Restaurants and shops Based upon the results of the groundwater sampling events, overall compound concentrations in the samples collected from monitoring wells MW-15A and MW-17 in December 2019 decreased Groundwater Monitoring Report Handy Pantry #131 Greensboro, Guilford County, North Carolina NCDEQ Incident No.: TF-10185 ECS Project 49:6261-C January 24, 2020 2 as compared to the sample collected in September 2018. Compound concentrations indicated in the sample collected from monitoring well MW-1 decreased to below the laboratory method reporting limits between the April 2018 and December 2019 sampling event. Although the site currently does meet the requirements of a Low Risk classification and could be granted a status of No Further Action with a Notice of Residual Petroleum, due to the presence of contaminated groundwater within five feet of the ground surface and the potential for vapor intrusion into the site structures, ECS does not recommend it at this time. ECS recommends installing a remedial device in monitoring well MW-15A in order to assist in the continued reduction of groundwater concentrations at the site to below the Non-Residential Vapor Intrusion Screening Level (VISL). ECS also recommends collecting a groundwater sample from monitoring well MW-15A approximately six months following the remedial device installation in order to gauge the effectiveness of the remedial device. 2.0 PROJECT INFORMATION The subject site is the Handy Pantry # 131 located at 435 South Tate Street in Greensboro, Guilford County, North Carolina. The subject site consists of an approximate 0.25 acre parcel identified as Guilford County Parcel Identification Number 7864240431. The site is currently occupied by a Chipotle Mexican Grill. Photographs of the site are included in Appendix A. In February 1993, a 24-hour notice was called in for heavy petroleum fumes in the area. Personnel from Acme Petroleum and Fuel Company, Inc. (tank owner and operator) collected a soil sample near the product dispensers. The soil sample had total petroleum hydrocarbons (TPH) at 920 parts per million (ppm). The NCDEQ issued a Notice of Regulatory Requirements for the site in March 1993. In April 1993, an Initial Abatement Measure/Site Check Report submitted to NCDEQ. Acme had discovered a discrepancy in the tank inventory records for their UST containing unleaded gasoline. The unleaded gasoline tank was taken out of service prior to March 1993 and as much product as possible was removed. In October 1993, a Comprehensive Site Assessment (CSA) submitted on behalf of Acme. It was determined that the CSA was incomplete and it was suggested the required data be incorporated in a CAP. Eleven monitoring wells were installed on the site in 1993. Targeted constituents were not detected in monitoring wells MW-5 through MW-10 above their laboratory detection limits. Only methyl tert-butyl ether (MTBE) was detected in monitoring wells MW-1 and MW-11. The highest contaminant levels were detected in MW-2 (upgradient of UST system) and MW-3 (NW corner of tank system near dispensers). MW-2 had (g/L) benzene (8,860), toluene (15,500); ethylbenzene (1,860); xylenes (9,060) and MTBE (95,500). In December 1994, three 8,000-gallon gasoline USTs were removed by Spectrum Environmental, Inc. UST closure soil samples were collected and targeted constituents were not detected above the laboratory detection limits; however, samples were not collected beneath the dispensers. In 1996, seven soil borings were advanced on the site and two additional monitoring wells were installed (MW-15 and MW-16). Free product was measured in monitoring wells MW-15 and Groundwater Monitoring Report Handy Pantry #131 Greensboro, Guilford County, North Carolina NCDEQ Incident No.: TF-10185 ECS Project 49:6261-C January 24, 2020 3 MW-16. In 1997, it was proposed that an aggressive fluid vapor recovery (AFVR) event be conducted on MW-15 and MW-16 for free product recovery. In 1998, three gallons of free product was recovered from the monitoring wells. In 1999, another AFVR event was conducted and approximately nineteen gallons of free product was recovered. In January 2000, a pre-cap monitoring report was submitted to the NCDEQ. Twelve of the sixteen monitoring wells were sampled and no free product was detected. The laboratory analysis of the groundwater samples detected targeted constituents at concentrations that exceeded their respective NC2LGWQS, but were below their Gross Contamination Levels (GCLs). In March 2000, approximately ½ inch of free product was measured in monitoring well MW-15A. In November 2000, approximately 12.5 inches of free product was measured in MW- 15A. An AFVR event was conducted and approximately 30 gallons of free product was recovered. In April 2001, a Pre-CAP monitoring report was submitted and the monitoring wells were sampled. Free product was not measured in the monitoring wells; however, multiple petroleum compounds were detected above their respective NC2LGWQS, but below their GCLs. In October 2001, an AFVR event was conducted on monitoring well MW-15A and approximately five gallons of free product was recovered. In 2009, the site was recommended for the state-lead program because Acme Petroleum and Fuel Company, Inc. went bankrupt. In 2011, Terraquest sampled ten monitoring wells (MW-1, MW-4, MW-5, MW-6, MW-8, MW-10, MW-11, MW-13, MW-14, and MW-16). Monitoring well MW-2 was damaged and unable to be sampled. Monitoring well MW-12 was covered by a planting area and monitoring well MW-15A contained free product. MTBE was detected above its NC2LGWQS in monitoring wells MW-4, MW-14, and MW-16. MTBE was also detected in monitoring well MW-11, but below the NC2LGWQS. There were no detections in excess of the laboratory method detection limits in the other sampled monitoring wells. In 2013, Crawford Environmental sampled monitoring wells MW-1, MW-5, MW-8, MW-10, MW- 11, MW-13, MW-14, MW-15A, and MW-16. Targeted constituents were not detected above the laboratory detection limits in monitoring wells MW-1, MW-5, MW-8, MW-10, MW-11, MW-13, or MW-16. Only 3.6 ug/L MTBE was detected in monitoring well MW-14. Free product was not detected in monitoring well MW-15A; however, BTEX compounds were detected above their NC2LGWQS (benzene was present at a concentration of 349 g/L), MTBE, naphthalene (1,170 g/L), trimethylbenzenes, n-propylbenzene, and isopropylbenzene. On April 11, 2018, ECS personnel mobilized to gauge and sample monitoring wells MW-1, MW-4, MW-5, MW-8, MW-10, MW-11, MW-13, MW-14, MW-15A, and MW-16. Monitoring wells MW- 15A and MW-16 were obstructed and unable to be sampled. Free product was not detected in the eight monitoring wells. Samples were collected from monitoring wells MW-1, MW-4, MW-5, MW-8, MW-10, MW-11, MW-13, and MW-14. Laboratory analysis of groundwater samples collected from monitoring wells MW-1, MW-4, and MW-10 detected VOCs above the laboratory Groundwater Monitoring Report Handy Pantry #131 Greensboro, Guilford County, North Carolina NCDEQ Incident No.: TF-10185 ECS Project 49:6261-C January 24, 2020 4 detection limits, but below their respective NC2LGWQS. Targeted constituents were not detected in monitoring wells MW-5, MW-8, MW-11, MW-13, and MW-14 above the laboratory detection limits. On September 11, 2018, ECS observed the installation of monitoring well MW-17 and advancement of soil boring SS-1. A soil sample was collected from the SS-1 soil boring and then the boring was advanced into the saturated zone and a groundwater sample (GW-1) was collected. A soil gas sample (SG-1) was also collected in the vicinity of monitoring well MW-15A. ECS returned to the site on September 12, 2018, to collect groundwater samples from monitoring wells MW-15A and MW-17. Laboratory analysis of the soil sample collected from the area of former monitoring well MW-2 did not indicate targeted constituents greater than the laboratory detection limits. Laboratory analysis of the groundwater sample GW-1 collected from the area of former monitoring well MW-2 indicated lead and acetone at concentrations greater than the laboratory detection limits, but less than their respective NC2LGWQS. Laboratory analysis of soil gas sample SG-1, collected from near monitoring well MW-15A, indicated five compounds at concentrations greater than their respective NCDEQ, Division of Waste Management (DWM) Residential and Non-Residential Vapor Intrusion Screening Levels. Laboratory analysis of groundwater sample collected from monitoring well MW-15A indicated multiple petroleum hydrocarbons greater than their respective NC2LGWQS, but less than their respective GCLs. Laboratory analysis of the groundwater sample collected from monitoring well MW-17 indicated acetone, MTBE, and naphthalene greater than the laboratory detection limits, but less than their respective NC2LGWQS. In February 2019, ECS installed Enviro-Bac in monitoring well MW-15A. 3.0 FIELD ACTIVITIES 3.1 Groundwater Measurement On March 11, July 31, and December 27, 2019, ECS measured the static water level in monitoring well MW-15A using a decontaminated electronic water level meter. Static water level measurements were also collected in monitoring wells MW-1 and MW-17 on December 27, 2019. The static water levels and top of casing elevations were used to calculate groundwater elevations. The static water level measurements and groundwater elevations can be found on Table 1. 3.2 Monitoring Well Sampling Following the monitoring well gauging on March 11, July 31, and December 27, 2019, ECS collected a sample from monitoring well MW-15A. Monitoring wells MW-1 and MW-17 were also sampled on December 27, 2019. Free product was not detected in the wells during any of the gauging events. The approximate locations of the wells are shown on Figure 3. Prior to sampling, the wells were purged using a new disposable polyethylene bailer and new length of nylon cord. The wells were developed/purged by evacuating a minimum of three well volumes using the bailer and cord. The wells were developed/purged to remove sand, silt and other fine sediments and to promote communication between the surrounding formation and the sand pack surrounding the well’s screened interval. Each container was labeled and placed in a cooler containing ice to maintain the samples at approximately four degrees Celsius. The sample containers were then delivered to Pace Analytical Services, LLC (Pace) in Huntersville, North Carolina to be analyzed for volatile organic compounds using Standard Method 6200B. A Chain of Custody Record was maintained and is included in the Appendix B. Copies of the field sampling notes are included in Appendix C. 4.0 RESULTS 4.1 Groundwater Flow Direction As monitoring wells MW-15A and MW-17 have not had their respective top-of-casing elevations measured, a determination of groundwater flow direction could not be made for the December 2019 gauging event. However, groundwater flow at the site has been historically determined to be toward the north. 4.2 Monitoring Well Sampling Results Review of the laboratory analytical results indicated multiple petroleum hydrocarbons greater than their respective NC2LGWQS, but less than their respective GCLs in the samples collected from monitoring well MW-15A. Review of the laboratory analytical results of the groundwater sample collected from monitoring well MW-17 in December 2019 indicated methyl tert-butyl ether (MTBE) greater than the laboratory detection limits, but less than its NC2LGWQS. Compounds were not indicated at concentrations greater than the laboratory method reporting limit in the sample collected from monitoring well MW-1 in December 2019. A summary of the groundwater sample analytical results is presented in Table 2. Copies of the laboratory analytical reports are included in Appendix B. An isoconcentration map showing the estimated extent of MTBE at the site is included as Figure 4. 5.0 CONCLUSIONS AND RECOMMENDATIONS Based upon the results of the December 2019 groundwater sampling events, overall contaminant concentrations in the sample collected from monitoring well MW-15A decreased approximately 91 percent as compared to the sample collected in September 2018 (before Enviro-Bac was placed in to the well), with individual compounds decreasing from 41 to 100 percent as seen in Table 2. It should be noted that when compared to the September 2018 sample results, the March 2019 results in the sample collected from monitoring well MW-15A decreased approximately 87 percent, followed by an increase of approximately 27 percent between March and July 2019, and then decreasing approximately 45 percent between July 2019 and December 2019. Compound concentrations indicated in the sample collected from monitoring well MW-17 in December 2019 decreased approximately 75 percent when compared to the sample collected in September 2018. Monitoring well MW-1 sample results decreased to below the laboratory method reporting limits between the April 2018 and December 2019 sampling event. Due to the presence of contaminated groundwater within five feet of the ground surface and the potential for vapor intrusion into the site structures, ECS does not recommend site closure at this time. As can be seen in Table 2, concentrations of benzene and 1,2,4-trimethylbenzene in the Groundwater Monitoring Report Handy Pantry #131 Greensboro, Guilford County, North Carolina NCDEQ Incident No.: TF-10185 ECS Project 49:6261-C January 24, 2020 6 monitoring well MW-15A sample in December 2019 are greater than their respective Non- Residential VISL. ECS recommends installing a remedial device in monitoring well MW-15A in order to assist in the continued reduction of groundwater contaminants at the site to below the Non-Residential VISLs. ECS also recommends collecting a groundwater sample from monitoring well MW-15A approximately six months following the remedial device installation in order to gauge the effectiveness of the remedial device.
