HomeMy WebLinkAbout18044_LRMF_ Email approval geotec boring 20200423From:Minnich, Carolyn To:David Graham Cc:Harriger, Joselyn; Box, Gordon H; Matt Bramblett Subject:RE: [External] P-5719 Locomotive and Railcar Maintenance Facility- Charlotte- (Brownfields Property #18044-14-60) Date:Thursday, April 23, 2020 9:49:00 AM David,   Thank you for the follow up and additional information. The scope of work you have outlined and procedures for soil disposal is acceptable please follow this email and in accordance with 2016 EMP.    Sincerely, Carolyn     From: David Graham <DGraham@harthickman.com>  Sent: Tuesday, April 21, 2020 4:49 PM To: Minnich, Carolyn <carolyn.minnich@ncdenr.gov> Cc: Harriger, Joselyn <Joselyn.Harriger@ncdenr.gov>; Box, Gordon H <ghbox@ncdot.gov>; Matt Bramblett <MBramblett@harthickman.com> Subject: [External] P-5719 Locomotive and Railcar Maintenance Facility- Charlotte- (Brownfields Property #18044-14-60)   CAUTION: External email. Do not click links or open attachments unless you verify. Send all suspicious email as an attachment to report.spam@nc.gov   Carolyn, I am following up on NC DOT’s April 1, 2020 conference call for initial planning and development for the second phase of construction (Phase IB) of the Locomotive and Railcar Maintenance Facility (LRMF) in Charlotte, Mecklenburg County.   During the call we discussed potential Brownfields requirements including potential use of the existing Environmental Management Plan (EMP) for geotechnical work (if required) and environmental sampling, preparation of a new EMP for construction activities,  environmental sampling work plan, etc. for the Brownfields property (#18044-14-60) that is located within the proposed Phase IB LRMF project area.  At the time of the call there were no geotechnical borings proposed for the Brownfields property.   The plans have since been updated and 8 geotechnical borings are now proposed on the Brownfields property (see the orange “RW” borings on BF property highlighted in green on the attached map).  The borings will be advanced on the Brownfields property by Terracon. Soil cuttings generated during the geotechnical work will be containerized in drums (estimated 12 to 16 drums) by Terracon and H&H will and characterize and manage off-site disposal of the soil.    I wanted to confirm that the geotechnical work (and Phase II environmental sampling once it is scheduled) can be completed under the existing EMP dated May 6, 2016 that was prepared by H&H for Phase IA LRMF construction activities and also confirm that a work plan is not required for the geotechnical activities?    If you have any questions or concerns please let me know.
