(ATC) has completed a Monitoring Report documenting the sampling of six on-site monitoring wells and two water supply wells for Gunter’s Grocery, located at 2328 Sandy Springs Road in Harmony, North Carolina. The groundwater sampling event was performed based on a October 11, 2019, Task Authorization (TA-02) by the Trust Fund Branch of the Underground Storage Tank (UST) Section, Division of Waste Management, North Carolina Department of Environmental Quality (NCDEQ). The work is being performed as part of the State Lead Contract #N17004 between NCDEQ and ATC. Former petroleum USTs at the site released petroleum product to the subsurface prior to their removal in 1998. The site is currently occupied by a convenience store and grill with retail fuel operations associated with the store using a separate, newer UST system. The site has a small auto repair shop. In accordance with TA-02, ATC collected groundwater samples from six groundwater monitoring wells (MW-1, MW-2, MW-4, MW-5, MW-6, and MW-7) and two water supply wells (WSW-1 and WSW-2A) located within a 1,000-foot radius of the site. Based on the recent and historical assessment activities, the following site conditions are noted:  Municipal water is not available to the area, and there are 2 active (WSW-1 and WSW-2A) and one inactive (WSW-2) water supply wells located within 1,000 feet of the source area;  Light non-aqueous phase liquid (LNAPL) has not been observed in any of the monitoring wells. There are no current exceedances of the Gross Contamination Levels (GCLs), although monitoring well MW-1 contained a concentration of methyl tertiary butyl ether (MTBE) at 19,200 micrograms per liter (µg/L) compared to GCL of 20,000 µg/L;  Volatile organic compounds (VOCs) were detected at concentrations exceeding the 15A NCAC 02L Groundwater Quality Standards (2L Standards) in monitoring wells MW-1, MW-2, MW-6, and MW-7;  Concentrations of VOCs in MW-1 decreased by 22 percent (MTBE) to 75 percent (toluene) since the January 2018 sampling event, while concentrations in MW-2, MW-6, and MW-7 increased by approximately 160 to 200 percent. Concentrations in MW-4 remained below detection limits;  Three oxygenates, tert-amyl alcohol (TAA), tert-amylmethyl ether (TAME), and tert-butyl alcohol (TBA), were detected in monitoring wells MW-1 and MW-2. Due to the lack of historical analyses of these compounds, and the presence of these oxygenates in MW-2 associated with the former USTs, the possible source of the oxygenates is the prior UST system and prior release;  No constituents were detected in water supply wells WSW-1 or WSW-2A; and  The depth to groundwater ranges from approximately 31 to 39 ft-bgs, with groundwater flow towards the south-southwest of the site. The historical groundwater level and sampling data for monitoring well MW-1 indicate that concentrations increase as groundwater levels rise, suggesting residual petroleum in the soil at and above the average groundwater elevation. Based on these results and pending available funds from the Trust Fund Program, ATC recommends conducting an Aggressive Fluid Vapor Recovery Monitoring Report February 12, 2020 Gunter’s Grocery, Incident #17478, Harmony, NC ATC Project# SLP1747802 3 (AFVR) event using wells MW-1 and possibly MW-6 and MW-7. Following the AFVR event, ATC recommends sampling of wells MW-1, MW-2, MW-4, MW-6 and MW-7 to evaluate the effectiveness of the remediation efforts. ATC also recommends conducting an updated receptor survey. 3.0 SITE DESCRIPTION 3.1 Site Characterization ATC, under contract to the NCDEQ, provided environmental consulting services at the Gunter’s Grocery property, located at 2328 Sandy Springs Road, in Harmony, Iredell County, North Carolina. Figure 1 depicts the site location on a topographic map. The site currently operates as Red Sea Grocery III, a retail convenience store and grill with retail fuel operations associated with the store. One above ground storage tank for used oil exists for an on-site auto repair shop, which has no secondary containment. Two active potable water supply wells (WSW-1 and WSW-2A) have been previously identified within 1,000 feet of the site. Municipal water is not currently available to the site vicinity. Figure 2 indicates the location of water supply wells in the site vicinity, and Table 1 provides the water supply well information. 3.2 Site Background The two former 4,000- gallon gasoline USTs were removed by Triad Environmental Consultants, Inc. in June 1996. Tank closure samples indicated total petroleum hydrocarbon (TPH) exceeding action levels beneath the former USTs, dispensers, and product lines. A new UST system was installed at the site in 1997. On November 11, 1998, Mid-Atlantic Associates, P.A. (Mid-Atlantic) advanced soils borings in the locations of the formers USTs, dispensers, and product lines. Impact was observed to be the highest on the south side of the former dispensers and product lines. In August 2001 Mid- Atlantic oversaw the installation of five Type II monitoring wells (MW-1, MW-2, MW-3, MW- 4, and MW-5) and conducted subsequent groundwater sampling. The wells were installed to depths between 43 and 45 feet below ground surface (ft-bgs). The groundwater samples indicated impact above 2L standards in wells MW-1 and MW-2. Prior to the installation of the Type II monitoring wells, a casing was installed to a depth of 86 ft-bgs for a Type III bedrock well. Following the casing installation the boring was advanced to roughly 175 feet-bgs and abandoned since no fractures or water bearing units were encountered. S&ME, Inc. conducted a mobile multi-phase extraction (MMPE) event on the site in March 2004. The MMPE event took place between March 22 and March 26, 2004, with approximately 96 hours of recovery over the 5-day period. Monitoring wells MW-1 and MW-2 were used for recovery. A total of 6,384 gallons of impacted groundwater were removed and an estimated 214 pounds of VOCs were recovered in the form of vapor. On December 13, 2006, Terraine, Inc. oversaw the installation of monitoring wells MW-6 and MW-7. The wells were installed to 45 ft-bgs. The subsequent groundwater sampling event results showed concentrations of several constituents exceeding their respective 2L Standards in the sample taken from well MW-1, with benzene exceeding the 2L Standard in the samples Monitoring Report February 12, 2020 Gunter’s Grocery, Incident #17478, Harmony, NC ATC Project# SLP1747802 4 collected from wells MW-2, MW-6, and MW-7. On January 22, 2018, ATC performed groundwater monitoring activities at the site including the sampling of five on-site monitoring wells (MW-1, MW-2, MW-4, MW-6, and MW-7), as well as two active potable water supply wells (WSW-1 and WSW-2A) located within a 1,000-foot radius of the site. The results from the groundwater sampling event indicated concentrations of BTEX and several other petroleum-related constituents exceeding their respective 2L Standards and MTBE exceeding the Gross Contamination Level (GCL) in monitoring well MW-1. MTBE was detected above the 2L Standard in monitoring wells MW-2 and MW-6. No VOCs were detected in the samples from water supply wells WSW-1 and WSW-2A. This data is consistent with previous analytical results for water supply wells WSW-1 and WSW-2A. Water supply wells WSW-1 and WSW-2A are north of the site and appear to be upgradient of subsurface impact based on historical groundwater flow towards the south-southwest of the site. Two water supply wells (WSW-1 and WSW-2A) have been reported to be active and located within 1,000 feet of the source. Water supply well WSW-2 located approximately 250 feet northeast of the source and has been reportedly abandoned, although ATC does not have record of the abandonment. Historically, a water supply well was noted at the property located at 2298 Sandy Springs Road (residence located approximately 540 feet southeast of the site), but has not been reported to be present or to have been sampled over the past few years. Also, the residence at 2321 Sandy Springs Road (residence located approximately 240 feet southeast of the site) appears to have been vacant for several years, but reportedly used a spring as a water supply. 3.3 Site and Regional Geology According to the Geologic Map of North Carolina, produced by the State of North Carolina in 1985, the Site lies in the Inner Piedmont Belt of the Piedmont Physiographic Province of North Carolina. The rock type at the site has been identified as mica schist, which is crystalline metamorphic rock. The shallow subsurface in most areas of the Piedmont contains residual soil overburden, including structure-free residuum, saprolite, and partially weathered rock (PWR) that derive from in-place weathering of the crystalline bedrock. Occasional areas containing recent deposits of alluvium in the uppermost subsurface are found near streams and rivers. Saprolite and PWR typically contain some relict structures from the original rock material. Depth to rock ranges from ground surface at occasional outcrops to depths of greater than 100 feet in areas of easily weathered rock. Boring logs note the presence of sandy to silty clay at depths up to 45 ft-bgs, during the installation of the shallow monitoring wells. Bedrock consisting of micaceous schist was encountered during the advancement of the previously mentioned, abandoned, deep monitoring well at roughly 86 ft-bgs. 3.4 Site and Regional Hydrogeology The shallow aquifer occurrence varies in depth from ground surface at springs, creeks, and rivers to as deep as 50 feet or more beneath upland surfaces in some parts of the Piedmont. Water in the alluvium or unconsolidated residual material, including saprolite and PWR, usually behaves as an unconfined aquifer, or water table, and will yield water with head elevation equivalent to the first elevation where water was encountered. Permeability varies with lithology and is typically relatively low in residual soils, with higher permeability in saprolite or PWR due to relict rock Monitoring Report February 12, 2020 Gunter’s Grocery, Incident #17478, Harmony, NC ATC Project# SLP1747802 5 texture and variable susceptibility to weathering exhibited by different minerals in the rock. Groundwater flow in residual soils or alluvium is usually in rough concurrence with local topographic conditions and is toward local drainage features. Based on the data from the monitoring well network, shallow groundwater flows generally to the south-southwest. Depth to water at the site ranges from approximately 31 to 34 ft-bgs, based on the current groundwater data, with flow to the southwest, similar to the topographic slope of the local area. The bedrock fractures or other planar features of the Piedmont Physiographic Province generally constitute the bedrock aquifer, with the surrounding rock material being effectively impermeable. Along with fractures, contacts between rock bodies probably constitute zones of significant groundwater occurrence in the bedrock. The surrounding material and overlying residuum tend to make the bedrock aquifer a semi-confined aquifer. That is, the overlying water and soil weight normally results in pressure that causes water in a borehole, which intersects a fracture or other feature, to rise above the elevation of the fracture or feature. Modern water supply wells in the Piedmont, likely including those in the site vicinity, are typically installed with a surface casing through the unconsolidated material, and an open borehole into the bedrock where water-bearing fractures are encountered. 4.0 GROUNDWATER CHARACTERIZATION 4.1 Water Supply Wells Two active potable water supply wells (WSW-1 and WSW-2A) have been identified within 1,000 feet of the site. Both wells, WSW-1 and WSW-2A, are currently being used for residential use as municipal water is not available to the nearby area. The former WSW-2 was replaced by WSW-2A late in the fourth quarter of 2013 on the property owned by the Gunters across Sandy Springs Road. Figure 2 depicts the locations of the water supply wells on an aerial overlay with radial distances from the site. Table 1 summarizes water supply well information. As part of TA- 02, ATC sampled water supply wells WSW-1 and WSW-2A on October 18, 2019, by purging the nearest accessible spigot or faucet to the wellhead for a minimum of five minutes. The samples were collected in laboratory-supplied containers; entered into chain of custody control; placed on ice; and shipped to North Carolina accredited Pace Analytical Services, LLC, in Huntersville, North Carolina. The groundwater samples were analyzed by EPA Method 6200B for VOCs including petroleum constituents, ethanol, and oxygenates. No constituents were detected in the two water supply well samples. Note that wells WSW-1 and WSW-2A are located upgradient of the source area. Table 2 summarizes current water supply well analytical results, and Table 3 summarizes historical water supply well analytical results. Field notes from the October 18, 2019, groundwater monitoring event are presented in Appendix A. The analytical report is included in Appendix B. 4.2 Groundwater Levels On October 18, 2019, ATC conducted a groundwater monitoring event. Water levels were gauged in monitoring wells MW-1, MW-2, MW-4, MW-5, MW-6, and MW-7. Well MW-3 was reportedly destroyed. LNAPL was not detected in the monitoring well network. Table 4 presents monitoring well construction details. Figure 3 depicts the monitoring well locations on a site map. Groundwater elevation data are summarized in Table 5. A groundwater contour map Monitoring Report February 12, 2020 Gunter’s Grocery, Incident #17478, Harmony, NC ATC Project# SLP1747802 6 depicting groundwater flow is presented in Figure 4, which illustrates flow towards the south- southwest which is consistent with previous interpretations. 4.3 Groundwater Quality On October 18, 2019, groundwater samples were collected from monitoring wells MW-1, MW-2, MW-4, MW-5, MW-6, and MW-7. During sampling activities, a three-volume well purge was implemented prior to groundwater sample collection to ensure representative groundwater samples. The groundwater samples from the monitoring well network were analyzed by EPA Method 6200B, including ethanol and oxygenates in the same manner as the water-supply wells. The analytical report is included in Appendix B. Water quality field parameter readings for each well are presented in Table 6. Current groundwater analytical results are summarized in Table 7. Historical groundwater analytical results are shown in Table 8. The groundwater analytical results were compared to the 2L Standards and GCLs. Chart 1 illustrates the groundwater elevations and concentrations of benzene and MTBE in monitoring well MW-1 with time. The historical groundwater level and sampling data for monitoring well MW-1 indicate that concentrations increase as groundwater levels rise, suggesting residual petroleum in the soil at and above the average groundwater elevation. Groundwater analytical results indicated the following:  VOCs were detected at concentrations exceeding the 2L Standards in monitoring wells MW-1, MW-2, MW-6, and MW-7, with the greatest concentrations in MW-1;  Oxygenates were detected at concentrations exceeding the 2L Standards in monitoring wells MW-1 and MW-2. Note that the recent sampling event is the first event that included the analysis of oxygenates;  Concentrations in MW-1 decreased by approximately 54 percent since the January 2018 sampling event, while concentrations in MW-2, MW-6 and MW-7 increased by approximately 160 to 200 percent. Concentrations in MW-4 remained below detection limits; Isoconcentration maps for dissolved benzene and MTBE are depicted in Figure 5 and Figure 6, respectively. Figure 7 depicts concentrations of additional detected compounds. As part of ATC’s quality assurance and quality control (QA and QC) measures, a data review of the laboratory reports was conducted. During the review, it was found that the samples were received from the laboratory in acceptable condition and properly preserved. The samples were analyzed within correct holding times and reported within the lab report, and the chain of custody was properly completed by all parties. The laboratory QC report shows that an internal blank was analyzed for each method that was used for the original samples. The laboratory fortified blank (LFB) and laboratory control sample (LCS) data results were also provided for each analytical method. ATC also collected a field blank during the groundwater monitoring event, and no constituents were detected in the field blank. Refer to the laboratory reports in Appendix B for details regarding QA results for the laboratory samples and any noted exceptions. Overall, ATC concludes that the laboratory results are usable and any exceptions do not significantly impact the conclusions presented in this report. Monitoring Report February 12, 2020 Gunter’s Grocery, Incident #17478, Harmony, NC ATC Project# SLP1747802 7 5.0 CONCLUSIONS AND RECOMMENDATIONS On behalf of the Trust Fund Branch of the UST Section, ATC submits this Monitoring Report documenting the October 18, 2019, sampling event for Gunter’s Grocery, located at 2328 Sandy Springs Road in Harmony, Iredell County, North Carolina.
