EXECUTIVE SUMMARY The Sansing Grocery site is comprised of approximately 0.4 acres and contains an approximate 900 square foot residence (occupied by Mr. Ted Sansing) and a small prefabricated utility building. Exterior portions of the site consist of a grass covered lawn and an asphalt paved parking area. The topography at the site slopes slightly downward to the east-southeast. The site location is depicted on Figure 1. Terracon mobilized to the site on November 25, 2019 to collect groundwater samples from on- site monitoring wells MW-1 through MW-5 and on-site water supply well WSW-1 and replace O- Sox inserts in wells MW-1 and MW-5. During the sampling event, depth to water ranged from 30.19 feet below ground surface (bgs) in well MW-5 to 32.55 feet bgs in well MW-3. None of the monitoring wells contained measurable thicknesses of free product. Based on water level measurements, the groundwater flow direction is to the east-southeast. Following well development activities, groundwater samples were collected from the monitoring wells and water supply well WSW-1. A spigot at the residence was used to obtain a sample from well WSW-1. The spigot was allowed to flow for approximately 15 minutes prior to collecting the sample. The samples were placed in laboratory-supplied glassware, labeled, and stored in an ice-packed cooler. The samples, along with chain-of-custody documentation, were delivered to Pace Analytical Services, Inc. in Huntersville, North Carolina for analysis of VOCs by EPA Method 6200 including MTBE, EDB and IPE. Benzene (279 micrograms per liter [µg/L]) and naphthalene (47.9 µg/L) were detected at concentrations above their respective 2L groundwater standards in well MW-1. Ethylbenzene, isopropylbenzene, n-propylbenzene, toluene, 1,2,4-trimethylbenzene, 1,3,5-trimethylbenzene and total xylenes were detected in well MW-1 below their respective 2L standards. Benzene (66.1 µg/L), naphthalene (138 µg/L), 1,2,4-trimethylbenzene (628 µg/L) and total xylenes (886 µg/L) were detected at concentrations above their respective 2L groundwater standards in well MW-5. No constituents of concern were detected in wells MW-2, MW-3 or MW-4 above the method detection limits (MDLs). No constituents of concern were detected in water supply well WSW-1 above the MDLs. Based on information obtained during the completion of the groundwater monitoring activities, Terracon provides the following conclusions and findings. Benzene and naphthalene were detected above their respective 2L groundwater standards in well MW-1. Ethylbenzene, isopropylbenzene, n-propylbenzene, toluene, 1,2,4- trimethylbenzene, 1,3,5-trimethylbenzene and total xylenes were detected in well MW-1 below their respective 2L standards. Benzene, naphthalene, 1,2,4-trimethylbenzene and total xylenes were detected at concentrations above their respective 2L groundwater standards in well MW-5. Ethylbenzene, isopropylbenzene, n-propylbenzene, toluene and 1,3,5-trimethylbenzene, were detected in well MW-5 below their respective 2L standards. No target constituents were detected in on-site water supply well WSW-1 or monitoring wells MW-2, MW-3 and MW-4 above the MDLs. Constituent concentration trends have generally decreased in well MW-1 but have increased in well MW-5, most likely due to heterogeneity within the contaminant plume. Measurable free product was not detected in the on-site monitoring wells. None of the detected constituents exceeded the established Gross Contamination Levels (GCLs). Multiple water supply wells are located within 1,000 feet of the source area. Based on the data presented in the Subsequent Monitoring report, Terracon recommends the following: Replace O-Sox inserts in wells MW-1 and MW-5 quarterly. Sample the on-site monitoring wells and water supply well WSW-1 semi-annually to evaluate the status of water quality and the effectiveness of the O-Sox inserts. C. SITE HISTORY AND CHARACTERIZATION The purpose of this report is to describe Terracon’s recent field activities and present the current status of the groundwater quality at the former Sansing Grocery site. Terracon completed this report to summarize the findings of assessment activities performed on November 25, 2019 at Former Sansing Grocery Bessemer City, Gaston County, North Carolina Terracon Project No. 71149657A Incident No. 27827 December 16, 2019 Responsive ■ Resourceful ■ Reliable 4 the former Sansing Grocery located at 4865 Kings Mountain Highway in Bessemer City, Gaston County, North Carolina (Figure 1). This Subsequent Monitoring report was prepared for the site in response to a request by the Incident Manager, Mr. Scott Ryals, with the NCDEQ Division of Waste Management, State Lead Program. The Subsequent Monitoring Report was prepared in general accordance with the 15A NCAC 2L .0115 regulations and the NCDEQ Underground Storage Tank (UST) Section Guidelines for Assessment and Corrective Action for UST Releases, dated July 15, 2008, revised December 2013, under the supervision of Mr. Christopher L. Corbitt, a North Carolina licensed Professional Geologist (North Carolina License No. 1015). C.1 Site Setting The Sansing Grocery site is comprised of approximately 0.4 acres and contains an approximate 900 square foot residence (occupied by Mr. Ted Sansing) and a small prefabricated utility building. Most of the exterior portions of the site are covered by grass or an asphalt paved parking area. The topography at the site slopes downward slightly to the east-southeast. The site location is depicted on Figure 1. Photographs of selected site features are provided in Appendix B. The site is bordered to the north by residential properties. The adjoining parcel to the east is vacant land. The site is bordered to the south by Kings Mountain Highway and a vehicle repair facility and to the west by Shady Grove Road, a church and residential properties. C.2 Release Summary A review of the UST Closure report submitted by Blue Ridge Environmental on February 22, 2005 indicated that a release was discovered during the closure of two 4,000-gallon gasoline USTs, one 3,000-gallon gasoline UST, one 550-gallon gasoline UST, and one 550-gallon kerosene UST. The report indicated gasoline odors were noted at the kerosene UST and dispenser island. Approximately 540 tons of petroleum impacted soil were reportedly removed during closure activities and the resulting excavation was backfilled with clean soils; however, confirmation soil samples indicated impacted soils remained at the site above the Residential Cleanup Levels. A summary of subsequent assessment activities at the site is provided in the Section C.3. C.3 Previous Investigations A review of previous investigation reports indicates monitoring well MW-1 was installed and sampled by Blue Ridge Environmental in April 2005; however, a report of these activities was reportedly never submitted to the NCDEQ. In October 2006, Terraine, Inc. conducted a receptor survey and identified 25 water supply wells Former Sansing Grocery Bessemer City, Gaston County, North Carolina Terracon Project No. 71149657A Incident No. 27827 December 16, 2019 Responsive ■ Resourceful ■ Reliable 5 within 1,000 feet of the site. The closest water supply wells included an on-site well (WSW-1) and well WSW-2 located approximately 100 feet to the north of the site. Since water supply wells utilized for drinking water were located within 1,000 feet of the site, the site was classified as “High Risk.” A water sample collected from well WSW-1 indicated contaminants were not detected above the reporting limits. In November 2006, Terraine collected a groundwater sample from well MW-1. Laboratory results indicated benzene, EDB and 1,2-dichloroethane were present in the groundwater above their respective GCLs. Lead and various other petroleum constituents were detected above their respective 2L standards. In March 2007, Terraine collected groundwater samples from wells MW-1, WSW-1 and WSW-2. Laboratory analytical results indicated benzene and other petroleum-related compounds were detected above the 2L standards in well MW-1. No constituents of concern were detected above the reporting limits in wells WSW-1 and WSW-2. In May 2007, Terraine installed three additional groundwater monitoring wells (MW-2, MW-3 and MW-4) to evaluate the extent of contamination. Analytical results from the four monitoring wells and water supply well WSW-1 indicated benzene and 1,2-dichloroethane were detected above their respective 2L standards in wells MW-1 and MW-3. No petroleum constituents were detected above the reporting limits in wells MW-2, MW-4 and WSW-1. In June 2007, Terraine installed a Universal Remediation Wellboom© (Wellboom) in monitoring well MW-1 to promote biodegradation of petroleum constituents in the well. Terraine sampled monitoring wells MW-1 through MW-4 in October 2007 to evaluate the effectiveness of the Wellboom. Analytical results indicated benzene and 1,2-dichloroethane were detected above their respective GCLs in well MW-1. Other petroleum constituents in well MW-1 were detected above their 2L standards but the concentrations had decreased. No petroleum constituents were detected in well MW-3. At the time of the sampling event, monitoring wells MW-2 and MW-4 were dry and not sampled. Terraine removed the Wellboom from well MW-1. In October 2008, Terraine sampled groundwater monitoring wells MW-1 through MW-4 and water supply well WSW-1. Monitoring wells MW-2, MW-3 and MW-4 were not sampled due to an insufficient quantity of water within the wells. Analytical results indicated benzene and 1,2- dichloroethane were detected at concentrations above their respective GCLs in well MW-1. Additional target petroleum contaminants were detected above the applicable 2L standards. No target constituents were detected in water supply well WSW-1. Following collection of the samples, a new Wellboom was installed in well MW-1. In May 2009, Terraine sampled the on-site monitoring wells and water supply well WSW-1. Analytical results for well MW-1 indicated benzene was detected above its GCL and various other petroleum constituents were detected above their respective 2L standards. No petroleum constituents were detected in wells MW-2 and MW-4. During this sampling event, a new Wellboom was installed in well MW-1. Terraine sampled groundwater monitoring wells MW-1 through MW-4 and water supply well WSW-1 in November 2009. Analytical results for well MW-1 indicated benzene was detected above its GCL and various other petroleum constituents were detected above their respective 2L standards. Benzene was detected in well MW-3 above its 2L standard. No target contaminants were detected above reporting limits in wells MW-2, MW-4 and WSW-1. In March 2012, Crawford Environmental Services (CES) performed a receptor survey to update potential receptors. CES identified 22 water supply wells within a 1,000-foot search radius, including on-site water supply well WSW-1. CES also sampled wells MW-1 through MW-5 (monitoring well MW-5 was apparently installed in 2010) and water supply well WSW-1. Analytical results for well MW-1 indicated benzene was detected above its GCL and various other petroleum constituents were detected above their respective 2L standards. Analytical results for well MW-5 indicated benzene, xylenes, naphthalene and 1,2-dichloroethane were detected above their respective 2L standards. Benzene was detected in well MW-3 below its 2L standard. No target constituents were detected in wells MW-2, MW-4 and WSW-1. At the conclusion of this sampling event, CES recommended a limited injection of a chemical oxidation product (Chem-Ox) to enhance bioremediation and reduce the constituent levels in the groundwater. In November 2012, CES sampled monitoring wells MW-1 through MW-5 and water supply wells WSW-1, WSW-2, WSW-4 and WSW-7. Other water supply wells were not sampled due to property access restrictions. Analytical results for well MW-1 indicated benzene was detected above its GCL and various other petroleum constituents were detected above their respective 2L standards. Analytical results for well MW-5 indicated benzene, xylenes, naphthalene, 1,2- dichloroethane and 1,2,4-trimethylbenzene were detected above their respective 2L standards. Benzene was detected in well MW-3 above its 2L standard. Petroleum constituents were detected in well MW-2 at concentrations below their respective 2L standards. No target contaminants were detected in wells MW-3, MW-4, WSW-1, WSW-2, WSW-4 and WSW-7. Terracon sampled groundwater monitoring wells MW-1 through MW-5 and water supply wells WSW-1, WSW-2, WSW-7 and WSW-10 in October 2014 (Terracon was not granted authorization to access the other water supply wells proposed for sampling). Benzene, naphthalene, total xylenes and 1,2,4-trimethylbenzene were detected at concentrations above their respective 2L standards in well MW-1. Benzene, 1,2-dichloroethane, ethylbenzene, naphthalene, n-propylbenzene, 1,2,4-trimethylbenzene, 1,3,5-trimethylbenzene and total xylenes were detected in well MW-5 above their 2L standards. No petroleum constituents were detected above the laboratory reporting limits in monitoring wells MW-2, MW-3 and MW-4 and water supply wells WSW-1, WSW-2, WSW-7 and WSW-10. In April 2016, Terracon sampled groundwater monitoring wells MW-1 through MW-5 and water supply wells WSW-1, WSW-2, WSW-4, WSW-5 and WSW-11. Benzene, methylene chloride, naphthalene, toluene, 1,2,4-trimethylbenzene and total xylenes were detected at concentrations above their respective 2L standards in well MW-1. Benzene, 1,2-dichloroethane, naphthalene, n-propylbenzene, 1,2,4-trimethylbenzene and total xylenes were detected above their respective 2L standards in well MW-5. 1,2-Dichloroethane was detected in water supply well WSW-1 at a concentration below its 2L standard. No petroleum constituents were detected above the laboratory reporting limits in monitoring wells MW-2, MW-3 and MW-4 and water supply wells WSW-2, WSW-4, WSW-5 and WSW-11. Terracon recommended the installation of two additional groundwater monitoring wells to the south and southeast of well MW-5. In January 2018, Terracon sampled groundwater monitoring wells MW-1, MW-2, MW-3, MW-4, MW-5 and water supply wells WSW-1, WSW-2 and WSW-4 and installed O-Sox inserts into wells MW-1 and MW-5. Terracon was unable to collect a sample from well MW-3 because the bolts were rusted to the well lid and the pump for well WSW-1 was not functioning properly. Wells MW-2, MW-4 and MW-5 were dry at the time of sampling and were also not sampled. Benzene and naphthalene were detected above their respective 2L groundwater standards in well MW-1. No petroleum constituents were detected above the laboratory reporting limits in water supply wells WSW-2 and WSW-4. Terracon recommended replacement of O-Sox inserts in wells MW-1 and MW-5 annually. In September 2018, Terracon sampled groundwater monitoring wells MW-1 through MW-5 and water supply well WSW-1 and replaced O-sox inserts in wells MW-1 and MW-5. Well MW-3 could not be accessed and was not sampled. Benzene and naphthalene were detected above their 2L standards in well MW-1. Benzene, 1,2-dichloroethane, naphthalene, and total xylenes were detected at concentrations above their respective 2L groundwater standards in well MW-5. No constituents of concern were detected in wells MW-2 or MW-4 above the method detection limits. 1,2-Dichloroethane was detected above its 2L standard in water supply well WSW-1. Terracon recommended replacement of O-Sox inserts in wells MW-1 and MW-5 annually. In April 2019, Terracon sampled groundwater monitoring wells MW-1 through MW-5 and on-site water supply well WSW-1 and replace O-Sox inserts in wells MW-1 and MW-5. Benzene, naphthalene and total xylenes were detected at concentrations above their respective 2L standards in well MW-1. Benzene, 1,2-dichloroethane, naphthalene and 1,2,3-trichloropropane were detected at concentrations above their respective 2L groundwater standards in well MW-5. No constituents of concern were detected in wells MW-2, MW-3 or MW-4 above the laboratory method detection limits. 1,2-Dichloroethane and diisopropyl ether were detected in water supply well WSW-1. Terracon recommended replacement of O-Sox inserts in wells MW-1 and MW-5 quarterly. Terracon recommend sampling of the on-site wells in November 2019 to evaluate the groundwater conditions at the site and the effectiveness of the ORC inserts. C.4 Water Supply Wells In March 2012, CES located 22 water supply wells within a 1,000-foot search radius, including on-site water supply well WSW-1. From October 2006 to November 2012, Terraine and CES collected samples from water supply wells WSW-1, WSW-2, WSW-4 and WSW-7. Historical analytical results from these water supply wells indicated no contaminants were present above the reporting limits. Identified water supply well locations are depicted on Figure 5. C.5 Surface Water According to the USGS topographic map, the site is located on the northeast flank of a southwest to northeast trending ridge. The closest surface water feature is an unnamed tributary of Abernethy Creek. The tributary is located approximately 1,000 feet north of the site. Surface waters are depicted on Figure 1. C.6 Land Use Information The site is bordered to the north by residential properties. The adjoining parcel to the east is vacant. The former Sansing Grocery site is bordered to the south by Kings Mountain Highway and a vehicle repair facility and to the west by Shady Grove Road, a church and residential properties. D. ASSESSMENT INFORMATION D.1 Site Geology and Hydrogeology The following resources were reviewed to evaluate site-specific geological and hydrogeological characteristics. Former Sansing Grocery Bessemer City, Gaston County, North Carolina Terracon Project No. 71149657A Incident No. 27827 December 16, 2019 Responsive ■ Resourceful ■ Reliable 9 Soil Survey of Gaston County, North Carolina, US Department of Agriculture, Natural Resources Conservation Service, Web Soil Survey via the Internet, http://websoilsurvey.nrcs.usda.gov/app/ . The site is located within the Kings Mountain Belt of the Piedmont Physiographic Province. The Piedmont Province generally consists of low to medium elevation, rounded hills and long rolling northeast to southwest trending ridges with incised creeks and river channels. Underlying rocks in the site area are characterized as quartz sericite schist within the Blacksburg Formation. In-place chemical and physical weathering of parent rocks typically form residual soils in the Piedmont region. Weathering is facilitated by the presence of fractures, joints, and less resistant minerals in the rock. In areas not altered by erosion, alluvial deposition or the activities of man, the typical residual soil profile consists of clay-rich unconsolidated materials at the surface, transitioning to sandy silts and silty sands at depth. Typically, the boundary between soil and rock is not sharply defined. This transitional zone is termed “partially weathered rock” or saprolite. Information obtained from the Web Soil Survey for Gaston County, depicts soils on the site as Cecil-Urban Land Complex. In the Piedmont, groundwater generally occurs in pore spaces within soils and in the structural features present in the underlying rock (i.e. joints, fractures, and faults). Recharge to the water table is primarily by precipitation infiltrating the surficial soils and percolating downward under the influence of gravity to the water table (vadose zone). Typically, the water table is not a level surface, but a subdued reflection of the land surface. The depth to the water table is not consistent and is dependent upon several factors that include the amount of rainfall, permeability of the soil, the extent of fracturing in the underlying rock and the influences of groundwater pumping. Groundwater typically flows in directions parallel to the ground surface and under the influence of gravity, migrates to discharge points such as surface water features, the toes of slopes or natural springs. Fluctuations in the depth of the water table can be expected depending on variations in precipitation, surface water run-off and other factors not evident at the time of our subsurface exploration. Normally, the highest levels of the water table occur in late winter and spring and the lowest levels occur in the late summer and fall. Based on an interpreted groundwater flow direction, groundwater is expected to flow to the south-southeast from the source area. D.2 Sampling Activities D.2.1 Free Product Evaluation Free product was not encountered at the site during this assessment phase. Historically, 0.05 feet of free product was detected in well MW-1 in 2010. Former Sansing Grocery Bessemer City, Gaston County, North Carolina Terracon Project No. 71149657A Incident No. 27827 December 16, 2019 Responsive ■ Resourceful ■ Reliable 10 D.2.2 Groundwater Sampling Activities Terracon mobilized to the site on November 25, 2019 to collect groundwater samples from on- site monitoring wells MW-1 through MW-5 and on-site water supply well WSW-1 and replace O- Sox inserts in wells MW-1 and MW-5. The approximate locations of monitoring wells MW-1 through MW-5 are shown on Figure 2. During the sampling event, depth to water ranged from 30.19 feet bgs in well MW-5 to 32.55 feet bgs in well MW-3. Based on water level measurements, the groundwater flow direction is to the south-southwest. Current and historical groundwater elevation measurements are provided in Table 3. Following well development activities, groundwater samples were collected from the monitoring wells and water supply well WSW-1. The monitoring wells were allowed to recharge a minimum of 90 percent of the original well volume before samples were collected. A spigot at the residence was used to obtain a sample from water supply well WSW-1. The spigot was allowed to flow for approximately 15 minutes prior to collecting the sample. Flow from the spigot was reduced when the sample was collected. The samples and an equipment blank were placed in laboratory-supplied glassware, labeled, and stored in an ice-packed cooler. The samples, along with chain-of-custody documentation, were delivered to Pace Analytical Services, Inc. in Huntersville, North Carolina for analysis of VOCs by EPA Method 6200 including xylenes, MTBE, EDB, and IPE. Copies of field notes prepared during Terracon’s field activities are provided in Appendix C. D.2.3 Analytical Results Benzene (279 µg/L) and naphthalene (47.9 µg/L) were detected at concentrations above their respective 2L groundwater standards in well MW-1. Ethylbenzene, isopropylbenzene, n- propylbenzene, toluene, 1,2,4-trimethylbenzene, 1,3,5-trimethylbenzene and total xylenes were detected in well MW-1 below their respective 2L standards. Benzene (66.1 µg/L), naphthalene (138 µg/L), 1,2,4-trimethylbenzene (628 µg/L) and total xylenes (886 µg/L) were detected at concentrations above their respective 2L groundwater standards in well MW-5. Ethylbenzene, isopropylbenzene, n-propylbenzene, toluene and 1,3,5- trimethylbenzene were detected in well MW-5 below their respective 2L standards. Constituents of concern were not detected in wells MW-2, MW-3 or MW-4, the equipment blank or water supply well WSW-1 above the MDLs. The analytical results from this monitoring event are summarized in Table 2 and on Figure 4. A copy of the laboratory analytical report is provided in Appendix A. CONCLUSIONS AND RECOMMENDATIONS Based on information obtained during the completion of groundwater monitoring activities, Terracon provides the following conclusions and findings. Benzene and naphthalene were detected above their respective 2L groundwater standards in well MW-1. Ethylbenzene, isopropylbenzene, n-propylbenzene, toluene, 1,2,4- trimethylbenzene, 1,3,5-trimethylbenzene and total xylenes were detected in well MW-1 below their respective 2L standards. Benzene, naphthalene, 1,2,4-trimethylbenzene and total xylenes were detected at concentrations above their respective 2L groundwater standards in well MW-5. Ethylbenzene, isopropylbenzene, n-propylbenzene, toluene and 1,3,5-trimethylbenzene, were detected in well MW-5 below their respective 2L standards. No target constituents were detected in on-site water supply well WSW-1 or in monitoring wells MW-2, MW-3 and MW-4 above the MDLs. Constituent concentration trends have generally decreased in well MW-1 but have increased in well MW-5, most likely due to heterogeneity within the contaminant plume. Measurable free product was not detected in the on-site monitoring wells. None of the detected constituents exceeded the GCLs. Multiple water supply wells are located within 1,000 feet of the source area. Based on the data presented in the Subsequent Monitoring report, Terracon recommends the following: Replacement of O-Sox inserts in wells MW-1 and MW-5 quarterly. Sample the on-site monitoring wells and water supply well WSW-1 semi-annually to evaluate the status of water quality and the effectiveness of the O-Sox inserts.
