Good morning Ms. Minnich,
This email is to summarize our investigation activities conducted yesterday, June 23, 2020, at the
above -referenced site regarding a potential underground feature, pit or tank. During the
geotechnical investigation, the engineering consultant encountered refusal at two points
approximately three feet below grade and determined that it was concrete. Suspecting a possible
sub -grade feature, pit, or tank, Wood mobilized to the site yesterday along with a subcontracted
vacuum truck crew (Zebra Environmental) to investigate. The concrete feature was excavated and
Wood determined that it was not a tank or concrete pit, but an old building foundation. The
concrete slab was approximately one to two feet thick and the edges of the slab had the remaining
brick footings of the preexisting building. A corner of the slab was partially broken and excavated to
ensure that it was not a pit, culvert, or other subgrade feature potentially containing waste.
Additionally, overburden fill material was screened with an FID/PID unit, and no impacts were noted.
No waste material or impacted soil was encountered during the investigation.
Because the newly discovered slab must be removed for construction purposes, the site contractor
decided to have the excavated overburden material and concrete classified as construction and
debris (C&D) waste by their engineering consultant and disposed of through that waste stream. Site
soil was left in place and not removed from the site to the extent possible. In my phone call with you
yesterday, we determine that if the stockpiled material was classified as C&D, and if it was not to be
used as backfill material, that it was acceptable for the contractor to dispose of the material through
the existing C&D waste stream.
Attached is a photographic log of the activities conducted at the site that show the concrete and
brick slab encountered as well as the stockpile of overburden material and concrete. Please do not
