HomeMy WebLinkAbout22031_K-Town Furniture Orphan Waste Oil UST Removal_(BPN 22031-18-013)_20190225 Via Email February 25, 2019 NC DEQ – Brownfields Section 1646 Mail Service Center Raleigh, NC 27699-1646 Attn: Mr. Bill Schmithorst, PG Re: Orphan Waste Oil UST Removal Former K-Town Furniture Proposed Ballpark and Entertainment Venue Kannapolis, North Carolina Brownfields Project No. 22031-18-013 H&H Job No. KAN-012 Dear Bill: On behalf of the City of Kannapolis, Hart & Hickman, PC (H&H) is providing this letter report to document the discovery and removal of an orphan underground storage tank (UST) at the former K-Town Furniture (Proposed Ballpark and Entertainment Venue) site located in Kannapolis, North Carolina (Brownfields Project No. 22031-18-013). The orphan UST was discovered in the southwest portion of the site on October 5, 2018 during excavation activities associated with the baseball stadium construction. A site location map is included as Figure 1, and a site map is included as Figure 2. On October 5, 2018, H&H was contacted and mobilized to the site to observe the conditions of the UST and soil in the vicinity of the UST. The UST was approximately 550-gallons in capacity and contained waste oil. Based on the location of the orphan UST in close proximity to the former gas station (134 Oak Avenue) and the former auto repair shops (136-138 Oak Avenue), it is likely the UST was installed for waste oil storage during former automotive sales and service operations which were conducted on the site between the 1940s and 1970. In accordance with the DEQ approved Environmental Management Plan (EMP), the DEQ Brownfields Section was notified of Mr. Bill Schmithorst, PG February 25, 2019 Page 2 S:\AAA-Master Projects\City of Kannapolis - KAN\KAN-012 Infrastructure, Streetscape, & Baseball Projects\Orphan Waste Oil UST\Orphan Waste Oil UST.docx the orphan UST discovery via a telephone voice message on October 5, 2018. Upon initial discovery, H&H worked with the City’s grading contractor to secure the UST area and excavate a small amount (less than a five cubic yards) of stained soil which was observed in the vicinity of the tank. In accordance with the approved EMP, the excavated soil was stockpiled on-site in an area adjacent to the UST location. The stockpiled soil was place on and covered with plastic sheeting. On October 8, 2018, approximately 230 gallons of residual liquid was pumped from the UST using a vacuum truck and the interior of the tank was washed and re-vacuumed. The residual liquid was transported to EVO Corporation in Winston-Salem, North Carolina for proper off-site disposal/recycling. Following removal of the residual liquid, the tank was excavated from the ground using an excavator and transported by truck to Triad Metal Recycling in Yadkinville, North Carolina for proper off-site disposal/recycling. Copies of the certificate of disposal and non- hazardous materials manifest for the waste oil and a copy of the certificate of disposal for the tank are included as Appendix A. Following removal, the UST was inspected for holes, corrosion, and pitting. Minor pitting and corrosion were observed on the bottom of the tank. No product or vent piping was encountered during removal of the UST. Following removal of the tank, soil in the vicinity of the orphan UST was visually observed for the presence of staining and odors and field screened using a calibrated photoionization detector (PID). Excavation of the soil in the vicinity and beneath the tank continued for another approximate 2 ft below the bottom of the tank until the desired construction grade elevation was achieved. Suspected impacted soil from this area was segregated and placed in the previously established soil stockpile. At the conclusion of the field screening and excavation activities, the soil stockpile was estimated to contain approximately 5 to 10 cubic yards of soil. Mr. Bill Schmithorst, PG February 25, 2019 Page 3 S:\AAA-Master Projects\City of Kannapolis - KAN\KAN-012 Infrastructure, Streetscape, & Baseball Projects\Orphan Waste Oil UST\Orphan Waste Oil UST.docx Following completion of grading activities in the UST area, H&H collected one “at grade” soil sample (labelled Base 20181008) directly beneath the former UST location and one composite soil sample (labelled SP 20181008) from the soil stockpile. The approximate locations of the UST and soil stockpile are depicted on Figure 3. The UST and soil stockpile locations were estimated using a hand-held global positioning system unit. The collected soil samples were analyzed for volatile organic compounds (VOCs) by EPA Method 8260B, semi-VOCs (SVOCs) by EPA Method 8270D, Resource Conservation Recovery Act (RCRA) metals by EPA Methods 6020/7471, and hexavalent chromium by EPA Method 7199. Soil samples were placed directly into laboratory-supplied glassware, labeled, and placed on ice in a laboratory-supplied cooler. The cooler was delivered under standard chain of custody protocols to Pace Analytical (Pace), a North Carolina certified laboratory. A tabular summary of the soil sample analytical results is presented in Table 1. Copies of the laboratory analytical reports and chain of custody records are provided in Appendix B. The laboratory analytical results were compared to the DEQ Inactive Hazardous Sites Branch (IHSB) Residential Use, Industrial/Commercial Use, and Protection of Groundwater Preliminary Soil Remedial Goals (PSRGs) dated February 2018. In addition to the PSRGs, metals results were compared to published concentrations for naturally occurring metals in North Carolina soil and available site-specific background metals concentrations from other environmental assessments that have been conducted on nearby properties. Specifically, metals results were compared to documented concentrations of natural occurring metals on the adjacent former Pillowtex Plant 1 Brownfields Property located to the north of the site and the former Pillowtex/Fieldcrest Cannon Wastewater Treatment Plant (WWTP) site located approximately 1 mile northwest of the site. As shown in Table 1, only low concentrations of metals were detected in soil sample Base 20181008 collected approximately 2 ft below the bottom of the former UST. Of these detections, only the detected arsenic concentration of 2.66 mg/kg exceeds the DEQ IHSB Residential Use PSRG of 0.68 mg/kg. Of these detections, only the detected concentrations of 1-methylnaphthalene and arsenic exceed a PSRG. The detected concentration of 1-methylnaphthalene (0.570 mg/kg) exceeds its Protection of Groundwater PSRG of 0.11 mg/kg, and the detected concentration of arsenic (2.32 mg/kg) exceeds its Residential Use PSRG of 0.68 mg/kg. Typical background concentrations of arsenic in North Carolina soils range from 1 to 18 mg/kg, with a mean concentration of 4.8 mg/kg (Dragun, J. and Chekiri, K. 2005 1). Based on a review of available site-specific background arsenic data from the adjacent former Pillowtex Plant 1 Brownfields Property and the nearby former Pillowtex/Fieldcrest Cannon WWTP site, typical background concentrations of arsenic in soils in the site area range from less than 1 to 12.1 mg/kg. The detected concentrations of arsenic in the soil samples collected beneath the former UST and the soil stockpile are within published and/or documented nearby area background ranges for naturally occurring arsenic and are not believed to be anthropogenic. Based upon the relatively small volume of soil and lack of significant impact, the City requested that DEQ allow the stockpiled soil associated with the orphan UST to be transported off-site and placed in the former sediment basin on the adjacent former Pillowtex Plant 1 Brownfields Property for use as fill. In email correspondence dated October 24, 2018, DEQ approved the request to transport the soil stockpile associated with the orphan UST to the former sediment basin on the adjacent Pillowtex Plant 1 Brownfields Property. On October 25, 2018, approximately 5 to 10 cubic yards of soil stockpiled soil were transported to the former Pillowtex Plant 1 Brownfields Property for placement in the former sediment basin. Dilution If the sample matrix contains an interfering material, the sample preparation volume or weight values differ from the standard, or if concentrations of analytes in the sample are higher than the highest limit of concentration that the laboratory can accurately report, the sample may be diluted for analysis. If a value different than 1 is used in this field, the result reported has already been corrected for this factor. Limits These are the target % recovery ranges or % difference value that the laboratory has historically determined as normal for the method and analyte being reported. Successful QC Sample analysis will target all analytes recovered or duplicated within these ranges. Original Sample The non-spiked sample in the prep batch used to determine the Relative Percent Difference (RPD) from a quality control sample. The Original Sample may not be included within the reported SDG. Qualifier This column provides a letter and/or number designation that corresponds to additional information concerning the result reported. Result The actual analytical final result (corrected for any sample specific characteristics) reported for your sample. If there was no measurable result returned for a specific analyte, the result in this column may state “ND” (Not Detected) or “BDL” (Below Detectable Levels). The information in the results column should always be accompanied by either an MDL (Method Detection Limit) or RDL (Reporting Detection Limit) that defines the lowest value that the laboratory could detect or report for this analyte. Case Narrative (Cn) A brief discussion about the included sample results, including a discussion of any non-conformances to protocol observed either at sample receipt by the laboratory from the field or during the analytical process. If present, there will be a section in the Case Narrative to discuss the meaning of any data qualifiers used in the report. Quality Control Summary (Qc) This section of the report includes the results of the laboratory quality control analyses required by procedure or analytical methods to assist in evaluating the validity of the results reported for your samples. Sample Chain of Custody (Sc) This is the document created in the field when your samples were initially collected. NATIONWIDE.GLOSSARY OF TERMS Guide to Reading and Understanding Your Laboratory Report The information below is designed to better explain the various terms used in your report of analytical results from the Laboratory. This is not intended as a comprehensive explanation, and if you have additional questions please contact your project representative. Abbreviations and Definitions (dry)Results are reported based on the dry weight of the sample. [this will only be present on a dry report basis for soils]. MDL Method Detection Limit. MDL (dry)Method Detection Limit. RDL Reported Detection Limit. RDL (dry)Reported Detection Limit. Rec.Recovery. RPD Relative Percent Difference. SDG Sample Delivery Group. U Not detected at the Reporting Limit (or MDL where applicable). Analyte The name of the particular compound or analysis performed. Some Analyses and Methods will have multiple analytes reported. Dilution If the sample matrix contains an interfering material, the sample preparation volume or weight values differ from the standard, or if concentrations of analytes in the sample are higher than the highest limit of concentration that the laboratory can accurately report, the sample may be diluted for analysis. If a value different than 1 is used in this field, the result reported has already been corrected for this factor. Limits These are the target % recovery ranges or % difference value that the laboratory has historically determined as normal for the method and analyte being reported. Successful QC Sample analysis will target all analytes recovered or duplicated within these ranges. Original Sample The non-spiked sample in the prep batch used to determine the Relative Percent Difference (RPD) from a quality control sample. The Original Sample may not be included within the reported SDG. Qualifier This column provides a letter and/or number designation that corresponds to additional information concerning the result reported. If a Qualifier is present, a definition per Qualifier is provided within the Glossary and Definitions page and potentially a discussion of possible implications of the Qualifier in the Case Narrative if applicable. Result The actual analytical final result (corrected for any sample specific characteristics) reported for your sample. If there was no measurable result returned for a specific analyte, the result in this column may state “ND” (Not Detected) or “BDL” (Below Detectable Levels). The information in the results column should always be accompanied by either an MDL (Method Detection Limit) or RDL (Reporting Detection Limit) that defines the lowest value that the laboratory could detect or report for this analyte. Case Narrative (Cn) A brief discussion about the included sample results, including a discussion of any non-conformances to protocol observed either at sample receipt by the laboratory from the field or during the analytical process. If present, there will be a section in the Case Narrative to discuss the meaning of any data qualifiers used in the report. Quality Control Summary (Qc) This section of the report includes the results of the laboratory quality control analyses required by procedure or analytical methods to assist in evaluating the validity of the results reported for your samples. These analyses are not being performed on your samples typically, but on laboratory generated material. Sample Chain of Custody (Sc) This is the document created in the field when your samples were initially collected. This is used to verify the time and date of collection, the person collecting the samples, and the analyses that the laboratory is requested to perform. This chain of custody also documents all persons (excluding commercial shippers) that have had control or possession of the samples from the time of collection until delivery to the laboratory for analysis. Sample Results (Sr) This section of your report will provide the results of all testing performed on your samples. These results are provided by sample ID and are separated by the analyses performed on each sample. The header line of each analysis section for each sample will provide the name and method number for the analysis reported. Sample Summary (Ss)This section of the Analytical Report defines the specific analyses performed for each sample ID, including the dates and times of preparation and/or analysis.
