(Mid -Atlantic) is pleased to present this Soil Excavation Letter Report for the above -referenced site. The excavation was conducted in general accordance with the Soil Excavation Work Plan dated March 30, 2018 and approved by the NCDEQ Brownfields Program on June 12, 2018. PROJECT INFORMATION The subject site is located at 111 Fairview Street in Tarboro, North Carolina (Drawing 1). The subject site is triangular in shape and is approximately 6.53 acres in area. The subject site was used for the manufacture of farm equipment from approximately 1941 until 2008 when all manufacturing ceased. In 2012 all buildings on the subject site were razed (for recycling their metal content) with the exception of the former offices and the concrete block machine shop. These buildings were razed in 2017. The concrete slab foundations of the razed buildings remain in -place and cover virtually the entire site. The subject site is currently vacant. EXPERIENCED CUSTOMER FOCUSED INNOVATIVE Soil Excavation Letter Report October 17, 2018 Former Long Manufacturing Page 2 Tarboro, North Carolina Two 1,000-gallon mineral spirits underground storage tanks (USTs) were historically used in painting operations at the facility. The USTs were closed in 1990 by removal. Soil sampling in the area of the tank pit identified petroleum related compounds in concentrations exceeding Soil -To -Groundwater Maximum Soil Contaminant Concentrations (MSCCs). Five groundwater monitoring wells (MW-3s, MW-6s, MW-7s, MW-8s, and MW-9i) were installed in and around the former tank pit to assess groundwater contamination associated with the USTs. Free product, likely to be mineral spirits, has historically been observed in monitoring well MW-3s. Free product has not been observed in the four other monitoring wells installed in this area. Free product thickness detected in well MW-3s has fluctuated from approximately 0.10 to 0.35 feet and has been observed at a depth from approximately 2 feet below top of casing to approximately 8 feet below top of casing. Mid -Atlantic recommended conducting soil excavation activities to remove the source of free product in this area. Because groundwater impacts in the area of MW-3s are comingled with a chlorinated solvent plume, soil from this area (targeted for excavation) was submitted for laboratory analysis to determine if the excavated soil would be characteristic of a hazardous waste using Toxicity Characteristic Leaching Procedure (TCLP) analysis. On March 28, 2018, Mid -Atlantic used decontaminated hand augers to advance five soil borings in the vicinity of MW-3s to a depth of 3 feet below land surface. Three soil samples (HA-1, HA-2, and HA-3; Drawing 2) exhibited evidence of staining and were submitted for TCLP analysis of Volatile Organic Compounds (VOCs), Semi-VOCs (SVOCs), and RCRA metals. Soil samples were shipped to Prism Laboratories, Inc. (Prism) in Charlotte, North Carolina. Laboratory analysis indicated leachable lead in soil samples HA-1 and HA-3 at concentrations of 0.10 milligrams per liter (mg/L) and 0.20 mg/L, respectively. These concentrations do not exceed the USEPA Maximum Concentrations of Contaminants for Toxicity Characteristic for lead of 5.0 mg/L as defined by EPA 40 CFR Part 261.24. As such, excavated soil from the area of MW-3s will not need to be managed as a hazardous waste. On May 30, 2018, Mid -Atlantic submitted a Soil Excavation Work Plan to the NCDEQ Brownfields Program for approval. The Work Plan included abandoning wells located within the targeted area of excavation, sampling backfill material to certify backfill was clean, soil excavation activities, and monitoring well replacement. The Work Plan was approved by the NCDEQ Brownfields Program on June 11, 2018. In email correspondence between Mid -Atlantic and NCDEQ, Mid -Atlantic requested using quarry screenings as a viable backfill option. Because the quarry screening are considered a process material, we requested using this material without prior sampling. On June 26, 2018, Mid -Atlantic received approval from the NCDEQ Brownfields Program to use quarry screenings as a backfill material without pre -sampling, as long as the material originated from a quarry/virgin land. Ift Mid Atlantic Englneering & Environmental Solutions Soil Excavation Letter Report Former Long Manufacturing Tarboro, North Carolina FIELD ACTIVITIES Monitoring Well Abandonment October 17, 2018 Page 3 On July 16, 2018, a Mid -Atlantic licensed driller mobilized to the site to abandon monitoring wells MW-3s, MW-9i, and MW-20d. Well abandonment records are included as an attachment. Soil Excavation On August 21, 2018, Mid -Atlantic returned to the site to oversee the excavation of soil in the area of former MW-3s. Mid -Atlantic contracted CCI Environmental Services (CCI) to conduct the soil excavation and backfill activities. Using a toxic vapor analyzer (TVA), Mid -Atlantic directed the limits of excavation. Due to instability of the northern wall of excavation and the proximity of the northern wall to a fence installed along the northern property boundary, Mid - Atlantic ceased additional excavation in this direction. Vertical excavation was advanced to approximately 9 to 13 feet below land surface (BLS). Although readings from the TVA indicated impacted soils were still present at this depth, the instability of the north wall prevented CCI from excavating further down. Readings from the TVA of the east, south, and west walls of excavation indicated the lateral extent of impacted soil had successfully been removed in these directions. A soil sample was collected from the base of the excavation to be analyzed for total petroleum hydrocarbons (TPH) gasoline range organics (GRO) and diesel range organics (DRO) to characterize the soil for the disposal facility, ES&J Enterprises, Inc. (ES&J). Laboratory analysis indicated concentrations of TPH-GRO and TPH-DRO of 27 milligrams per kilogram (mg/Kg) and 610 mg/Kg, respectively. The laboratory analytical report is included as an attachment. Approximately 77.35 tons of impacted soil were excavated from the area of former MW-3s and direct loaded onto trucks for disposal. Excavated soil was disposed at ES&J landfarm in Autryville, North Carolina. Soil disposal manifests are provided as an attachment. Approximately 78.86 tons of quarry screenings from the Martin Marietta Quarry of Fountain, North Carolina were used to backfill the excavation. A drawing of the final excavation is provided as Drawing 2. Monitoring Well Replacement On September 20, 2018, under Mid -Atlantic supervision, Quantex Inc. (Quantex) installed replacement wells MW-3sR and MW-9iR in the approximate locations of original monitoring wells MW-3s and MW-9i. Using hollow stem auger technology, MW-3sR and MW-9iR were installed to a depth of 13 BLS and 38 feet BLS, respectively. Well construction records are provided as an attachment. On October 11, 2018, Mid -Atlantic mobilized to the site to gauge MW-3sR for free product. Measurable free product was not detected in MW-3sR. Ift Mid Atlantic Englneering & Envirenmencal Solutions Soil Excavation Letter Report Former Long Manufacturing Tarboro, North Carolina SUMMARY AND CONCLUSIONS The soil excavation activities are summarized as follows: October 17, 2018 Page 4 • Monitoring wells MW-3s, MW-9i, and MW-20d were abandoned by a licensed North Carolina driller prior to soil excavation; • Approximately 77.35 tons of impacted soil were excavated from the area around former MW-3s to attempt to recover residual free product. Due to the instability of the northern excavation wall, excavation activities ceased and impacted soils remain in the base of the excavation; • A confirmation sample from the base of the excavation indicates TPH-GRO and TPH- DRO at concentrations of 27 mg/Kg and 610 mg/Kg, respectively; • The excavation was backfilled with quarry screenings from the Fountain, North Carolina Martin Marietta Quarry; • Replacement wells MW-3sR and MW-9iR were installed in the approximate locations of the abandoned wells MW-3s and MW-9i; and • Free product was not detected in monitoring well MW-3sR following the excavation and monitoring well replacement. The objective of this was to remove mineral spirit free product from the area of MW-3s. Free product gauging conducted on October 11, 2018 indicates that free product is no longer present on the water table in the location of MW-3sR.
