The Report indicates that the installation of the vapor mitigation system was conducted in accordance with the requirements of the approved Vapor Intrusion Mitigation Plan (Work Plan) dated May 23, 2017, and Request for VMP Modification dated February 25, 2019 (Work Plan Modification). Based on these documents, the DEQ Brownfields Program has determined that Building 2 as described in the Report is currently in compliance with Land Use Restriction 4.b. of the Notice of Brownfields Property. The Site is being redeveloped with two four-story buildings (Building 1 and Building 2) containing multi-family residential units, attached amenity buildings, an attached leasing office, an outdoor pool/courtyard, urban greenspace, asphalt-paved parking, and landscaped areas. Building 1 is an apartment building consisting of four (4) levels with multiple residential tenant spaces on each level. The ground floor of Building 1 is approximately 47,000 square feet and is divided into five sections (Building 1A through Building 1E). The ground floor level of Building 1A contains amenity spaces and the apartment community leasing center and the ground floor levels of the remaining building sections contain residential apartments. A Request for Occupancy / VIMS Construction Completion – Revision 2 report for Building 1, dated March 6, 2020 was approved by the North Carolina Department of Environmental Quality (DEQ) Brownfields Program on March 11, 2020. Building 2 is an apartment building consisting of four (4) levels with multiple residential tenant spaces on each level including the ground floor. The ground floor of Building 2 is approximately 27,000 square feet and is divided into two sections (Building 2A and Building 2B). The two sections of Building 2 are being constructed in stages. Building 2A is approximately 17,000 square feet and Building 2B is approximately 10,000 square feet. 2 \\hhfs01\MasterFiles\AAA-Master Projects\Stonehenge Real Estate Group - SHR\SHR-001 Former Abernethy Lumber\VIMS Construction\Occupancy Requests\Building 2\18015-14-060_VIMS Construction Completion Report - Building 2.docx H&H conducted VIMS inspection and pre-occupancy testing activities at Building 2 in accordance with the Vapor Mitigation Plan (VMP) Revision 1 dated May 23, 2017 and approved by DEQ on May 24, 2017. In addition, an addendum to the VMP, Request for VMP Modifications dated February 25, 2019, was approved by DEQ on February 28, 2019. This addendum included modifications to the type of vapor barrier and to the sub-slab piping to accommodate the staged construction. The vapor barrier was modified from the proposed Stego Industries, LLC, 15-mil Stego-Wrap® vapor barrier to the Raven Industries (Raven) VaporBlock® VB15 vapor barrier, an equivalent 15-mil vapor barrier. In addition, the sub-slab VIMS vent piping was modified to avoid crossing the thickened footers that separate the building sections of Building 2 and to provide separate sub-slab depressurization under each of the building sections due to the staged construction schedule. Based on the results of the inspection and testing activities, H&H requests that the DEQ Brownfields Program acknowledge compliance with land use restriction (LUR) 4.b of the Notice of Brownfields Property. The Site Layout Map is provided as Figure 1 and VIMS As-Built Drawings for Building 2 are included as VMP-1 and VMP-2 in Appendix A. The Vapor Intrusion Mitigation Plan (VIMP) Master Summary is included as Table 1. Representative photos of the VIMS installation are included as Appendix B. A summary of the VIMS installation inspection, and pre-occupancy testing is provided in the following sections. 2.0 VIMS Inspections, Testing, and Sampling The VIMS under Building 2 is comprised of five active sub-slab depressurization systems utilizing a vent pipe system and RadonAway RP-145 electric fans coupled with the Raven VB-15 15-mil vapor barrier installed below the ground floor concrete slab of the entire building. The ground floor contains slab-on-grade construction with thickened footers located below load bearing walls and tenant separation walls. As described in Section 1.0, during construction planning activities for the Site buildings, the general contractor indicated Building 2 would be constructed in two sections (Buildings 2A and 2B), with different completion dates for each section. Therefore, to provide for an effective VIMS 3 \\hhfs01\MasterFiles\AAA-Master Projects\Stonehenge Real Estate Group - SHR\SHR-001 Former Abernethy Lumber\VIMS Construction\Occupancy Requests\Building 2\18015-14-060_VIMS Construction Completion Report - Building 2.docx in each building section, H&H and Philemon NoDa Partners, LLC elected to separate the VIMS sub-slab piping into sections at the thickened slabs that separate each building section. Additionally, per approval of the design engineer, the sub-slab VIMS slotted vent piping was increased from 3-inch Schedule 40 PVC to 4-inch Schedule 40 PVC to allow for increased air flow below the slab of Building 2. During construction activities, H&H conducted VIMS inspections and pre-occupancy testing which are summarized in the following sections. 2.1 VIMS Inspections Between March 29, 2019 and February 27, 2020, H&H conducted VIMS inspections of Building 2 during the following four stages of construction: 1. after completion of the sub-slab piping and gravel layout (Inspection 1); 2. after placement of the Raven VB-15 vapor barrier on top of the piping layout and gravel layer (Inspection 2); 3. after installation of above-grade riser piping within the building (Inspection 3); and 4. after installation of the fan and vacuum alarms (Inspection 4). Note that during H&H’s inspections of the VIMS, H&H conducted several follow-up inspections of Building 2A and Building 2B due to the following: Building 2A 1) During an inspection (Inspection 1) conducted on April 3, 2019, H&H noted that a section of solid VIMS piping would likely accumulate water, and recommended that the risers at the slab step be moved to the higher of the two slabs. H&H conducted a follow up inspection of Building 2A sub-slab piping on April 24, 2019 and confirmed that the sub- slab piping had been properly placed. 2) During an inspection (Inspection 2) conducted on April 23, 2019, H&H noted that the vapor barrier was not properly sealed around the connection to the stairwell and several 4 \\hhfs01\MasterFiles\AAA-Master Projects\Stonehenge Real Estate Group - SHR\SHR-001 Former Abernethy Lumber\VIMS Construction\Occupancy Requests\Building 2\18015-14-060_VIMS Construction Completion Report - Building 2.docx small penetrations to the vapor barrier required patches. H&H conducted follow up inspections of the vapor barrier on May 16, 2019 and May 31, 2019 and confirmed that the vapor barrier had been properly sealed to the stairwell and the penetrations had been properly patched. 3) During an inspection (Inspection 4) conducted on February 27, 2020, H&H noted that proper identification labels were not present at the fan locations. H&H conducted a follow up inspection later that day and confirmed that the fans were properly labeled. Building 2B 1) During an inspection (Inspection 1) conducted on March 29, 2019, H&H noted that two connections through the thickened slab were not present. H&H conducted a follow up inspection on April 5, 2019 and confirmed that the thickened slab crossings were properly installed. 2) During an inspection (Inspection 2) conducted on April 3, 2019, H&H noted that minor repairs in the vapor barrier were needed around the edges. H&H conducted follow up inspections of the vapor barrier April 5, 2019 and April 10, 2019 and confirmed that the vapor barrier had been properly repaired and sealed. 3) During an inspection (Inspection 4) conducted on February 27, 2020, H&H noted that proper identification labels were not present at the fan locations. H&H conducted a follow up inspection later that day and confirmed that the fans were properly labeled. After completion of inspection activities, H&H concluded that the VIMS within Building 2A and Building 2B were properly installed by the contractor and were equipped with electric (active) mitigation fans in accordance with the DEQ-approved VIMP. A photographic log with representative photographs of the VIMS installation are included in Appendix B and VIMS Inspection Logs are included in Appendix C. 5 \\hhfs01\MasterFiles\AAA-Master Projects\Stonehenge Real Estate Group - SHR\SHR-001 Former Abernethy Lumber\VIMS Construction\Occupancy Requests\Building 2\18015-14-060_VIMS Construction Completion Report - Building 2.docx 2.2 Pilot Influence Testing On April 17, 2019 and July 1, 2019, H&H conducted “pilot” influence testing on the vent network installed below the concrete slab of Building 2 to verify that adequate communication was present between the sub-slab annular space and the VIMS. During influence testing, H&H utilized temporary vapor extraction fans, including RadonAway RP-145 and AMG Legend fans, which were attached to the vertical riser piping. Prior to turning the fans on, vacuum measurements were collected at each monitoring point to establish baseline conditions. After baseline conditions were recorded, the fans were activated. A Dwyer series 475 Mark III Digital manometer (capable of measuring to 0.001 inches of water column (in-WC) or 0.25 Pascals [Pa]) was then connected to each pressure measuring port via Teflon tubing to record differential pressures. H&H collected vacuum measurements at each monitoring point in Building 2 over varied time intervals. The table below provides a summary of influence testing results for each building section. Building 2 Section Influence Testing Date Vacuum Range Measured from Monitoring Points (Pascals) Building 2A July 1, 2019 8.2-110 Building 2B April 17, 2019 37-154 Results of the influence testing indicate that differential pressures measured at the observation points during the testing are above the minimum depressurization reading (4 Pa) deemed acceptable by DEQ Brownfields to demonstrate that the VIMS is sufficiently depressurizing the sub-slab. Sub-Slab VIMS Pilot Test field logs summarizing vacuum and flow measurements collected at each vapor extraction point location and differential pressure measurements collected at each observation (pressure monitoring) point during the testing are provided in Appendix C. Building 2 As-Built Drawings which identify the vapor extraction and monitoring point locations are provided in Appendix A. 6 \\hhfs01\MasterFiles\AAA-Master Projects\Stonehenge Real Estate Group - SHR\SHR-001 Former Abernethy Lumber\VIMS Construction\Occupancy Requests\Building 2\18015-14-060_VIMS Construction Completion Report - Building 2.docx 2.3 Vacuum Monitoring Data As requested by DEQ, pre-occupancy vacuum measurements were conducted from each monitoring point in Building 2 on February 26, 2020. In addition, each vacuum fan in Building 2 was checked by H&H and verified to be properly functioning. The vacuum measurements with each fan operational ranged from 73.9 to 129.2, which is notably higher than the minimum 4 Pa required by DEQ to demonstrate sufficient sub-slab depressurization is present below the building. The vacuum monitoring data is presented on Table 2. 3.0 Summary and Recommendations Based on the results of our recent VIMS inspections and testing, H&H certifies that the VIMS associated with Building 2 at the Noda Village Apartments at the Craighead Road (Abernethy Lumber) Brownfields Site has been properly installed per the approved VIMP and there is adequate sub-slab depressurization from the VIMS. H&H requests that the DEQ Brownfields Program acknowledge compliance with land use restriction (LUR) 4.b of the Notice of Brownfields Property. In accordance with the approved VIMP, the building maintenance department will perform a monthly operational and maintenance (O&M) check on the electric fans to ensure proper operation and function after the building is complete. Inoperable or damaged fans, or other deficiencies related to the vapor intrusion mitigation system discovered during the O&M visits, shall be immediately reported to H&H, or the current owner’s environmental consultant. The O&M checks and any repairs or modifications will be recorded on the Monthly Fan O&M Form provided in Appendix D. These forms will be submitted to DEQ on an annual basis. While the monthly O&M checks will ensure proper operation of the electric fans, in addition to these checks, per DEQ’s request, quarterly vacuum monitoring events will be conducted during the first year of operation with the pre-occupancy vacuum monitoring event serving as the first quarterly event. The quarterly vacuum monitoring data will be emailed to DEQ following each event. In addition, the monthly O&M data will be reported to DEQ during the annual Land Use Restriction (LURU) update. This evaluation will be submitted to DEQ for approval prior to modifications to the system monitoring. At a minimum, annual vacuum monitoring checks will be required by DEQ after the first year of operation.
