A handheld GPS unit and field measurements were utilized to locate the soil gas sample points. 3.4 Soil Gas Sample Point Abandonment Soil gas sample boreholes were abandoned using bentonite in accordance with Work Plan procedures. Page 2 of 4 91 MCADAMS Soil Gas Sampling Report Performance Auto Mall, Chapel Hill, NC NCBP Project No. 20078-16-068 July 17, 2019 3.5 Investigation Derived Waste (IDW) Management IDW was spread in a thin layer on the ground in general accordance with the Work Plan. 4.0 SOIL GAS SAMPLE ANALYTICAL RESULTS 4.1 Laboratory Test Results Soil gas sample results are summarized in Table 2. Because the site is being redeveloped for use as a grocery store, test results were compared to the NCDEQ DWM Non -Residential VISLs (February 2018). The associated Level II Quality Assurance (QA)/Quality Control (QC) analytical report is provided in Appendix B. McAdams evaluated the vapor intrusion risk associated with soil gas results using the May 2019 version of the NCDEQ Risk Calculator. Risk Calculator - Summary of Risk Assessment Output is presented in Appendix C. As summarized in Appendix C, a 1.9E-05 carcinogenic risk and a 3.8E-01 hazard index was calculated for the soil gas to indoor air pathway for a non-residential worker. 4.2 Field Procedure QA/QC A blind duplicate sample (DUP-1) was collected from point SG-1 and results indicate field collection, handling, shipment, and storage procedures were adequate in producing similar duplicate and original sample results. 5.0 FINDINGS Overall, no constituents were detected at concentrations above Non -Residential VISLs. Provided below is a summary of laboratory test results. • Common petroleum -related compounds were detected at concentrations below associated Non - Residential VISLs. • Tetrachloroethylene (PCE) and trichloroethylene (TCE) were also detected at concentrations below associated Non -Residential VISLs. • Several other non -petroleum constituents were detected at concentrations below associated Non -Residential VISLs. • Six constituents were detected in soil gas that do not have established Non -Residential VISLs. • Test results evaluated using the May 2019 version of the NCDEQ Risk Calculator indicate that soil gas to indoor air pathway risk calculations were below a carcinogenic risk of 1.0E-04 and hazard index of 1. These results indicate that an unacceptable vapor intrusion risk is not present in the building pad area where the sampling was conducted. 6.0 CONCLUSIONS AND RECOMMENDATIONS The objective of the soil gas sampling assessment was to evaluate if there is an unacceptable VI risk for the proposed building, and as such, if design and installation of a VIMS is warranted. Soil gas results indicate that there is not an unacceptable vapor intrusion risk to future site occupants. This information Page 3 of 4 M MCADAMS Soil Gas Sampling Report Performance Auto Mall, Chapel Hill, NC NCBP Project No. 20078-16-068 July 17, 2019 suggests that VI mitigation involving the design and installation of a VIMS is not required at this time. The NCBP has indicated that if a decision is made to not design and install at VIMS, they would require additional sampling following building construction to confirm the test results presented in this report. Soil gas conditions can change following construction of the proposed building. As such, the potential exists that additional sampling activities required by the NCBP following building construction could indicate an unacceptable vapor intrusion risk and the need to install a VIMS. To manage this risk, the PD has elected to continue with plans to design and install a VIMS for the site as a proactive measure. McAdams recommends submitting this report to the NCBP for their review and approval. The data presented in this report will be used to finalize the conceptual VIMS design for NCBP review and approval recognizing that available data indicates it unlikely that there is an unacceptable vapor intrusion risk.
