Dear Mr. Tyburski:
The North Carolina Department of Environmental Quality (DEQ) Brownfields Program
received and reviewed the Vapor Intrusion Mitigation System Installation Oversight, Pre -
Occupancy Performance Testing, and Soil Gas Sampling Report — Building 2 (Geosyntec, April
14, 2020) prepared for Building 2 (located at 2000 Novus Lane, Chapel Hill, NC) at the Crown
Honda II Brownfields Property. This scope of work was performed in general accordance with
the Vapor Intrusion Mitigation System Design and Specifications Report (McAdams, February
27, 2020) and with the VIMS Effectiveness Testing Work Plan (McAdams, May 28, 2019).
The agreed upon scope of work consisted of both sub -slab soil gas testing and the
collection of depressurization readings across slabs for Building 2 to evaluate the effectiveness
of the system should the system need to be converted from a passive to an active one as well as
the requirement for a NC Licensed Professional Engineer to render an opinion that the vapor
intrusion mitigation system was installed in general accordance with the approved design.
Upon review of the April 14, 2020 report, the Brownfields Program concurs that the soil
gas data do not exceed the North Carolina DEQ Residential Vapor Intrusion Screening Levels
(VISLs). In addition, the analytical data using maximum values across the site were evaluated
using the DEQ Risk Calculator (December 2019 version), confirming the results of the
cumulative risk calculations provided in your report, which are within an acceptable cancer risk
range and do not exceed the regulatory threshold value for noncancer risks. Therefore, the DEQ
Brownfields Program approves of the newly constructed Building 2 for occupancy with a
passively operated VIMS.
