ECS has completed the Letter Report for the above referenced site. Included in this report is documentation of the water supply well and monitoring well abandonments. PROJECT UNDERSTANDING The subject site is the Getty’s Grocery site located at 869 East US Highway 74 Bypass in Ellenboro, Rutherford County, North Carolina (Figure 1 and Figure 2). The site includes an inactive gasoline station and residence. According to the Rutherford County GIS website reviewed online on March 20, 2019, the site is identified by Parcel Identification Number 1587-48-7951. In June 1992, two 2,000-gallon and two 3,000-gallon gasoline underground storage tanks (USTs) were removed from the site. In August 1993, one 280-gallon kerosene UST was removed from the site. Between 1992 and 1993, over 500 tons of petroleum-impacted soil were removed for disposal. In 1993 and 1994, a subsurface investigation was conducted which included advancing seven soil borings and installing monitoring wells MW-1 and MW-2. Concentrations of up to 3,531 parts per million TPH-Gasoline Range Organics were detected in the soil samples collected from the borings. Petroleum-related constituents were detected in the groundwater samples collected from the groundwater monitoring wells and on-site water supply well (WSW-1). The on-site building is has been connected to municipal water since 1994 and the water supply well is reportedly no longer in use. From 2006 until January 2019 various sampling events and remedial activities were conducted at the site. ECS performed a Groundwater Fate and Transport Model using the January 30, 2019 analytical data to determine if the concentration of total xylenes detected in the sample collected from monitoring well MW-1 would impact water supply well WSW-2. The results of the model indicated that total xylene concentrations would degrade in the groundwater prior to reaching water supply well WSW-2. As such, ECS recommended conducting risk based soil FIGURES SOURCE: USGS TOPOGRAPHIC MAPBOILING SPRINGS NORTH, NC QUADRANGLE DATED 2003 CONTOUR INTERVAL = 20 FEETSCALE: 1 : 24,000 FIGURE 1 SITE LOCATION MAP GETTY’S GROCERY 869 EAST US HIGHWAY 74 BUSINESSELLENBORO, RUTHERFORD COUNTY,NORTH CAROLINAINCIDENT NUMBER 8989 ECS PROJECT: 49:1420-E&F FIGURE 2 SITE AERIAL MAP GETTY’S GROCERY869 EAST US HIGHWAY 74 BUSINESSELLENBORO, RUTHERFORD COUNTY, NORTH CAROLINA INCIDENT NUMBER 8989 ECS PROJECT: 49:1420-E&F SOURCE: GOOGLE EARTH 2013 AERIAL PHOTOGRAPH = 100 FEET FIGURE 3 MONITORING WELL LOCATION MAP GETTY’S GROCERY 869 EAST US HIGHWAY 74 BUSINESSELLENBORO, RUTHERFORD COUNTY,NORTH CAROLINA INCIDENT NUMBER 8989 ECS PROJECT: 49:1420-E&F MW-6 APPENDIX A 1 DRAFT December 9, 2019 Rutherford County Health Department 221 Callahan Koon Road Spindale, North Carolina 28160 Reference: Water Supply Well Abandonment Permit Application Getty’s Grocery 869 East US Highway 74 Bypass Ellenboro, Rutherford County, North Carolina NCDEQ Incident No. 8989 NCDEQ Contract: N17006 ECS Project 49:1420-F To Whom It May Concern: Attached to this letter is the water supply well abandonment permit application and associated permit fee for the water supply well located at the Getty’s Grocery site (NCDEQ UST Incident No. 8989).
