State-Lead Monitoring Report Former General Store, Incident # 14249 861 Oakridge Farm Highway Mooresville, North Carolina S&ME Project No. 4305-18-195A January 3, 2020 2 2.0 Executive Summary On September 12, 2019, S&ME conducted groundwater sampling at The General Store site in Mooresville, Iredell County, North Carolina. The laboratory analytical results indicated that constituents were reported in the monitoring well samples at concentrations above the 15A NCAC 2L .202 Groundwater Quality Standards (2L Standards) and Gross Contamination Levels (GCLs). The monitoring wells with the highest constituent concentrations are provided below. However, this groundwater monitoring event for the reporting period showed an increase in Benzene concentrations in three of the seven wells sampled, monitoring wells MW-9, MW-11 and MW-12. Of particular note is the significant decrease in benzene concentrations in the groundwater samples collected from monitoring wells MW-1, MW-8, and RW-1, while the benzene concentrations were relatively stable in the groundwater samples collected from monitoring well MW-4.  Based upon information provided in Geological Resources, Inc.’s Mobile Multi-Phase Extraction and Ground Water Monitoring Report, dated December 5, 2017, 27 water supply wells are located within 1,000 feet of the source area. In addition, no surface water bodies are located within 500 feet of the source area. State-Lead Monitoring Report Former General Store, Incident # 14249 861 Oakridge Farm Highway Mooresville, North Carolina S&ME Project No. 4305-18-195A January 3, 2020 3 3.0 Scope of Services 3.1 Contract Information The scope of services for this report was performed in general accordance with S&ME’s proposal number 43- 1800699, dated September 5, 2019. The scope of services was authorized by the North Carolina Department of Environmental Quality (NCDEQ’s) Task Authorization No. 14249-02, dated September 9, 2019, and within NCDEQ/S&ME Contract No. N17002. 3.2 Approved Scope of Services S&ME’s approved Scopes of Services for this Task Authorization included: Collect groundwater samples from monitoring wells MW-1, MW-4, MW-8, MW-9, MW-11, and MW-12 and recovery well RW-1 with analysis by 6200B; abandonment of monitoring wells MW-3 and MW-6; and, Preparation and submittal of this report. These services were completed as proposed. State-Lead Monitoring Report Former General Store, Incident # 14249 861 Oakridge Farm Highway Mooresville, North Carolina S&ME Project No. 4305-18-195A January 3, 2020 4 4.0 Site History and Characterization The location of the UST site is depicted on Figure 1, Appendix I and an aerial of the site is depicted on Figure 2. 4.1 UST Owner and Operator Information See Table 1, Appendix II for UST Owner and Operator Information. 4.2 UST Information See Table 2 for UST Information and Figure 2 for locations of the former USTs. 4.3 Description of Release  Date discovered: December 1994  Cause and Source: The cause of the release from the former UST system is unknown. 4.4 Site Characteristics  The site is currently a tanning salon and fitness center. Historically, the site was utilized as a retail automotive fueling station.  Based upon the groundwater elevation map (Figure 3), groundwater flows toward the south from the source area. 4.5 Adjoining Property Information Details regarding the adjacent properties are summarized in Table 3. Refer to Figure 4 for the location of these properties relative to the site. The site is located in an area generally consisting of residential properties and undeveloped properties, with a few commercial properties. 4.6 Receptor and Potential Receptor Information According to the Mobile Multiphase Extraction and Ground Water Monitoring Report, submitted by Geological Resources, Inc. on December 4, 2017, 27 water supply wells are located within 1,000 feet of the source area. In addition, two inactive water supply wells (WSW-1 and WSW-2) and one active water supply well WSW-6 are located within 250 feet of the source area. State-Lead Monitoring Report Former General Store, Incident # 14249 861 Oakridge Farm Highway Mooresville, North Carolina S&ME Project No. 4305-18-195A January 3, 2020 5 5.0 Current/Historical Assessment Information 5.1 Current Water Levels and Free Product On September 12, 2019, S&ME was onsite to gauge liquid levels in shallow monitoring wells MW-1, MW-4, MW-8, MW-9, MW-11, and MW-12, and recovery well RW-1. Free product was not measured in any of the monitoring wells gauged during this sampling event. The depth to water measurements in the monitoring wells ranged from 9.12 feet below top of casing (ft-BTOC) in monitoring well MW-9 to 15.47 ft-BTOC in monitoring well MW-4. The depth to water measurement in recovery well RW-1 was 14.32 ft-BTOC. The depth to groundwater measurements and groundwater elevations are provided in Table 5. 5.2 Groundwater Monitoring Event After measuring the liquid levels, S&ME personnel purged monitoring wells MW-1, MW-4, MW-8, MW-9, MW-11, and MW-12, and recovery well RW-1, with disposable polyethylene bailers or submersible pump by purging the wells of at least three well volumes or until dry. The wells were allowed to recharge and suspended sediments allowed to settle. After completing the well purging, S&ME personnel collected a groundwater sample from each monitoring well. The groundwater samples were placed in laboratory-supplied containers, stored in a cooler with ice, and shipped under chain-of-custody procedures to Con-Test Analytical Laboratory, a North Carolina certified laboratory for laboratory analysis. The groundwater samples were analyzed for volatile organic compounds by Standard Method 6200B. The sampling summary sheets are provided in Appendix III. The laboratory analytical report and chain- of-custody form are included in Appendix IV. In addition, monitoring wells MW-3 and MW-6 were abandoned during this monitoring event. The well abandonment was performed by a North Carolina Certified Well Driller. Documentation of the well abandonment is included in Appendix III. 5.3 Regional and Site Geology and Hydrogeology 5.3.1 Soil and Bedrock Soils underlying the site are characterized as the Cecil-Urban Land Complex, with two to 10 percent slopes. According to the 1988 USGS Geologic Map of the Charlotte 1º x 2º Quadrangle, North Carolina and South Carolina, the site is underlain by the Charlotte Belt of the Piedmont Physiographic Province. Bedrock in this area is part of the Churchland Plutonic Suite. It is a characterized as biotite monzogranite, which is typically porphyritic but with fine grained phases. It includes minor quartz monzonite and hornblende bearing phases. 5.3.2 Hydrogeology Based upon measurements collected on September 12, 2019, groundwater at the site flows radially south, southwest away from monitoring well MW-12 (Figure 3) at an average gradient of 0.030 feet per foot. State-Lead Monitoring Report Former General Store, Incident # 14249 861 Oakridge Farm Highway Mooresville, North Carolina S&ME Project No. 4305-18-195A January 3, 2020 6 6.0 Evaluation of Assessment Information 6.1 Current Extent and Severity of Contamination 6.1.1 Groundwater Eleven (11) compounds were detected at concentrations greater than their 2L Standards in the samples collected from monitoring wells MW-1, MW-4, MW-8, MW-9, MW-11, MW-12, and recovery well RW-1. 1,2-dibromoethane was reported at a concentration greater than its GCL in the sample collected from monitoring well MW-1 at concentrations greater than its GCL. Additional compounds were detected in the samples collected from the wells at concentrations greater than the laboratory method detection limits, but less than their respective 2L Standards. Current and historical groundwater analytical results are summarized in Table 6. Overall contaminant concentrations increased in all the samples collected from monitoring wells MW-1, MW-4 MW-8, MW-9, MW-11 and MW-12, and recovery well RW-1, compared to the previous sampling event conducted in September 2018. 6.2 Cleanup Levels Achieved Soil (soil-to-groundwater maximum soil contaminant concentrations) Unknown Groundwater (2L standard concentrations) No Free Product Yes State-Lead Monitoring Report Former General Store, Incident # 14249 861 Oakridge Farm Highway Mooresville, North Carolina S&ME Project No. 4305-18-195A January 3, 2020 7 7.0 Conclusions and Recommendations 7.1 Conclusions Based on the current and historical assessment information for the site, the following conclusions are presented: 1. The UST Incident meets the following conditions for a High Risk classification: A. One active water supply well is located within 250 feet of the source area. In addition, 24 active water supply wells are located between 250 and 1,000 feet of the source area. B. Contaminant levels in the groundwater exceed the 2L Standards and GCLs; however, overall contaminant concentrations are decreasing as compared to historical data sets. 2. The extent of the dissolved groundwater contamination appears to have been fully defined. 7.2 Recommendations Based on the above, the following recommendations are presented: 1. Continue annual sampling of the monitoring wells and the recovery well at the site. The next sampling event is scheduled for Spring 2020. 2. Sample active water supply wells located within 500 feet of the source area as part of the next scheduled sampling event. RW-1 was purged and sampled with a submersible pump. The other monitor wells were purged and sampled with new disposable bailers and nylon rope. I used the DI water and bottles provided by the lab to collect the Field Blank. MW-9 and MW-11 are in a field across the highway. The vegetation in the field is approximately three to four feet high. It took me about thirty minutes to locate both wells. MW-6 has been damaged and couldn’t be sampled. The water level probe bottomed out at 11.1’ from top of casing and the well was dry. I abandoned MW-3 and MW-6 in accordance with 15A NCAC 02C .0100 Well Construction Standard.
