Other volatile organic compounds (VOCs) were not detected above laboratory reporting limits in the sampled water supply wells. ◼ In July 2019, with the owners’ agreement to NCDEQ’s request, Terracon connected the properties containing WSW-6 and WSW-7 to the municipal water system. WSW-6 and WSW-7 are currently inactive. Terracon is currently in the process of coordinating the abandonment of these two water supply wells. ◼ Eight water supply wells are located within 1,000 feet of the source area. Three currently serve as potable water sources and five are currently inactive. Municipal water is available to prop- erties within 1,000 feet of the source area. The active potable water supply wells are generally located topographically up-gradient in relation to the site source area. ◼ The horizontal and vertical extents of the plume have not been delineated. ◼ 1,2-Dichloroethane (1,2-DCA) and 1,2-dibromoethane (EDB) have historically been detected in on-site groundwater. According to the Interstate Technology Regulatory Council (ITRC) Petroleum Vapor Intrusion (PVI) guidance, 1,2-DCA and EDB are considered to be precluding factors; therefore, additional evaluation of the PVI pathway for the dissolved-phase plume is warranted. A preliminary evaluation was conducted by comparing groundwater concentrations with the NCDEQ Residential and Non-Residential VI-GWSLs. Compounds detected during recent sampling events exceed their respective VI-GWSL; therefore, additional evaluation of the PVI pathway for the dissolved-phase plume is warranted. C. SITE HISTORY AND CHARACTERIZATION The purpose of this report is to evaluate the current status of the groundwater quality at the Wilsonville General Store site and groundwater quality in nearby water supply wells. Terracon completed this report to summarize the findings of assessment activities performed in November 2019 at the Wilsonville General Store site located at 10580 U.S. Highway 64 East in Wilsonville, Chatham County, North Carolina (Figure 1). This Subsequent Monitoring report was prepared in accordance with the Task Authorization approved by Mark Petermann, Incident Manager with the NCDEQ Division of Waste Management, State Lead Program. The Subsequent Monitoring Report was prepared in general accordance with the 15A NCAC 2L .0115 regulations and the NCDEQ Underground Storage Tank (UST) Section Guidelines for Assessment and Corrective Action for UST Releases, dated July 15, 2008, revised December 23013, under the supervision of Mr. William O. Frazier, P.G., a North Carolina registered licensed geologist (North Carolina License No. 2576). C.1 Site Setting The Wilsonville General Store site is comprised of approximately 2.26 acres and contains a single-story commercial building operated as Wilsonville General Store (gas station, convenience store, and restaurant). The remainder of the site consists of paved, landscaped, and grassy areas. A Cruizers/Mobil gas station (location of WSW-5) is located across U.S. Highway 64 approximately 250 feet northwest of the site. There are two UST release incidents associated with the Cruziers/Mobil gas station (Lake Mart Convenience Store Incident #33465 and The Pantry Incident #33221). Property to the north consists of U.S. Highway 64 followed by undeveloped wooded land and a residential property. Property to the east consists of undeveloped wooded land. Property to the south consists of undeveloped wooded and clear land followed by a residential property. Property to the west consists of Beaver Creek Road followed by a Grill-N-Go restaurant. Additional residential properties are located in the northeastern and southwestern vicinities. The site and surrounding properties are depicted on Figure 2. C.2 Release Summary A release from a former on-site UST system was discovered in August 1987, when soil and groundwater at the site were assessed as part of due diligence activities for a potential real estate transaction. A chronological summary of UST removal and subsequent assessment activities at the site is discussed in the following section of the report. The table below provides a summary of UST closures and installations. Additional UST systems have been reported at the site dating back to the 1930s; however, the locations, sizes, and contents of these systems could not be confirmed. C.3 Previous Investigations Information regarding the previous investigations is included in Table 1. As part of an attempt to identify potential impacts in the site vicinity from the gas station (Cruizers) located 10525 US Highway 64 East, Apex (northwest of the site), Terracon completed a NCDEQ file Wilsonville General Store Wilsonville, North Carolina Terracon Project No. 70149669A Incident No. 3534 December 23, 2019 Responsive ■ Resourceful ■ Reliable 5 review (Terracon, 2016). However, based on reviewed available information, it was inconclusive if the Cruizers gas station facility was contributing impacts in the site vicinity (Terracon, 2016). Additional information following the 2017 renovations of the Cruizers gas station facility was not available during the most recent NCDEQ file review conducted by Terracon. C.4 Water Supply Wells Eight water supply wells are located within 1,000 feet of the source area and three currently serve as potable water sources. Water supply well WSW-1 is located on-site. WSW-3 and WSW-5 previously had point of entry (POE) systems. Municipal water is available to properties within 1,500 feet of the source area via Chatham County’s Public Utilities Department. The WSW-4 (Grill-N-Go), WSW-5 (Cruizers/Mobil), WSW-6, and WSW-7 properties are currently connected to the municipal water system. A letter was previously sent to the WSW-1 property owner regarding abandoning the water supply well and connecting the property to municipal water. In a subsequent phone call with Terracon and the property owner, he declined the offer to connect to municipal water due to concerns that chlorine in municipal water may kill the bait fish in his fish tanks (Terracon, 2016). Terracon contacted the property owner again in October 2019 to confirm his stance regarding municipal water line connection. He indicated that he was concerned with the potential monthly costs of the water bill and declined the offer to connect to municipal water. In July 2019, with the owners’ agreement to NCDEQ’s request, Terracon connected the properties containing WSW-6 and WSW-7 to the municipal water system. WSW-6 and WSW-7 are currently inactive. Terracon is currently in the process of coordinating the abandonment of WSW-6 and WSW- 7. With the exception of WSW-1, the water supply wells are generally located topographically up-gradient in relation to the site source area. Results of the water-supply well inventory are presented in Table 2 and well locations are depicted on Figure 3. D. ASSESSMENT INFORMATION D.1 Free Product Evaluation Free product was not encountered in the on-site monitoring wells during this assessment and has not been encountered on-site since 2004. D.2 Groundwater Sampling Activities Terracon mobilized to the site on November 4 and 20, 2019 to conduct groundwater sampling, as requested by the NCDEQ. Terracon sampled five on-site monitoring wells (MW-5r, MW-6r, MW-8r, MW-15, MW-16). Monitoring wells MW-17 and MW-18 could not be located and appear to have been paved over; therefore, these wells were not sampled. The approximate locations of the wells are shown on the Site Plan (Figure 2). Current groundwater elevation measurements are provided in Table 3. The groundwater flow direction was estimated to the northeast based on the measured groundwater elevations. Groundwater elevations for the most recent sampling event are depicted on Figure 4. Copies of field notes are provided in Appendix A. Prior to sampling, the wells were purged with a peristaltic pump using low flow sampling techniques (i.e., <200 milliliters per minute) prior to sampling. Field parameters consisting of pH, temperature, oxidation-reduction potential (ORP), dissolved oxygen, and conductivity were measured at each of the well locations. After stabilization of pH and conductivity, a groundwater sample was collected directly into laboratory supplied containers at low flow sampling rates. The groundwater samples were placed in laboratory-supplied glassware, labeled and stored in an ice-packed cooler. The samples, along with chain-of-custody documentation, were delivered to Shealy Environmental Services, Inc., in West Columbia, South Carolina for analysis of VOCs by EPA Method 6200B including xylenes, MTBE, EDB, and IPE. D.3 Monitoring Well Analytical Results Based on the laboratory analytical reports, one petroleum constituent (benzene) was identified at a concentration above its 2L standard in MW-15. Concentrations were not detected above gross contamination levels (GCLs). 1,2-DCA and EDB have historically been detected in on-site groundwater. According to the ITRC PVI guidance, 1,2-DCA and EDB are considered to be precluding factors; therefore, additional evaluation of the PVI pathway for the dissolved-phase plume is warranted. Petroleum constituents detected in the groundwater are depicted on Figure 5. The groundwater analytical results from the monitoring wells are summarized in Table 4. Copies of the laboratory analytical reports are provided in Appendix B. D.4 Water Supply Well Sampling Activities Terracon mobilized to the site on November 4 and 20, 2019 to attempt to conduct groundwater sampling at seven water supply wells WSW-1 through WSW-3 and WSW-8. The groundwater samples were collected from the water supply wells by allowing water to flow from a spigot for approximately 15 minutes prior to collecting the sample to retrieve a fresh sample from the well. Flow from the spigot was reduced when the sample was collected directly into laboratory supplied containers. Samples were collected from WSW-1, WSW-2, and WSW-3. WSW-8 was reportedly inactive. Wilsonville General Store Wilsonville, North Carolina Terracon Project No. 70149669A Incident No. 3534 December 23, 2019 Responsive ■ Resourceful ■ Reliable 7 D.5 Water Supply Well Analytical Results Based on the laboratory analytical reports, IPE and MTBE were detected above laboratory reporting limits, but below their 2L standards in WSW-1. Other VOCs were not detected above their laboratory reporting limits in the water supply wells sampled. The groundwater analytical results from the water supply wells are summarized in Table 4. A copy of the laboratory analytical report is provided in Appendix B. E. CONCLUSIONS AND RECOMMENDATIONS Based on information obtained during the completion of groundwater monitoring activities, Terracon provides the following conclusions and findings: ◼ Five on-site monitoring wells were sampled (MW-5r, MW-6r, MW-8r, MW-15, and MW-16) and three water supply well was sampled (WSW-1, WSW-2, and WSW-3). MW-17 and MW-18 could not be located and appear to have been paved over. WSW-8 reportedly is inactive. ◼ One petroleum constituent (benzene) was identified at a concentration above its 2L standard in on-site monitoring well MW-15. GCL exceedances were not identified in the sampled monitoring wells. ◼ Measurable thicknesses of free product were not observed in the monitoring wells. Free product thicknesses have not been measured on-site since 2004. ◼ IPE and MTBE were identified at a concentration below their 2L standards in water supply well WSW-1. Other VOCs were not detected above laboratory reporting limits in the sampled water supply wells. ◼ In July 2019, with the owners’ agreement to NCDEQ’s request, Terracon connected the properties containing WSW-6 and WSW-7 to the municipal water system. Wilsonville General Store Wilsonville, North Carolina Terracon Project No. 70149669A Incident No. 3534 December 23, 2019 Responsive ■ Resourceful ■ Reliable 8 Based on the data presented in this subsequent monitoring report, Terracon recommends the following activities be completed at the site. ◼ In lieu of horizontally and vertically delineating the plume, Terracon recommends eliminating receptors by establishing municipal water hook-ups. ◼ Water supply well WSW-1 (on-site) (which has detectable concentrations of IPE and MTBE) should be properly abandoned and the property connected to the municipal water system. Terracon requested the owner of WSW-1 agree to abandon the water supply well and connect the property to municipal water. The property owner historically has declined; however, Terracon will continue to request the connection of the WSW-1 in the future. ◼ Inactive water supply wells WSW-6 and WSW-7 should be properly abandoned. Terracon is currently in the process of coordinating the abandonment of these two water supply wells. ◼ Active potable water supply wells located within 1,000 feet of the source area (WSW-1, WSW-2, and WSW-3) should be sampled quarterly. ◼ The monitoring well network should be sampled semi-annually. ◼ Terracon recommends collection of soil gas samples to evaluate the potential for vapor intrusion.
