INTRODUCTION On April 23, 2013, Science and Ecosystem Support Division (SESD) personnel conducted a sampling investigation at the Durable Woods Preservers, Inc. (DWP) facility in Charlotte, North Carolina. This investigation was requested by the RCRA, Restoration and Underground Storage Tank (RUST) Branch, Corrective Action Section (CAS). . SUMMARY During SESD’s investigation, eight composite surface soil samples (DW01 –DW08) were collected from the facility’s treated wood storage areas (TWSAs). In addition, a grab control soil sample was collected from a vegetated area in front of the office. Samples were analyzed for semi-volatile organic compounds (SVOCs), metals and hexavalent chromium. Several semivolatile organic analytes were detected in the surface soil samples. Pentachlorophenol, which had been used as a preservative by DWP, was detected above its Regional Screening Level (RSL) for Chemical Contaminants at Superfund Sites for residential soil of 890 ug/kg (0.89 mg/kg) in five of the eight samples collected from the TWSAs. Three of the samples were found to exceed the pentachlorophenol RSL for industrial soil of 2,700 ug/kg. Samples DW01, DW07 and DW08 were found to contain concentrations of pentachlorophenol of 25,000 ug/kg, 12,000 ug/kg, and 220,000 ug/kg, respectively. Aliquots for samples DW01, DW07 and DW08 were sent to Maxxam Analytics for chlorinated dibenzo-P-dioxins (CDDs) and chlorinated dibenzofurans (CDFs) analyses. CDDs/CDFs results will be reviewed and validated by SESD’s Quality Assurance Section, and will be reported as an addendum to this report. Five of the samples from the TWSAs as well as the control sample were found to contain benzo(a)pyrene above the RSL for residential soil of 15 ug/kg. Sample DW08 was found to contain 210 ug/kg of benzo(a)pyrene which equals the RSL for industrial soil, and sample DW08 exceeded the benzo(b)fluoranthene RSL for residential soil of 150 ug/kg. SESD Project ID # 13-0231 Page 4 of 11 Laboratory analyses showed that all of the samples except the control station exceeded the arsenic RSLs for both residential soil (0.39 mg/kg) and industrial soil (1.6 mg/kg). Arsenic concentrations ranged from 2.7 mg/kg to 1,500 mg/kg. The control sample contained 0.3 mg/kg of arsenic. III. BACKGROUND Since 1955, Durable Wood has produced treated lumber at this facility using wood preservatives injected into the wood under pressure. After pressure treatment is complete, excess preservative is drained from the cylinder back into a preservative product storage tank. The treated wood remains in the cylinder for a period of time to allow excess preservative to drip from the lumber. The treated wood is then removed and taken to a treated wood storage yard. The treated wood remains on site for weeks or months depending on product demand. During this time, rain falling on the treated wood causes excess/residual preservative on the exterior of the lumber to be washed off and onto the underlying soil. Durable Wood has not segregated lumber into different areas based on preservative type. Therefore it is possible that any type of wood preservative used at the site may be found at any location within the TWSAs. Wood preservatives used at the site include chromated copper arsenate (CCA), pentachlorophenol (PCP), and chromated zinc chloride. Although not identified as an area of concern (AOC) in the RCRA Facility Assessment (RFA) performed at Durable Wood, TWSAs are considered an AOC by NCDENR, and CAS has requested SESD to investigate to determine whether releases of hazardous constituents are above EPA’s Regional Screening Levels (RSLs). IV. DISCUSSION OF FIELD ACTIVITIES An authoritative sampling investigation was conducted, and nine proposed samples in the SESD’s Quality Assurance Project Plan dated April 15, 2013, were collected during the investigation. SESD personnel arrived at the site at about 12:20 PM on April 23, 2013, and met with Mr. Wilkens (NCDENR) and Mr. Bevo Barksdale (DWP). Figure 2 shows the sample stations that target the various TWSAs. Composite surface samples (0 - 6˝) were collected from each station. The control sample was a grab sample, and the station was selected because it was not the process or operational areas of the facility. The control station was in an area vegetated with grass in front of the office and under a large tree. Sampling was completed at approximately 4:00 PM. Field sample data collected during the investigation are presented in Table 1, and photographs are in Appendix A. The objective of this sampling investigation was to assess the analytical data with EPA’s RSLs for both industrial and residential soils (November 2012). Samples were analyzed for semi- volatile organic compounds (SVOCs), metals, and hexavalent chromium. An extra aliquot was collected from each station for potential CDD/CDFs analyses. Durable Woods Preservers, Inc. SESD Project ID # 13-0231 Page 5 of 11 V. RESULTS OF ANALYSES Samples were analyzed for metals using EPA methods 200.8, 6010, and 7473. Standard method 3500 was used to analyze the samples for hexavalent chromium. Samples were analyzed for SVOCs using EPA method 8270D. Table 2 summarizes the laboratory SVOCs analytical results and Table 3 summarizes the metals analytical results. The tables present results only for detected analytes. SESD’s complete analytical reports are included as Appendix B. Several semivolatile organic analytes were detected in the surface soil samples. Pentachloro- phenol, which had been used as a preservative by DWP, was detected above its RSL for residential soil of 890 ug/kg in five of the samples (DW01, DW02, DW06, DW07 and DW08) collected from TWSAs. Three of the samples were found to exceed the pentachlorophenol RSL for industrial soil of 2,700 ug/kg. Samples DW01, DW07 and DW08 were found to contain concentrations of pentachlorophenol of 25,000 ug/kg, 12,000 ug/kg, and 220,000 ug/kg, respectively. The aliquots collected from the sample stations with the three highest concentrations of pentachlorophenol, DW01, DW07 and DW08, were sent to a Maxxam Analytics on June 5th for CDDs/CDFs analyses. CDDs/CDFs results will be reviewed and validated by SESD’s Quality Assurance Section, and will be reported as an addendum to this report. Two polycyclic aromatic hydrocarbons (PAHs), benzo(a)pyrene and benzo(b)fluoranthene, were detected above their residential soil RSLs. Five of the samples from TWSAs and the control sample were found to contain benzo(a)pyrene above the RSL for residential soil of 15 ug/kg. Benzo(a)pyrene ranged from 30 ug/kg to 210 ug/kg in samples DW01, DW02, DW05, DW06 and DW08, and it was detected in the control sample at 34 ug/kg. Sample DW08 was found to contain highest concentration of benzo(a)pyrene at 210 ug/kg which equals the RSL for industrial soil. Sample DW08 also exceeded the benzo(b)fluoranthene RSL for residential soil of 150 ug/kg. Laboratory analyses showed that all of the samples except the control station exceeded the arsenic RSLs for both residential soil (0.39 mg/kg) and industrial soil (1.6 mg/kg). Sample DW05 was determined to be reducing in nature which is not supportive of the presence hexavalent chromium. Using standard method 3500, the method reporting limits (MRLs) for the samples were at or below the hexavalent chromium RSL for industrial soil of 5.6 mg/kg for all but two samples, the control sample and sample DW04. VII. RESULTS OF FIELD QUALITY CONTROL SAMPLES Sample DW01 was designated as the SVOC laboratory the matrix spike/matrix spike duplicate (MS/MSD) sample. For the metal analyses, sample DW05 was used as a quality control sample. Results of quality control analyses are contained in the Laboratory Analytical Reports in Appendix B, and are acceptable for the purposes of this investigation. METHODOLOGY Field activities were conducted in accordance with the Region 4, SESD Field Branches Quality System and Technical Procedures. Specific field procedures applicable to this investigation included the following: Soil Sampling, SESDPROC-300-R2 Global Positioning System, SESDPROC-110-R3 Field Equipment Cleaning and Decontamination, SESDPROC-205-R2 Management of Investigation Derived Waste, SESDPROC-202-R2 Samples were analyzed at the SESD laboratory in accordance with the SESD Analytical Support Branch Laboratory Operations and Quality Assurance Manual, February 2013.
