The nearest residence (20901 Academy Street) is located approximately 260 feet south
of the source area.

The nearest recreational area/park is located approximately 300 feet west of the source
area.
3. What is the zoning status of properties in the surrounding area?
The eastern adjacent properties are zoned as NMX Neighborhood Mixed Use. The
southern and western properties are zoned as NR (Neighborhood Residential). The
site is bound to the north by Catawba Avenue. Properties located north of Catawba
Avenue are zoned as NMX and NR.
4. Briefly characterize the use and activities of the land in the surrounding area.
The land use in the surrounding area is primarily commercial retail and small business
offices. The site is bound by Catawba Avenue to the north and Smith Circle to the
east. Commercial businesses are located on the adjacent properties (Figure 2).
C. RECEPTOR INFORMATION
1.Water Supply Wells
To determine the presence of water supply wells in the vicinity of the project site, Terracon
performed a “windshield” survey of the area to identify exposure pathways (i.e., surface water
features and water supply wellheads) and sensitive receptors (e.g., schools, daycare facilities,
and hospitals). Terracon utilized Mecklenburg County’s online GIS website to determine the
extent of municipal water in the area.
Based on Terracon’s site reconnaissance and information provided by the Mecklenburg County
online GIS website, no water supply wells are located within 1,500 feet of the site. According to
the Mecklenburg County Online GIS website, municipal water is available to the residences and
commercial properties within 1,500 feet of the source area.

2.Public Water Supplies
According to information obtained from the Mecklenburg County online GIS website, potable
water is provided to the site and surrounding residences and commercial properties. Municipal
water is provided by Charlotte Water which retrieves its water from Lake Norman.
3.Surface Water
According to the USGS Topographic Map, Cornelius, North Carolina Quadrangle dated 1993,
an unnamed tributary of McDowell Creek is located approximately 1,030 feet southeast of the
source area.
4.Wellhead Protection Areas
According to NCDEQ Public Water Supply information, the source area for the release is not
located within 1,500 feet of a wellhead protection area as defined in 42 USC 300h-7(e).
5.Deep Aquifers in the Coastal Plain Physiographic Region
Based upon the Geologic Map of North Carolina (1985), the site is located within the Charlotte
Belt of the Piedmont Physiographic Province of North Carolina; therefore, concerns related to
deep aquifers situated within the Atlantic Coastal Plain do not apply to this site.
6.Subsurface Structures
According to the underground utility locating survey conducted at the site prior to the installation
of monitoring well MW-1, a 6-inch municipal water main, and buried electrical and telephone
lines run parallel to Catawba Avenue to the north and adjacent to the former UST basin.
7.Property Owners and Occupants
According to the Mecklenburg County GIS website, the subject property is currently owned by
Catawba Enterprises Group LLC. The site is developed with four small buildings occupied by
commercial and healthcare businesses. The building located south and adjacent to the former
UST basin is currently occupied by Hybrid | FIT. The remaining buildings are occupied by
Symmetry Pet Grooming, Hoctor Chiropractic and Family Wellness, and CrossFit Cornelius.
D. SITE GEOLOGY AND HYDROGEOLOGY
Based upon the Geologic Map of North Carolina (1985), the site is located within the Charlotte
Belt of the Piedmont Physiographic Province. The Piedmont generally consists of low, rounded

hills and long rolling northeast to southwest trending ridges with incised creeks and river
channels. Based on the geologic map, the site is underlain by metamorphosed quartz diorite.
In-place chemical and physical weathering of parent rocks typically form residual soils in the
Piedmont region. Weathering is facilitated by the presence of fractures, joints, and less
resistant minerals in the rock. In areas not altered by erosion, alluvial deposition or the activities
of man, the typical residual soil profile consists of clay-rich unconsolidated materials at the
surface, transitioning to sandy silts and silty sands at depth. Typically, the boundary between
soil and rock is not sharply defined. This transitional zone is termed “partially weathered rock”
or saprolite. According to information obtained from the Mecklenburg County Soil Survey, soils
on the site are mapped as Cecil-Urban land complex (CuB). Cecil soils are typically well
drained, have moderate permeability and are formed from saprolite derived from granite, gneiss
and schist. Urban land indicates soils that have been graded, filled or cut by man-made
activities such that the natural characteristics of the soils have been altered or graded. Based on
our characterization of soils obtained from soil boring SB/MW-1, soils from 0 to 18 feet below
ground surface (bgs) consisted of red clayey silt as fill. Residual soils encountered from 18 to
42 feet bgs consisted of red tan and brown clayey silt. Partially weathered rock (PWR) was
encountered from 40 to 42 feet bgs.
In the Piedmont, groundwater generally occurs in pore spaces within soils and in the structural
features present in the underlying rock (i.e. joints, fractures, and faults). Recharge to the water
table is primarily by precipitation infiltrating the surficial soils and percolating downward under
the influence of gravity to the water table (vadose zone). Typically, the water table is not a level
surface, but a subdued reflection of the land surface. The depth to the water table is not
consistent and is dependent upon several factors that include the amount of rainfall,
permeability of the soil, the extent of fracturing in the underlying rock and the influences of
groundwater pumping. Groundwater typically flows in directions parallel to the ground surface
and under the influence of gravity, migrates to discharge points such as surface water features,
the toes of slopes or natural springs.
Please note that fluctuations in the depth of the water table can be expected depending on
variations in precipitation, surface water run-off and other factors not evident at the time of our
subsurface exploration. Normally, the highest levels of the water table occur in late winter and
spring and the lowest levels occur in the late summer and fall. Based on the site topography, the
source area is located near the crest of a local topographic high that generally parallels
Catawba Avenue. Groundwater at the site is likely expected to flow to the north-northeast.
E. SOIL AND GROUNDWATER ASSESSMENT
Prior to intrusive activities, Terracon submitted a locate request to the public utility locator [NC
811] to arrange for location of underground utilities from the street to the utility meter. As an

added measure of safety, Terracon subcontracted Probe Utility Locating to conduct private
utility locating services at the boring location. Terracon mobilized to the site on November 14,
2019 to install groundwater monitoring well MW-1 in the vicinity of the northeastern corner of the
former tank basin and conduct soil and groundwater sampling activities associated with the
completion of this LSA. An earlier assessment (UST Closure Report, dated January 1999) by
Geo-Environmental Consultants, Inc. reported the removal of two 1,000-gallon underground
gasoline storage tanks from the basin and identified petroleum constituents in the soils. The
highest levels of gasoline constituents were detected at sampling location S-3 within the
northeastern corner of the basin. Terracon subcontracted Innovative Environmental
Technologies (IET) Inc., a North Carolina licensed drilling company to advance one soil boring
using direct-push technology and Macro-Core® samplers. Monitoring well MW-1 was installed
utilizing hollow stem auger (HSA) drilling techniques with an AMS Power Probe 9520 drill rig.
Soil characteristics including soil type, color, moisture, and odor were documented in the field
and recorded on the boring log included in Appendix A. Based on our characterization of soils
obtained from soil boring SB/MW-1, soils from 0 to 18 feet bgs consisted of red clayey silt as fill.
Residual soils encountered from 18 to 42 feet bgs consisted of red tan and brown clayey silt.
Partially weathered rock (PWR) was encountered from 40 to 42 feet bgs. The soils were
screened in the field for the presence of organic vapors with a photo-ionization detector (PID).
PID readings ranged from 0 (near surface soils) to 887.5 parts per million (ppm) at a depth of 15
to 20 feet bgs. Groundwater was encountered at a depth of 32.50 feet below the top of the well
casing (btoc) in well MW-1. Soil sample (S-1) was collected from the 15 to 20 ft. depth interval
via the Macro-Core® sampler for laboratory analysis.
Permanent Type II monitoring well MW-1 was installed in boring S-1 using the following
procedures:
n Installation of 10 feet of two-inch diameter, 0.010-inch machine slotted Schedule 40 PVC
well screen with a threaded bottom cap from approximately 40 to 30 feet bgs;
n Installation of two-inch diameter, threaded, flush-joint PVC riser pipe from 30 feet bgs to
surface;
n Addition of pre-sieved 20/40 grade silica sand as a sand pack around the well screen
from the bottom of the boring to approximately two-feet above the top of the well screen;
n Addition of approximately twenty five-feet of hydrated bentonite chips on top of the sand
pack;
n Grout remaining annulus above the bentonite seal to the land surface; and
n Installation of a flush mounted protective cover sealed in a two-foot by two-foot concrete
pad.

The monitoring well construction details are summarized on Table 2. Well construction records
are provided in Appendix B. Photographs and copies of field notes are provided in Appendix
C.
Soil Analytical Results
Soil sample S-1 was placed in laboratory-supplied glassware, labeled and stored in an ice-
packed cooler. The sample, along with chain-of-custody documentation, was delivered to Pace
Analytical Services in Huntersville, North Carolina for analysis of volatile organic compounds
(VOCs) by EPA Method 8260B, semi-volatile organic compounds (SVOCs) by EPA Method
8270, and extractible petroleum hydrocarbons (EPH) and volatile petroleum hydrocarbons
(VPH) by MADEP Methods.
The analytical results for soil sample S-1 were compared to the NCDEQ Soil-to-Water Maximum
Soil Contaminant Concentrations (MSCCs). VOCs exceeding their respective MSCCs include
benzene (0.0138 milligrams per kilogram [mg/kg]), EDB (0.014 mg/kg) and naphthalene (1.11
mg/kg). Naphthalene, also considered an SVOC constituent, was detected at a concentration
above its MSCC at 0.309J mg/kg. The C05-C08 aliphatic fraction and C09-C10 aromatic
fraction in the VPH analysis were detected above their respective Soil-to-Water MSCCs. No
constituents were detected in the EPH analysis above the method detection limit. The soil
analytical results are summarized in Table 2. A copy of the laboratory report is included in
Appendix D.
Groundwater Analytical Results
Well MW-1 was purged a minimum of three well volumes using a new, clean polyethylene bailer
prior to sample collection. The groundwater sample was placed in laboratory-supplied
glassware, labeled and stored in an ice-packed cooler. The sample, along with chain-of-custody
documentation, was delivered to Pace Analytical Laboratory, in Huntersville, North Carolina for
analysis of VOCs by EPA Method 6200B including MTBE, EDB and IPE.
The analytical results for groundwater sample MW-1 were compared to the NCDEQ 15A NCAC
2L groundwater quality standards. EDB (66.6 micrograms per liter [µg/L]) was detected above
its Gross Contamination Level (GCL) while benzene (1,850 µg/L), 1,2-dichloroethane (39.2
µg/L), ethylbenzene (638 µg/L), naphthalene (246 µg/L), n-propylbenzene (78.2 µg/L) and total
xylenes (2,808 µg/L) exceeded their respective 2L standards. The groundwater analytical
results are summarized in Table 4 and depicted on Figure 3. A copy of the laboratory report is
included in Appendix D.
To summarize our findings, Terracon installed on-site monitoring well MW-1 near the
northeastern corner of the former tank basin on November 14, 2019. The location of the well

was selected based on previous soil sampling activities associated with the removal of the on-
site USTs. Soil analytical results from the boring for well MW-1 exceeded the Soil-to-Water
MSCCs for benzene, EDB, naphthalene, the C05-C08 aliphatic fraction and the C09-C10
aromatic fraction. Well MW-1 was installed to a depth of 40 feet bgs and screened from 30 to 40
feet bgs. Analytical results indicated EDB exceeded its GCL and benzene, 1,2-dichloroethane,
ethylbenzene, naphthalene, n-propylbenzene and xylenes exceeded their respective 2L
groundwater standards in well MW-1.
F. CONCLUSIONS AND RECOMMENDATIONS
Based on information obtained during the completion of this Limited Site Assessment, Terracon
provides the following conclusions and findings:
n Soils impacted by petroleum constituents above Soil-to-Water MSCCs were detected in
sample S-1 near the northeastern corner of the former UST basin. None of the constituents
exceeded the Residential Soil Cleanup Levels.
n Seven petroleum constituents were detected in the groundwater sample from monitoring
well MW-1 at concentrations above their respective 2L standards.
n EDB was detected in well MW-1 above its established GCL.
n Free product was not observed in the on-site monitoring well.
n Groundwater flow at the site has not been determined but based on topography is likely to
flow to the north-northeast.
n No water supply wells were identified within 1,000 feet of the source area.
n The nearest surface water feature, an unnamed tributary of McDowell Creek is located
approximately 1,030 feet southeast of the source area.
Recommendations
Based on the results of this Limited Site Assessment, Terracon recommends the following
additional assessment activities:
n Sample the on-site groundwater monitoring well in approximately six (6) months from the
previous sampling date (sampling in May 2020).
n Following future sampling activities, if petroleum constituent levels decrease to below
GCLs, Terracon recommends site closer with a Notice of Residual Petroleum.
n If EDB is detected above its established GCL level, Terracon recommends installing a
biological or chemical remediation insert to reduce the concentrations of dissolved-phase
petroleum constituents in the well on a semi-annual basis.
