McAdams Company, Inc. (McAdams) is pleased to submit this Groundwater Assessment Report for the West Main Street Assemblage addressed as 1105 & 1107 West Main Street and 1024 & 1026 West Peabody Street in Durham, Durham County, North Carolina (herein referred to as the "subject site"). The subject site consists of +/- 0.792 acres of land and is identified as North Carolina Brownfield Program (NCBP) Project Number 21038-17-032. The subject site is depicted on Drawing 1. 1.1 Site Environmental History The subject site was historically used for residential and commercial purposes. In 2017, the subject site was accepted into the NCBP for known soil impacts from a release of heating oil from a former on -site underground storage tank (UST). The site was also suspected to have been potentially impacted from the following: > Urban in -fill, naturally occurring and/or anthropological on -site sources; > Regional off -site groundwater contamination from leaking underground sanitary sewer and municipal water lines; and, > Regional off -site groundwater contamination from chlorinated solvent/petroleum releases. Construction of the mixed -use commercial (first floor) and residential (floors two through six) building is currently underway on the site. UST closure activities were conducted at the beginning of construction on August 22, 2018 in general accordance with the approved Environmental Management Plan (EMP) for the site. A mobile laboratory with ultra violet fluorescence (UVF) capabilities provided by RedLab of Wilmington, North Carolina, was used to document that soil impacted by total petroleum hydrocarbon (TPH) gasoline range organics (GRO), TPH diesel range organics (DRO) and total benzene, toluene, ethyl benzene and xylene (BTEX) had been removed. A final excavation confirmation sample was also submitted to Prism Laboratories, Inc. in Charlotte, North Carolina for analysis of volatile organic compounds (VOCs) by EPA Method 8260B and semi -volatile organic compounds (SVOCs) by EPA Method 8270D. Laboratory results indicated that no VOCs or SVOCS were present above associated North Carolina Department of Environmental Quality (NCDEQ) Inactive Hazardous Sites Branch (IHSB) Preliminary Soil Remediation Goals (PSRGs) in the confirmation sample. A UST Closure Report documenting field activities and summarizing results will be prepared and submitted in conjunction with the site's EMP Implementation Report at the end of the project. 1.2 Groundwater Assessment Objectives The NCBP requested additional groundwater data from three newly installed monitoring wells on the site for purposes of including the data on the property's Brownfields Survey Plat Map. In addition to the NCBP, results from this assessment are intended for use by the NCDEQ Division of Waste Management (DWM), Inactive Hazardous Sites Branch (IHSB) and Dry -Cleaning Solvent Cleanup Act (DSCA) programs as they relate to regional off -site groundwater contamination from chlorinated solvent releases associated with or identified on the Former One Hour Koretizing (DSCA Site ID DC320029) and Howerton-Bryan Funeral Page 1 of 7 M MCADAMS Groundwater Assessment Report West Main Street Assemblage, Durham, NC NCBP Project No. 21038-17-032 April 18, 2019 Home (NCBP Project No. 20071-16-032) sites. This groundwater assessment was performed in general accordance with the NCBP approved Groundwater Assessment Work Plan (Revision 1) (McAdams) dated March 29, 2019. 2.0 SCOPE OF WORK On April 1, 2019, McAdams oversaw Quantex Environmental Drilling of Clayton, North Carolina advance three borings and install three Type II temporary monitoring wells (TW-1 through TW-3) on the subject site (as depicted on Drawing 2) to allow for the collection of shallow groundwater. Groundwater was analyzed for VOCs, SVOCs and Resource Conservation Recovery Act (RCRA) Metals using the methods summarized in Table 1. The horizontal and vertical location of wells were also surveyed. Well construction and elevation data are summarized in Table 2. Boring and well construction logs are presented in Appendix A. Field notes and photo logs are presented in Appendices B and C. Laboratory analytical results are summarized in Table 3. The laboratory analytical report is provided in Appendix D. An electronic data deliverable (EDD) is also being submitted to the NCBP under separate cover in conjunction with this report. 3.0 SAMPLING METHODOLOGY 3.1 Health and Safety Planning and Utility Clearing Prior to the start of work, McAdams updated the site -specific Health and Safety Plan in accordance with the Occupation Safety and Health Administration (OSHA) rules (29 CFR 1910.120). To address potential underground utilities, McAdams contacted the North Carolina 811 one -call system a minimum of 72 hours before beginning the assessment to notify member utilities of the subsurface work. Because 811 utility locating services only identified utilities up to the property boundary, McAdams performed a subsurface utility exploration (SUE) survey to clear proposed sample locations/areas of utilities on April 5, 2019. 3.2 Temporary Monitoring Well Installation and Groundwater Sampling Type II temporary monitoring wells (TW-1 through TW-3) were installed in general accordance with applicable regulatory requirements per North Carolina Administrative Code (NCAC) Title 15A Subchapter 02C (NCAC 2C) (Drawing 2). Boreholes were advanced using solid stem auger methods to a maximum depth between 19 and 20 feet below land surface (BLS) (Appendix A). Soil cuttings were geologically classified in general conformance with the Unified Soil Classification System (USCS) and continuously field screened for evidence of VOCs using a Photoionization Detector (PID) (Appendix A). Per work plan requirements, no soil samples were collected for laboratory analysis. As summarized in soil boring logs (Appendix A), no evidence of potential impacts was identified using field screening methods, which is consistent with our understanding of site conditions. As summarized in Table 2 and depicted in well construction logs (Appendix A), boreholes were converted into Type II temporary monitoring wells set to either 19 (TW-2) or 20 (TW-1 and TW-3) feet BLS. Each well was constructed of 2-inch schedule 40 polyvinyl chloride (PVC) using a ten -foot standard 0.010-inch slotted screen section from the bottom of the boring followed by a 2-inch schedule 40 PVC section of riser Page 2 of 7 M MCADAMS Groundwater Assessment Report West Main Street Assemblage, Durham, NC NCBP Project No. 21038-17-032 April 18, 2019 pipe to surface. Remaining annular space around the well was backfilled with filter pack sand that extended to approximately two -feet above the top of the well screen in general accordance with NCAC 2C Section .0108. A hydrated well seal, meeting ASTM D-5092 (2010) method requirements was installed on top of the filter pack. Wells were developed to dry conditions on April 1, 2019 and again on April 3, 2019 in general accordance with standard operating procedures referenced in IHSB Guidelines for Assessment and Cleanup (October 2015). A total of at least three well volumes was purged from each well on April 1, 2019 (10.5 gallons from TW-1, 6.5 gallons from TW-2 and 11.5 gallons from TW-3) and on April 3, 2019 (9 gallons from TW- 1, 9.5 gallons from TW-2 and 7.5 gallons from TW-3). On April 8, 2019, groundwater level measurements relative to the top of the inner PVC well casing (top of casing [TOC]) were obtained (Table 2). Following gauging at least three well volumes were purged from each well (9.5 gallons from TW-1, 9.5 gallons from TW-2 and 10 gallons from TW-3) until groundwater was clear of turbidity in preparation for sampling. Dedicated tubing connected to a peristaltic pump was inserted into each well and a flow through cell was used to obtain temperature, conductivity, dissolved oxygen, pH and oxidation/reduction potential chemistry parameters from groundwater in each well (see Field Notes in Appendix B). Following collection of water chemistry readings, the flow through cell was disconnected and groundwater was sampled in general accordance with standard operating procedures referenced in IHSB Guidelines for Assessment and Cleanup (October 2015). Bottle ware for VOCs was filled first, followed by the remaining analytical parameters (SVOCs and RCRA metals). A total of three groundwater samples and one blind duplicate sample collected from TW-1 were placed on ice in dedicated coolers and submitted to Pace Analytical Services, LLC (Pace) located in Huntersville, North Carolina for laboratory analysis for analysis of VOCs using U.S. EPA Method 8260B; SVOCs using EPA Method 8270C; and RCRA Metals using EPA Method 6010C and 6020B following chain of custody procedures 3.3 Decontamination Equipment used between borings was decontaminated using a series of rinses including Alconox° and distilled water. 3.4 Temporary Monitoring Well Survey On April 10, 2019, vertical TOC elevations and the horizontal location of each temporary well was surveyed by a North Carolina Registered Land Surveyor. TOC elevation results are summarized in Table 2. Estimated groundwater elevation contours are depicted on Drawing 3. 3.5 Temporary Monitoring Well Abandonment On April 11, 2019, temporary monitoring wells were abandoned using bentonite and concrete in accordance with procedures for well abandonment outlined in 15A NCAC 02C .0113. Page 3 of 7 0 MCADAMS 4.0 PHYSICAL SITE CHARACTERISTICS 4.1 Topography and Surface Water Drainage Groundwater Assessment Report West Main Street Assemblage, Durham, NC NCBP Project No. 21038-17-032 April 18, 2019 According to United States Geological Survey (USGS) Topographic Quadrangles of Northwest and Southwest Durham, North Carolina and site survey results, the subject site is located at approximately 400 feet above mean sea level (msl) (Drawing 1). Based on local topography surface water is expected to flow east-northeast in the general direction of Ellerbe Creek. 4.2 Site Geology According to the North Carolina Geological Survey Section of the North Carolina Department of Natural Resources and Community Development Geology of North Carolina (1985) map, the subject site is located within the Triassic Basin in the Piedmont Region of North Carolina. Bedrock beneath the site consists of sedimentary rocks of the Chatham Group. Bedrock is comprised of conglomerate, fanglomerate, and mudstone. As presented in soil boring logs (Appendix A) overburden at the site generally consists of brownish red silt and clay consistent with Triassic Basin saprolite. 4.3 Site Hydrogeology Groundwater elevations measured on April 8, 2019 ranged between 395.61 feet above msl in TW-2 to 397.82 feet above msl in TW-3 (Table 2). Groundwater was encountered at depths ranging between 4.39 ft BLS (TW-3) and 7.2 feet BLS (TW-2). Based on elevation data, shallow groundwater is expected to flow east-southeast, as depicted on Drawing 3. Groundwater flow direction beneath the site appears to be consistent with area groundwater flow directions reported in NCDEQfiles associated with the Former One Hour Koretizing (DSCA Site ID DC320029) and Howerton-Bryan Funeral Home (NCBP Project No. 20071- 16-032). 5.0 GROUNDWATER ANALYTICAL RESULTS Groundwater analytical results were compared to the 15A North Carolina Administrative Code (NCAC) 02L .0202 Groundwater Quality Standards (2L Standards) and the NCDEQ Division of Waste Management (DWM) Residential and Non -Residential Vapor Intrusion Groundwater Screening Levels (VI GWSLs) for a Tier 1 evaluation of vapor intrusion potential. Groundwater analytical results are summarized in Table 3. The associated Level II Quality Assurance (QA)/Quality Control (QC) analytical report is provided in Appendix D. Below is a summary of groundwater results by compound suite and QA/QA results. 5.1 VOCs Tetra chloroethene (PCE) was reported in TW-2 at a concentration of 1.1 micrograms per Liter (µg/L) which is above the 2L Standard of 0.7 µg/L, but below both the Residential and Non -Residential VI GWSLs (12 µg/L and 48 µg/L, respectively). No additional VOCs were detected in the groundwater sample from TW- 2 and no VOCs were reported above laboratory reporting limits (RLs) in either TW-1 or TW-3. Page 4 of 7 0 MCADAMS Groundwater Assessment Report West Main Street Assemblage, Durham, NC NCBP Project No. 21038-17-032 April 18, 2019 McAdams evaluated the vapor intrusion risk associated with groundwater results using the February 2018 version of the NCDEQ Risk Calculator. A 7.4E-08 carcinogenic risk and a 1.9E-2 hazard index was calculated for the groundwater to indoor air pathway. Because groundwater to indoor air pathway risk calculations were below a carcinogenic risk of 1.0E-04 and hazard index of 1, a vapor intrusion risk is not present on the site. 5.2 SVOCs No SVOCS were reported above RLs in groundwater samples analyzed from TW-1 through TW-3. 5.3 RCRA Metals Chromium (total) was detected at concentrations of 9.6 µg/L and 10.9 µg/L in TW-1 and DUP-1(duplicated of TW-1), respectively. The concentration reported in the duplicate sample (only) was reported slightly above the associated 2L Standard of 10 µg/L. Barium (total) was reported at concentrations ranging between 63.3 µg/L and 134 µg/L in monitoring wells TW-1 through TW-3 which is below the associated 2L Standard of 700 jig/L. 5.4 Field and Laboratory Procedure QA/QC Blind duplicate (DUP-1) groundwater results were within 10 standard deviations of results reported from groundwater sample TW-1. No VOCs were reported in the trip blank (TB-1). 6.0 INVESTIGATION DERIVED WASTE (IDW) MANAGEMENT Because no evidence of potential impacts was identified using field screening methods, soil cuttings were spread onto the ground in general accordance with applicable regulatory guidance and the approved EMP for the site. Based on results of this assessment, development/purge water from temporary wells TW-1 and TW-3 will also be spread on the ground in accordance with applicable regulatory guidance and the EMP. Arrangements will be made for off -site disposal of development/purge water from temporary well TW-2 in general accordance with applicable regulatory requirements. 7.0 FINDINGS Based on the results of this groundwater assessment McAdams offers the following findings: • Soil at the site generally consists of brownish red silt and clay consistent with Triassic Basin saprolite. Field screening results did not reveal evidence of impacts in soil. • Groundwater elevations ranged between 395.61 feet above msl (TW-2) and 397.82 feet above msl (TW-3) and was encountered at depths ranging between 4.39 ft BLS (TW-3) and 7.2 feet BLS (TW-2). Based on elevation data, shallow groundwater is expected to flow east-southeast. Groundwater flow direction beneath the site appears to be consistent with area groundwater flow directions reported in NCDEQ files associated with the Former One Hour Koretizing (DSCA Site ID DC320029) and Howerton-Bryan Funeral Home (NCBP Project No. 20071-16-032). Page 5 of 7 0 MCADAMS Groundwater Assessment Report West Main Street Assemblage, Durham, NC NCBP Project No. 21038-17-032 April 18, 2019 • Groundwater analytical results indicated the presence of PCE in monitoring well TW-2 (only) above the 2L Standard, but below the associated Residential/Non-Residential VI GWSLs. This well is located near the property boundary along West Peabody Street, and not in the vicinity of the new structure. • Risk calculations indicate a vapor intrusion risk is not present on the site. • No evidence of heating oil -related VOCs or SVOCs were detected in groundwater collected from TW-3 installed in the vicinity of the former UST. These results are consistent with results from the excavation of petroleum -impacted soil during UST closure activities per EMP requirements (as summarized in Section 1.1). • Chromium (total) was detected slightly above the 2L Standard in DUP-1 (associated with TW-). Available information indicates that chromium is likely naturally occurring in the subsurface. 8.0 CONCLUSIONS AND RECOMMENDATIONS PCE was reportedly not used in historical residential and commercial (i.e., office, restaurant, barber shop, and framing shop) operations on the site. The source of PCE in groundwater in TW-2 is not known, however, based on the results of this groundwater assessment PCE contamination appears to be migrating onto the southern -most corner of the site from an upgradient source area to the west-northwest. Although risk calculations indicate a vapor intrusion risk is not present on the site, 1105 Main Street, LLC has elected to proactively mitigate vapor intrusion beneath the new structure following the VIMS Design and Specifications package approved by the NCBP on March 21, 2018, and the Addendum VIMS Design — Elevator Pit package approved by the NCBP on November 7, 2018. Groundwater monitoring well location and laboratory analytical data results from this assessment will be included on the associated Brownfields Survey Plat Map.
