Mint Street Charlotte, North Carolina Brownfields Project No. 22026-18-060 H&H Job No. BOU-010 Dear Ms. Harriger: 1.0 Introduction On behalf of Boulevard at South Mint, LLC (the Prospective Developer or PD), Hart & Hickman, PC (H&H) is providing this Redevelopment Summary Report for the Jim Griffin Roofing Brownfields property (Brownfields Project No. 22026-18-060) located at 1120 South Mint Street in Charlotte, Mecklenburg County, North Carolina (Site). The Site consists of three contiguous parcels (Parcel Identification Nos. 07326706, 07326715, and 07326717) totaling approximately one acre of land located in a commercial and light industrial area of South End Charlotte. A Site location map is included as Figure 1. Redevelopment activities completed in 2019 included razing the existing 2,400 square foot (sq ft) and 3,600 sq ft warehouse buildings, installation of erosion control measures, and initial grading activities to level the Site for construction of residential townhome buildings. A rendering of the Site redevelopment is provided in Figure 2. A Brownfields Agreement between the PD and the DEQ was recorded on May 30, 2019. Land Use Restriction (LUR) k. of the recorded Brownfields Agreement generally states that a report documenting environment-related activities occurring at the Site will be submitted in January of each year for as long as redevelopment activities are ongoing beginning in the January following the one-year anniversary of the effective date of the Brownfields Agreement. Although it has not yet been one year since recordation of the Brownfields Agreement, this report has been prepared to provide a brief summary of the initial redevelopment activities that occurred at the Site in late 2019. In addition, this report has been prepared to document permanent closure of the 4,000- gallon underground storage tank (UST). Brief summaries of environment-related activities associated with redevelopment of the Site and closure of the UST are provided in the following sections. 2.0 Environmental-Related Redevelopment Activities Previous operations at the Site included use of a 4,000-gallon gasoline UST for refueling fleet roofing vehicles. The UST was registered with the DEQ UST Section (Facility ID No. 00-0- 0000026067). In accordance with the DEQ-approved EMP, H&H provided oversight during closure activities associated with the 4,000-gallon gasoline UST on December 16 and 17, 2019. UST closure and closure soil sampling activities were conducted in accordance with DEQ UST Section guidelines. A UST Closure Report prepared by H&H and dated January 30, 2020 was submitted to the DEQ UST Section to document permanent closure of the tank. Details associated with the UST closure and soil sampling activities are provided in the following sections. Ms. Joselyn Harriger, PG January 30, 2020 Page 3 S:\AAA-Master Projects\Boulevard Realty Estate Advisors (BOU)\BOU-010 Jim Griffin Brownfields\Redevelopment Report\Final To DEQ\Redevelopment Summary Report_Jim Griffin (BPN 22026-18-060)_20200130.doc 2.1 UST Closure Activities Prior to UST closure activities, H&H submitted a Notice of Intent for Permanent Closure or Change-in-Service (UST-3) Form to the DEQ UST Section. In addition, a Tank Removal and Safeguarding Permit was obtained from the City of Charlotte Fire Department Fire Prevention Bureau. Following the removal of the UST, H&H submitted a Site Investigation Report for Permanent Closure or Change-in-Service of Registered UST (UST-2A) Form. The UST-3 Form, UST-2A Form, and tank safeguarding permit are provided in Appendix A. On December 16, 2019, the PD contracted with RCI Demolition (RCI) to remove the 4,000- gallon gasoline UST system including product piping and a gasoline dispenser. H&H confirmed that there was no residual gasoline present in the tank, product piping, or dispenser. Following inspection for the presence of residual fluids, the tank was inerted with dry-ice to purge potential explosive vapors from the tank. A lower explosion level (LEL) meter was utilized to monitor for explosive atmospheres in the tank during the purging process. Tank purging continued until readings within the tank were less than 10% of the LEL. H&H personnel measured the final LEL reading at approximately 5%. Once the tank had been adequately purged, overburden soil was removed with an excavator and stockpiled on plastic sheeting adjacent to the excavation. During removal, the overburden soil was screened for the presence of impacts using sensory methods (i.e., visual and olfactory evaluation) as well as for the presence of organic vapors using a photoionization detector (PID). During the excavation, the overburden soil was determined to be minimally impacted using sensory methods including PID readings. In accordance with the DEQ-approved EMP, soil excavated from the UST basin was used as backfill material in the UST basin following removal of the tank. Following the removal of overburden soil, the tank was then removed from the UST basin using an excavator. The tank dimensions were 16 feet (ft) in length and 7 ft in diameter and it was confirmed that the size of the tank was 4,000-gallons. Following removal, the tank was inspected and there were no visible cracks, dents, pits, rusting, or other damage that could lead to potential leaks observed on the tank or associated fittings and pipes. On December 17, 2019 the tank was transported off-Site and disposed of at an approved facility. Tank disposal documentation is provided in Appendix B. After removal of the tank, four sidewall (SW-1 through SW-4) samples were collected from approximately 5 ft below ground surface (bgs) and one base (BASE-1) sample was collected from approximately 10 ft bgs within the UST basin. The sidewall and base samples were collected from native soil. In addition to the UST removal, the associated gasoline dispenser was removed and the associated product lines were capped. Following removal of the dispenser island, a dispenser island closure sample (DI-1) was collected from approximately 2 ft bgs. Based on the approximate 10 ft length of product piping, one product line closure sample (PL-1) was also collected from a depth of approximately 4 ft bgs. PID readings from the UST closure samples ranged from 1.2 parts per million (ppm) from the dispenser island and 8.5 ppm from sidewall SW-2. Soil samples selected for laboratory analysis were collected directly into laboratory supplied sample containers, labeled with the sample identification, date, time, and requested analyses and placed in a laboratory supplied cooler with ice. The samples were delivered to Waypoint Analytical, LLC (Waypoint) under standard chain of custody protocols for laboratory analysis of total petroleum hydrocarbons gasoline range organics (TPH-GRO) by EPA Method 8015C. The soil samples from the product line (PL-1), dispenser island (DI-1), and base of the UST (BASE- 1) were also analyzed for volatile petroleum hydrocarbons (VPH) by the Massachusetts Department of Environmental Protection (MADEP) method and volatile organic compounds (VOCs) by EPA Method 8260B. Additional soil volume from BASE-1 was collected and analyzed for semi-VOCs (SVOCs) by EPA Method 8270D, Resource Conservation and Recovery Act (RCRA) metals plus hexavalent chromium by EPA Methods 6020B/7471B/7199, Ms. Joselyn Harriger, PG January 30, 2020 Page 5 S:\AAA-Master Projects\Boulevard Realty Estate Advisors (BOU)\BOU-010 Jim Griffin Brownfields\Redevelopment Report\Final To DEQ\Redevelopment Summary Report_Jim Griffin (BPN 22026-18-060)_20200130.doc and extractable petroleum hydrocarbons (EPH) by the MADEP method. The laboratory analytical report and chain of custody record are provided in Appendix C. 2.2 UST Closure Soil Analytical Results A tabular summary of soil sample analytical results is provided in Table 1. The laboratory analytical results were compared to the DEQ Division of Waste Management (DWM) UST Section Action Levels dated July 2016 and the DEQ Inactive Hazardous Sites Branch (IHSB) Residential and Industrial/Commercial Preliminary Soil Remediation Goals (PSRGs) dated December 2019. In addition, metals results were compared to published concentrations for naturally occurring metals in North Carolina soil. Laboratory analytical results indicate that TPH-GRO was detected in sidewall sample SW-2 [8.4 milligrams per kilogram (mg/kg)] and UST base sample BASE-1 (14 mg/kg). The TPH-GRO concentrations are below the UST Section Action Level of 50 mg/kg. Several VOCs, SVOCs, and VPH/EPH compounds were detected above laboratory method detection limits in the BASE- 1, product line (PL-1), and dispenser island (DI-1) samples. Of the compounds detected, only benzo(a)pyrene was detected in BASE-1 (0.16 mg/kg) at a concentration slightly above the Residential PSRG of 0.11 mg/kg. Additionally, low levels the metals arsenic, barium, cadmium, hexavalent chromium, trivalent chromium, lead, and mercury were detected above laboratory method detection limits from the BASE-1 sample. Of the metal compounds detected in BASE-1, only hexavalent chromium (19 mg/kg) was detected above both the Residential (0.31 mg/kg) and Industrial/Commercial PSRG (6.5 mg/kg).
