(ATC) has completed a Groundwater Monitoring Report for the former Mayo’s Grocery. This report documents the groundwater sampling event conducted at the site in November 2019. The activities were performed based on a October 24, 2019, Task Authorization (TA-05) by the Trust Fund Branch of the Underground Storage Tank (UST) Section, Division of Waste Management, North Carolina Department of Environmental Quality (NCDEQ). The work is being performed as part of State Lead Contract #N17004 between NCDEQ and ATC. The former Mayo’s Grocery is located at 416 US Highway 301 in Garysburg, Northampton County, North Carolina. The site consists of one vacant single-story building. Ten monitoring wells (MW-2 through MW-11) are located at the site. Twenty-eight water supply wells are identified within 1,000 feet of the site. One water supply well is abandoned (on-site well), eight wells are inactive, and 19 wells have an unknown use. Of the 19 properties with water supply wells with unknown use, 17 of those properties are connected to a municipal water supply. Municipal water is available to the site and vicinity. On November 11, 2019 and November 20, 2019, ATC personnel mobilized to the site to collect groundwater samples and measure groundwater elevations for monitoring wells MW-2, MW-3, MW-4, MW-5, MW-6, MW-7, MW-8, MW-9, MW-10, and MW-11. Laboratory analytical results of the November 2019 sampling event indicated petroleum hydrocarbon compounds at concentrations exceeding North Carolina Groundwater Quality Standards (2L Standards) in monitoring well MW-2, MW-4, MW-5, MW-9, and MW-10. Compounds exceeding 2L Standards include benzene, naphthalene, 1,2-dichloroethane, n-propylbenzene, hexachlorobutadiene, and 1,2,3-trichloropropane. With the exception of hexachlorobutadiene and 1,2,3-trichloropropane, these compounds have historically been detected above the 2L Standards. ATC recommends sampling monitoring wells MW-2, MW-7, MW-9, and MW-10 in May 2020 to monitor the concentrations trends in these wells. In addition, ATC recommends replacing the ORS sleeves since they appear to be effective. ATC also recommends confirming the usage of Groundwater Monitoring Report February 12, 2020 Mayo’s Grocery (Incident #11818) ATC Project No. SLP1181805 3 water supply wells WSW-11 and WSW-27, the two water supply wells where the properties are not connected to the municipal water supply. 3.0 SITE DESCRIPTION 3.1 Site Characterization The former Mayo’s Grocery is located at 416 US Highway 301 in Garysburg, North Carolina. Currently, one vacant single-story building exists on-site. The vacant building was a former automobile service station and repair facility that operated four USTs. The former UST system consisted of one 5,000-gallon gasoline UST, one 4,000-gallon gasoline UST, one 2,000-gallon gasoline UST, and one 1,000-gallon kerosene UST. The UST system was removed from the site in March 1996. The site is bound by US 301 Highway to the west, NC 186 Highway to the east, and by a vacant lot to the north. Surrounding properties are characterized by residential and agricultural use. A site topographic map is included as Figure 1 and a site map with pertinent site features is included as Figure 2. 3.2 Site Background A potable water supply well (Well #1) located approximately 450 feet north of the site, which provided water to approximately 600 residences, was sampled on October 21, 1993. The groundwater sample contained detections above standards causing the well to be shut-down. On December 21, 1993, the Mayo’s Grocery UST owner submitted a letter to North Carolina Department of Environment, Health, and Natural Resources (NCDEHNR) asking for assistance in removing the tanks from Mayo’s Grocery Property. Due to the contaminated water-supply well, the site was ranked “High” priority and was accepted into the Federal Trust Fund (FTF) program on March 4, 1994. Investigative activities were first conducted at the site by Geophex, Ltd. (Geophex) in August 1995. Geophex advanced two borings adjacent to the two previously identified USTs. In October 1995, Geophex conducted a geophysical survey to locate and determine the size of existing USTs. Between November 1995 and April 1996, Geophex performed soil and groundwater delineation by advancing eighteen soil borings to depths ranging from 15 to 23 feet, and installed Groundwater Monitoring Report February 12, 2020 Mayo’s Grocery (Incident #11818) ATC Project No. SLP1181805 4 eight monitoring wells (MW-1 through MW-8). Analytical results of the groundwater samples collected identified the largest concentration of benzene, toluene, ethylbenzene, and total xylenes (BTEX) in monitoring well MW-4 (approximately 20 feet northwest of the kerosene tank [Tank 4]). The UST system was permanently removed from the site on March 26-27, 1996. Soil samples collected during the closure activities indicated the UST basins of Tanks 1 and 4 were impacted with petroleum products above the Soil-to-Groundwater Maximum Soil Contaminant Concentrations (MSCCs). The UST closure activities are documented in a UST Closure Report dated May 23, 1996. In association with the UST system removal, approximately 40 cubic yards of impacted soil was removed from the site. In March 1999, Geophex collected groundwater samples from six of the eight monitoring wells and found similar detections of BTEX in comparison to their previous sampling event in 1996. The greatest concentration of BTEX was identified in monitoring wells MW-2 and MW-4. In 2007, the property was leased out to a small construction company for equipment storage. In November 2007 Groundwater Management Associates, Inc. (GMA) installed a temporary monitoring well (TMW-1) and sampled monitoring wells MW-2 and MW-3. Note that monitoring well MW-1 could not be located and was assumed to be destroyed. Laboratory analytical results determined that all wells had petroleum-related compounds exceeding the 2L Standards. On December 18, 2014, a Groundwater Monitoring Report was submitted for the site documenting an updated receptor survey and monitoring event. The receptor survey indicated up to three drinking water supply wells within 1,000 feet of the site. Water supply well information and locations are included on Table 1 and Figure 3, respectively. Results from the groundwater monitoring event indicated petroleum impact in monitoring wells MW-2, MW-4, and MW-7 above the 2L Standards. Based on the findings, ATC recommended connecting properties located within 1,000 feet of the site with potable wells to a municipal water supply. In addition, ATC recommended delineating the groundwater plume. On November 9, 2015, a Groundwater Monitoring Report was submitted for the site Groundwater Monitoring Report February 12, 2020 Mayo’s Grocery (Incident #11818) ATC Project No. SLP1181805 5 documenting the installation of three monitoring wells and subsequent monitoring event. Results from the groundwater monitoring event indicated impact in monitoring wells MW-2, MW-9, and MW-10 above the 2L Standards. On December 19, 2017, ATC submitted a Groundwater Monitoring Report documenting a groundwater sampling event conducted for monitoring wells MW-2, MW-3, MW-4, MW-7, MW- 8, MW-9, MW-10, and MW-11 which was conducted in September 2017. Monitoring well MW-5 was dry and MW-6 could not be located at the time of sampling. Results from the groundwater monitoring event indicated impact in monitoring wells MW-2, MW-7, MW-9, and MW-10 above the 2L Standards. ATC recommended installing ORS sleeves in monitoring wells MW-2, MW-7, MW-9, and MW-10 to aide in natural attenuation at the site. ATC also recommended a groundwater sampling event be performed six months following sleeve installation. On January 11, 2018, ATC installed ORS sleeves in monitoring wells MW-2, MW-7, MW-9, and MW-10. On August 30, 2018, ATC submitted a Groundwater Monitoring Report documenting a groundwater sampling event conducted for monitoring wells MW-2, MW-7, MW-9, and MW-10 which was conducted in July 2018. Results from the groundwater monitoring event indicated impact in monitoring wells MW-2, MW-7, and MW-9 above the 2L Standards. ATC recommended replacing the ORS sleeves in monitoring wells MW-2, MW-7, and MW-9. ATC also recommended a groundwater sampling event be performed six months following sleeve installation. On June 4, 2019, ATC submitted a Groundwater Monitoring Report documenting a groundwater sampling event conducted for monitoring wells MW-2, MW-4, MW-7, MW-8, MW-9, and MW- 10 which was conducted in May 2019. Results from the groundwater monitoring event indicated impact in monitoring wells MW-2, MW-4, MW-7, MW-9, and MW-10 above the 2L Standards. Following the completion of the sampling event, new ORS sleeves were installed into MW-2, MW-7, and MW-9. Groundwater Monitoring Report February 12, 2020 Mayo’s Grocery (Incident #11818) ATC Project No. SLP1181805 6 This report documents the results of the November 2019 groundwater monitoring event. 4.0 GROUNDWATER CHARACTERIZATION 4.1 Groundwater Levels Groundwater level measurements were collected from monitoring wells MW-2, MW-3, MW-4, MW-5, MW-6, MW-7, MW-8, MW-9, MW-10, and MW-11 on November 11, 2019. Monitoring well construction details and current and historical groundwater elevation data are summarized in Table 2. Light non-aqueous phase liquid (LNAPL) was not observed in any of the monitoring wells that were gauged. Depth to groundwater measurements ranged from 6.61 feet below ground surface (bgs) in MW-6 to 12.19 feet bgs in MW-3. A groundwater elevation contour map generated using the November 2019 groundwater elevation data is included as Figure 4. This figure indicates that the direction of groundwater flow at the site is to the northwest which is generally consistent with historical data. Field notes from the November 11, 2019 and November 20, 2019, site visit are included in Appendix A. 4.2 Groundwater Quality On November 11, 2019, groundwater samples were collected from monitoring wells MW-2, MW-3, MW-4, MW-5, MW-6, MW-7, MW-8, MW-9, MW-10, and MW-11. The laboratory containers for monitoring well MW-5 were damaged upon receipt by the laboratory; therefore, MW-5 was re-sampled on November 20, 2019. Samples were collected in laboratory-approved containers, packed in ice and delivered under chain-of-custody protocol to SGS North America Inc., in Scott, Louisiana for analyses. Groundwater samples were analyzed for volatile organic compounds (VOCs) by Environmental Protection Agency (EPA) Method 6200B. Following the completion of the sampling event, the ORS sleeves were placed back into MW-2, MW-7, and MW-9. The laboratory analytical results indicated the presence of petroleum hydrocarbon compounds at concentrations above 2L Standards as follows:  Benzene – MW-2, MW-9, and MW-10 Groundwater Monitoring Report February 12, 2020 Mayo’s Grocery (Incident #11818) ATC Project No. SLP1181805 7  Naphthalene – MW-10  1,2-Dichloroethane – MW-2  n-Propylbenzene –MW-4  Hexachlorobutadiene – MW-5  1,2,3-Trichloropropane – MW-10 Concentrations did not exceed the respective Gross Contaminant Levels (GCLs). Current groundwater analytical data are summarized in Table 3 and historical groundwater analytical data is summarized in Table 4. An isoconcentration contour map for benzene is included as Figure 5. An additional chemicals of concern in groundwater map is included as Figure 6. The laboratory analytical report and chain-of-custody forms are included in Appendix B. Natural attenuation parameters collected during the sampling event are summarized in Table 5. Since installation of the ORS sleeves, concentrations of key compounds have decreased in MW- 2. Concentration trends in MW-7 varied as benzene had decreased while naphthalene exhibits no trend; however, the naphthalene concentration was below the 2L Standard during the November 2019 sampling event. Concentration trends in MW-9 indicates benzene exhibits no trend while total xylenes and naphthalene concentrations are decreasing and below the 2L Standard during the November 2019 sampling event. No concentration trends were identified for MW-10. Concentration versus time graphs are included in Appendix C. Overall, the ORS sleeves appear effective at the site. As part of ATC’s quality assurance and quality control (QA and QC) measures, a data review of the laboratory report was conducted. During the review, it was concluded that samples were received by the laboratory in acceptable condition and properly preserved. The samples were analyzed within the correct holding times, and the chain of custody was properly completed by all parties. The laboratory QC report shows an internal blank was analyzed for each method that was used for the original samples. The laboratory fortified blank (LFB) and laboratory control sample (LCS) data results were also provided for each analytical method. Refer to the laboratory report in Appendix B for details regarding QA results for the laboratory samples and any noted Groundwater Monitoring Report February 12, 2020 Mayo’s Grocery (Incident #11818) ATC Project No. SLP1181805 8 exceptions. Overall, ATC concludes that the laboratory results are usable and any exceptions do not significantly impact the conclusions presented in this report. 5.0 CONCLUSIONS AND RECOMMENDATIONS On behalf of the Trust Fund Branch of the UST Section, ATC has completed a Groundwater Monitoring Report documenting the November 2019 groundwater sampling activities at the Mayo’s Grocery Property, located at 416 US Highway 301 in Garysburg, Northampton County, North Carolina. Results from the groundwater monitoring event indicate impact in monitoring wells MW-2, MW-4, MW-5, MW-9, and MW-10 above the 2L Standards. Based on the results, the groundwater plume is not delineated to the west of monitoring well MW-9 and the north of monitoring well MW-10. ATC recommends sampling monitoring wells MW-2, MW-7, MW-9, and MW-10 in May 2020 to monitor the concentrations trends in these wells. In addition, ATC recommends replacing the ORS sleeves since they appear to be effective. ATC also recommends confirming the usage of water supply wells WSW-11 and WSW-27, the two water supply wells where the properties are not connected to the municipal water supply.
