The site also includes (i) a portion of N. Brevard Street that was abandoned by the City of Charlotte to the Prospective Developer (green outline on Figure 1); and (ii) a portion of E. 16th Street that the City is planning to abandon to the Prospective Developer. The Prospective Developer anticipates adding the E. 16th Street abandonment area to the existing Brownfields Agreement by amendment. Consisting of approximately 8.67 acres, the former Highland Park textile mill property (Mecklenburg County Tax Parcel No. 08104202) is the largest parcel within the project site. The remaining parcels are predominantly residential or undeveloped land; however, a notable exception is the 0.51-acre property identified as Parcel No. 08104201 which is located immediately southwest of the textile mill. This parcel was formerly occupied by Gay Laundry and Cleaners, a dry cleaning facility with a documented release of chlorinated compounds (DSCA Site No. 060-0044). The former Gay Laundry and Cleaners building was renovated and converted into offices prior to the Prospective Developer (PD) acquiring the Brownfields Property. The Highland Park Mill site is generally bound to the south by N. Caldwell Street, to the east by Parkwood Avenue, to the north and northwest by Norfolk-Southern railroad tracks and to the west by an unnamed tributary of Little Sugar Creek and commercial businesses. The tributary also traverses a portion of the Alpha Block. The Environmental Management Plan (EMP) for the site was approved by the NC Brownfields Program on August 2, 2017. The initial redevelopment of the property included limited demolition of portions of the non-historical additions to the main mill building. The PD has hired Barnhill Contracting Company (Barnhill) as the General Contractor for the project. EHG, LLC (EHG) was subcontracted to conduct interior renovations and asbestos abatement activities. Interior renovations of the mill building commenced in 2017. Redevelopment activities also include parking areas in the southern portion of the site, bordered by Parkwood Avenue, Belmont Avenue, and N. Brevard Street, and in the northern portion of the site, bordered by the CATs Blue Line Extension (light rail line) and E. 16th Street. Various pedestrian plazas and open-air terraces are planned for redevelopment along the perimeter of the mill building. A future site layout map is included as Figure 2. 2017 Summary Redevelopment Report Highland Park Mill (NCBP #20005-16-060) ■ Charlotte, North Carolina January 24, 2018 ■ Terracon Project No. 71177702 Responsive ■ Resourceful ■ Reliable 2 This summary redevelopment report only addresses the Prospective Developer’s redevelopment activities that have occurred on the Alpha Block and the N. Brevard Street abandonment area. The Prospective Developer is cooperating with the City of Charlotte regarding its stream, stormwater, and utility improvements and its construction of the CATS Light Rail pursuant to easements granted by prior property owners. The Bravo Block was sold to and is being redeveloped by an unrelated developer (DRI/Maple Tomkins Mill, L.L.C.). The Prospective Developer has not conducted any redevelopment activities on the Bravo Block. 2.0 OVERVIEW A summary of Brownfields-related environmental assessment activities, if applicable, is provided in the following sections of the report. The following activities were completed pursuant to Land Use Restriction 8:  Actions taken on the Brownfield Property in accordance with Section V of the Brownfields Agreement;  Soil grading and cut and fill actions;  Methodologies employed for field screening, sampling and laboratory analysis of environmental media;  Stockpiling, containerizing, decontaminating, treating, handling, laboratory analysis and ultimate disposition of any soil, groundwater or other materials suspected or confirmed to be contaminated with regulated substances; and  Removal of any contaminated soil, water or other contaminated materials from the Brownfields Property.  Removal of any contaminated soil, water, or other contaminated materials (for example, concrete, demolition debris). 3.0 SOIL GRADING AND CUT AND FILL ACTIONS Grading activities at the site were conducted according to the initial grading plan included with the EMP. 3.1 Soil Import Activities The redevelopment project at the Highland Park Mill Brownfields Site requires soils to be imported to the site. The soils that have been imported to the site were obtained from the Bravo Block portion of the Brownfields Property. In accordance with the EMP, additional sampling of the imported materials from the Bravo Block was not required prior to transport to the Alpha Block. Any excavated materials created from grading activities on the site were used in fill areas elsewhere on the property. 2017 Summary Redevelopment Report Highland Park Mill (NCBP #20005-16-060) ■ Charlotte, North Carolina January 24, 2018 ■ Terracon Project No. 71177702 Responsive ■ Resourceful ■ Reliable 3 In accordance with the EMP, fill soils obtained from somewhere other than the Brownfields Property will be characterized, and the information will be submitted to the NCDEQ for review and approval prior to importing the off-site soils. 4.0 METHODOLOGIES USED FOR FIELD SCREENING, SAMPLING, AND LABORATORY ANALYSIS OF ENVIRONMENTAL MEDIA Terracon conducted field screening at the Brownfields Property during site work. Details about the sampling and laboratory analysis are described below. Laboratory reports are provided in Appendix C. 4.1 Sump Water Sample In April 2017, Terracon collected a water sample from a sump (Sump-1) located within the eastern portion of the mill building (Figure 1). Constituents detected in the sump sample did not exceed NCAC Title 15 Subchapter 2L Groundwater Standards or NCAC 2B Surface Water Quality Standards (SWQS). A summary table (Table 1) of the constituents detected in the sump sample is included in Appendix A. 4.2 Asbestos Sampling In September 2017, Terracon collected 21 bulk samples from suspect asbestos-containing materials within the mill building to supplement prior asbestos-containing materials assessments conducted by others. Based on the laboratory analytical results, asbestos was detected in samples collected from the roofing materials. EHG was subcontracted to conduct the asbestos abatement services at the mill building. 5.0 AST REMOVAL PLAN During a 2016 site visit, Terracon confirmed the presence of a fuel oil AST, located in the northwestern portion of the property, and a second AST located near the southern exterior corner of the mill building (Figure 1). The contents or historical contents of the second tank were not identified; however, according to mill employees, the contents of the AST were likely cotton seed oil which was used exclusively at the mill for dyeing purposes. Soil samples collected in September 2016, indicate soils near the fuel oil AST contain petroleum constituents above PSRG industrial standards. According to Paragraph 14 of the Brownfields Agreement (BFA), a written plan to remove the two on-site ASTs must be submitted to the NCDEQ for review and approval within 90 days after the recordation of the Notice of a Brownfields Property and prior to implementation of the Plan. 2017 Summary Redevelopment Report Highland Park Mill (NCBP #20005-16-060) ■ Charlotte, North Carolina January 24, 2018 ■ Terracon Project No. 71177702 Responsive ■ Resourceful ■ Reliable 4 In September 2017, an Aboveground Storage Tank Removal Plan was submitted to the NCDEQ for approval. After revisions were submitted in October 2017, the NCDEQ approved the AST removal plan on October 23, 2017. As of the issuance of this report, the ASTs have not been removed from the site. A copy of the NCDEQ approval for the AST Removal Plan is included in Appendix B. Based on this review we are providing the following comments: 1.The Plan excludes sampling soil beneath the fuel oil AST and references previous sampling completed in 2016. The referenced previous sampling location is shown on the “Brownfields Assessment Report, Highland Park Mill Brownfields Site, NCBP #20005-16-060, East 16th Street at Parkwood Avenue” prepared by Terrcon and 3 dated October 27, 2016. This sampling location was designated SB-04 and the soil sample was collected across the 0 – 5 ft depth interval. SB-04 was not collected beneath the fuel oil AST. Using the scale on Figure 5 (of the assessment report, attached) SB-04 was collected about 15 to 18 feet east of the fuel oil AST. Because of these facts and observations one to two soil samples must be collected beneath the former fuel oil UST location. These soil samples should be collected as “grab” samples from a depth of 2 feet below the ground surface. The samples should be collected below the invert of the fuel oil AST and be laboratory analyzed using the laboratory methods for VOCs and SVOCs referenced at the bottom of paragraph 1 on page 2 of the Plan (EPA Methods 8260, 8270 – metals analyses not necessary). These samples are to be collected so that the highest magnitude contaminant concentrations (which should occur beneath the AST) will be characterized. From this contaminant characterization risk management decisions can be made. Even though the fuel oil AST location is expected to be covered with two feet of clean fill, as shown in the cut/fill diagram (Figure 2 of the Plan), accurate characterization of the maximum residual concentrations remaining in soil is required. 2.The location of the AST believed to have historically contained cottonseed oil is not shown on Figure 1 of the Plan. Please identify the location of this AST on Figure 1 of the Plan. 3.Because of ongoing redevelopment schedules and plans it will be important to review the AST closure data as soon as it becomes available. Please provide the laboratory analytical reports and a draft sampling location map to the Brownfields Program as soon as the laboratory report(s) is made available to Terracon.
