Dear Mr. Petermann:

ATC Associates of North Carolina, P.C. (ATC) has completed well abandonment activities for the
Joyner Family Trust Property. The well abandonment was performed based on a February 17, 2020
Task Authorization (TA-07) by the Trust Fund Branch of the Underground Storage Tank (UST)
Section, Division of Waste Management, North Carolina Department of Environmental Quality
(NCDEQ). The work is performed as part of State Lead Contract #N17004 between NCDEQ and
ATC.

Cecil’s Grocery is located at 1054 Bloomery Road in Bailey, Nash County, North Carolina. The
site property consists of approximately 38 acres of land and contains the Bloomery Road
Convenient Mart, approximately 23 mobile home residences, and a large pond. Four monitoring
wells (MW-1 through MW-4) are associated with the site. Currently, the Bloomery Road
Convenient Mart is operating on-site as a retail petroleum facility and convenience store. The
current UST system consists of two 4,000-gallon gasoline USTs and one 3,000-gallon UST and
was installed on January 15, 1997 and is still in use. The former underground storage tank
(UST) system formerly located on the property consisted of two 550-gallon gasoline USTs, and
associated product lines and dispensers. The UST system was operational until September 28,
1995, when it was permanently removed from the site. Four monitoring wells (MW-1 through
MW-4) were associated with the site. A site topographic map is included as Figure 1. A site
map is included as Figure 2.

On March 4, 2020, Regional Probing Services mobilized to the site to abandon monitoring wells
MW-1 through MW-4. Monitoring well construction details are included in Table 1. The
monitoring wells were filled with hydrated bentonite, and capped with concrete. The well
abandonment records are included in Appendix A.
