Dear Mr. Warren:
On August 8, 2019, the North Carolina Department of Environmental Quality (DEQ) Brownfields
Program issued a Letter of Eligibility (LOE)for the above referenced Brownfields Property. On
April 3, 2020, DEQ Brownfields Program received an email request to approve the continued
operations of an auto body service shop for the Dynamic Auto Works Brownfields Property. This
request was submitted on your behalf by Mr. Matt Ingalls of Hart & Hickman (H&H). In support
of this request, DEQ Brownfields Program has received and reviewed a Brownfields Assessment
Report dated March 30, 2020 prepared by H&H.
There was no evidence of a recent release observed during site visits or identified through the
additional assessment. DEQ Brownfields approves the request for continued operations of
Dynamic Auto Works as an auto shop on the Brownfields Property for 18 months beyond the date
of the LOE (January 8, 2021). A condition of this approval is to submit a facility -specific Site
Operations Plans (SOP) proposed for this facility. The SOP will be submitted, reviewed and
approved by DEQ Brownfields Program. The SOP will include best management practices and
engineering controls to reduce the potential for a release during future auto repair tenant
operations, and spill control procedures that include a requirement to notify DEQ Brownfields
should any spills occur. DEQ Brownfields reserves the right to request additional assessment once
the auto body service shop vacates the Brownfields Property.
