Perform source area treatment to reduce contamination levels to below 2L Standards. 3.0 Scope of Services 3.1 Contract Information The scope of services for this report was performed in general accordance with S&ME’s proposal number 43- 1700420B, dated August 19, 2019, scope of services was authorized by the North Carolina Department of Environmental Quality (NCDEQ’s) Task Authorization 19788-03, dated August 19. 2019, and within contract number N17002. 3.2 Approved Scope of Services S&ME’s approved Scope of Services for this Task Authorization included: gauging and collecting groundwater samples from 10 monitoring wells (MW-1 through MW-5, and MW-7 through MW-10, and DMW-1) and preparing this report. The scope of services was completed as proposed. 4.0 Site History and Characterization The site is currently used as an active gas station. The site is primarily covered in a concrete driveway and parking area. The fuel pumps are located to the south of the main building which is used as a retail market. Historically benzene has been detected at a concentration that exceeds the gross contamination level. The location of the site is depicted on Figure 1, Appendix I and an aerial of the site is depicted on Figure 2. 4.1 UST Owner and Operator Information Mr. Paul Strenio and Mr. Bobby Powers are listed as the primary owners of the eight USTs located at the subject property. The UST owner/operator information is provided in Table 1, Appendix II. Groundwater Monitoring Report Bostian Heights Supermarket, Incident No. 19788, MO-5610 2910 NC Highway 152 East China Grove, Rowan County, North Carolina S&ME Project No. 4305-17-146B December 20, 2019 5 4.2 UST Information Five USTs (One 7,500-gallon gasoline tank, two 1,000-gallon gasoline tanks, and two 1,000-gallon kerosene tanks) are associated with the incident. The five USTs were closed on May 17, 1991. Currently three gasoline USTs are in operation at the site. Information about the USTs are provided in Table 2. 4.3 Description of the UST Release A release was discovered on May 17, 1991, during the UST closure. 4.4 Site Characteristics The site is currently and was historically occupied by a retail automotive fueling station. Based upon the groundwater elevation map (Figure 3), groundwater flows generally to the west, southwest. 4.5 Owners and Occupants of Adjoining/Nearby Properties and Land Use The land use of the surrounding area is a mixture of residential and agricultural properties. A site map is provided as Figure 2. 4.6 Receptors/Potential Receptor Information Thirteen active water supply wells are located within 500 feet of the source area. Twelve additional water supply wells are located between 500 feet and 1,000 feet of the source area. No surface water bodies are located within 1,000 feet of the source area. The Bostian Heights Volunteer Fire Department is located approximately 600 feet to the east of the source area. Municipal water is not available to the area. Based on previous reports and groundwater elevation measurements, groundwater is expected to flow west, southwest. Three active water supply wells (WSW-15, WSW-16, and WSW-17) are located within 1,000 feet to the south west of the subject property. A receptor map is provided as Figure 5. 5.0 Current Site Assessment Information 5.1 Current Liquid Levels On September 25, 2019, S&ME was onsite to gauge liquid levels in monitor wells MW-1 through MW-5, MW-7 through MW-10 and DMW-1. The depth-to-water in the shallow monitoring wells ranged from 22.17 ft-BTOC in monitoring well MW-10 to 26.81 ft-BTOC in monitoring well MW-9. The groundwater elevation at deep monitoring well DMW-1 was calculated to be 833.13 ft (0.28 feet lower than in the adjacent shallow monitoring well MW-1, indicating a slight downward hydraulic gradient). Average groundwater levels as measured on September 25, 2019 were approximately 1.18 feet lower than those measured in September 2018. A summary of current and historic groundwater levels is included in Table 3 and the groundwater surface elevations based upon the September 25, 2019 measurements are depicted in Figure 3. Groundwater Monitoring Report Bostian Heights Supermarket, Incident No. 19788, MO-5610 2910 NC Highway 152 East China Grove, Rowan County, North Carolina S&ME Project No. 4305-17-146B December 20, 2019 6 5.2 Groundwater Monitoring Event On September 25, 2019, after measuring the depth-to-water, S&ME personnel purged monitoring wells MW-1 through MW-5, MW-7, MW-8, MW-9, MW-10, and DMW-1 with disposable polyethylene bailers or a peristaltic pump of at least three well volumes or until dry. After completing the well purging, S&ME personnel collected groundwater samples from the monitoring wells. The groundwater sample was placed in laboratory-supplied containers, stored in a cooler with ice, and shipped under chain-of-custody procedures to Con-Test Analytical Laboratory (Con-Test), a North Carolina certified laboratory, for laboratory analysis. The groundwater samples were analyzed for volatile organic compounds (VOCs) including ethanol, by EPA Method 6200B. The sampling summary sheets are provided in Appendix III. 5.3 Summary of Groundwater Information The September 25, 2019, monitoring well sampling results are summarized in Table 4. Fourteen petroleum related compounds detected at concentrations exceeding their respective 2L Standards, with exceedances of the 2L Standards detected in six (MW-1, MW-3, MW-4, MW-5, MW-7, and MW-10) of the ten monitoring wells sampled. One compound, tetrachloroethylene (PCE), was detected at a concentration of 1.4 micrograms per liter (µg/L) in the sample collected from monitoring well DMW-1 and from MW-4 at 0.82 µg/L, which exceeds the 2L Standard of 0.7 µg/L. No compounds were detected at concentrations greater than their respective 2L Standards in the sample collected from monitoring well MW-8, and no compounds were detected greater than the laboratory method detection limit in the samples collected from monitoring wells MW-2 and MW-9. Figure 4 graphically depicts the contaminants detected at concentrations exceeding the 2L Standards in the groundwater samples collected. The laboratory analytical reports are included in Appendix IV. 5.4 Quality Assurance/Quality Control During the groundwater sampling event, S&ME also collected a field blank for quality assurance/quality control purposes. The field blank sample was placed in laboratory-supplied containers, stored in a cooler with ice, and shipped under chain-of-custody procedures to Con-Test for laboratory analysis for VOCs by EPA Method 6200B including ethanol. Methylene Chloride was detected above the method detection limit but below the 2L Standard in the field blank. No other constituents were detected. Methylene Chloride was not detected in the monitor wells sampled. 5.5 Regional and Site Geology and Hydrogeology 5.5.1 Soil and Bedrock Soils underlying the site consist of moderately eroded Cecil sandy clay loam with 2 to 8 percent slopes. According to the 1985 USGS Geologic Map of North Carolina, the site is underlain by the Charlotte Belt of the Piedmont Groundwater Monitoring Report Bostian Heights Supermarket, Incident No. 19788, MO-5610 2910 NC Highway 152 East China Grove, Rowan County, North Carolina S&ME Project No. 4305-17-146B December 20, 2019 7 Physiographic province. Bedrock in this area is characterized as metavolcanic rock which is interbedded felsic to mafic tuffs and flowrock. 5.5.2 Hydrogeology Based upon measurements collected on September 25, 2019, groundwater at the site flows generally toward the west, southwest (Figure 3). 5.6 Evaluation of Groundwater Assessment Information 5.6.1 Current Extent and Severity of Contamination Groundwater contamination at the site is currently present in the groundwater samples collected from monitoring wells MW-1, MW-3, MW-4, MW-5, MW-7, MW-10, and DMW-1, but not monitoring wells MW-2, MW-8, and MW- 9. Concentrations of petroleum contaminants are not decreasing at consistent trends at the site. The recent results are generally less than prior historical highs, with no apparent indications (i.e., no ethanol) of an ongoing release. Groundwater flow is generally toward the west, southwest. The extent of groundwater contamination is not defined to the west or south. 5.6.2 Cleanup Levels Achieved  Soil (soil-to-groundwater maximum soil contaminant concentrations) No  Groundwater (2L standard concentrations) No  Free product (Not measured at the site) Yes 6.0 Conclusion and Recommendations Based on the current and historical assessment information for the site, the following conclusions are presented: 1. The UST Incident meets the following conditions for a High Risk classification: A. There are two water supply wells (WSW-1 and WSW-2) within 250 feet of the source area, and 20 additional active drinking water supply wells within 1,000 feet of the source area. Municipal water is not available to the properties with the water supply wells. B. Contaminant concentrations in the groundwater exceed the 2L Standards. C. Contaminant concentrations in the soil exceed the Soil-to-Groundwater MSCCs. 2. Contaminant concentrations in the groundwater are not decreasing at a consistent trend. Based on the above, the following recommendations are presented: 1. Continue periodic monitoring of monitoring wells and water supply wells. 2. Perform source area treatment to reduce contamination levels.
