Jordan(yterracon. com NORTH CAROLINA Environmental Quality February 19, 2020 Subject: Vapor Mitigation Design Compliance Review ECU Life Sciences and Biotechnology Center Greenville, Pitt County Brownfields Project No. 22003-18-074 Dear Mr. Jordan: The North Carolina Department of Environmental Quality Brownfields Program (DEQ Brownfields) received and reviewed the Vapor Intrusion Mitigation System (VIMS) Design Submittal dated December 16, 2019. DEQ Brownfields has found this VIMS Design Submittal to be in compliance with the DEQ Brownfields VIMS Design Submittal, New Construction Minimum Requirements Checklist dated March 2018. Consistent with standard brownfields vapor intrusion provisions which will be included in the future brownfields agreement for this project, an essential component of public health protection for this design is the professional engineer's seal of these documents that the proposed design will be effective at mitigating the potential for vapor intrusion at the property and protecting public health. Furthermore, any final occupancy approval from DEQ Brownfields will ultimately be based on the differential pressure measurements and/or analytical results of samples collected as outlined in Section 4.0 of the VIMS Design Submittal. Note that Terracon has committed to submitting a separate work plan for the sub -membrane testing to DEQ Brownfields for review. In addition, DEQ Brownfields' reserves the authority to require confirmation of efficacy in the future.
