(Geosyntec) is pleased to submit this Underground Storage Tank (UST) Closure Report for the West Main Street Assemblage located at 1105 West Main Street in Durham, Durham County, North Carolina (herein referred to as the "subject site" or "site"). The subject site is located on the south side of West Main Street between West Peabody Street and West Morgan Street, on the parcels formerly addressed as 1107 and 1105 West Main Street and 1026 and 1024 West Peabody Street. The four parcels were combined into one +/- 0.79-acre parcel identified as Durham County Parcel Identification Number (PIN): 0821-07-69-0363 and addressed as 1105 West Main Street, as part of the June 8, 2018 acquisition and planned redevelopment by the PD. Construction of a six -floor mixed -use condominium high rise known as "The Bartlett" is currently underway, with building occupancy planned for the fall of 2019. Ground floor space will be designated for office, amenity, and commercial uses. Condominiums and common space will be located on remaining upper floors (two through six). The site location is depicted on the topographic map presented as Drawing 1. Pre -redevelopment site features and planned redevelopment are depicted on Drawing 2. Section 2.0 of this report provides an environmental history of the site. UST Closure activities performed at the beginning of redevelopment soil disturbance activities in August 2018, and subsequent groundwater sampling in the excavation area performed in April 2019, are summarized in Sections 3.0 and 4.0. Section 5.0 provides a brief receptor survey discussion. The complete Groundwater Assessment Report (McAdams) dated April 18, 2019, in addition to a Receptor Survey (McAdams) dated August 28, 2019, were previously submitted under separate cover to the North Carolina Brownfields Program (NCBP). Findings, conclusions and recommendations are discussed in Section 6.0. 2.0 SITE ENVIRONMENTAL HISTORY According to a Phase I Environmental Site Assessment (ESA) (McAdams, 2017a), the subject site was historically used for residential and commercial purposes (Drawing 2). During a Limited Phase II ESA (McAdams, 2017b), heating oil impacts were identified in soil around an underground storage tank (UST) located in the rear of the former house on the parcel addressed as 1105 West Main Street (Drawing 2). Based on Phase I and Phase II ESA results, the site was also suspected to have been potentially impacted from the following: • Urban in -fill, naturally occurring and/or anthropological on -site sources; UST Closure Report, NCBP Project No. 21038-17-032 1 September 12, 2019 Geosyntec consultants Geosyntm Consultants of NC, P.C. • Regional off -site groundwater contamination from leaking underground sanitary sewer and municipal water lines; and, • Regional off -site groundwater contamination from chlorinated solvent/petroleum releases. The subject site was found eligible for the North Carolina Department of Environmental Quality (NCDEQ) NCBP on October 2, 2017 and is identified as NCBP Project Number 21038-17-032. An Environmental Management Plan (EMP) was developed for the subject site following NCBP eligibility. The objective of the EMP was to establish procedures for the handling, reusing, transporting, and disposing of known and potentially contaminated soil and water generated during redevelopment activities to protect the safety of construction workers, future site occupants, and the surrounding area. The EMP was approved by the NCBP on March 22, 2018. UST Closure was performed in general accordance with the approved EMP and NCDEQ UST Section, Guidelines for Site Checks, Tank Closure, and Initial Response and Abatement for UST Releases (January 9, 2018). 3.0 UST CLOSURE ACTIVITIES On August 20, 2018, McAdams observed contractor James Bobby Currin & Sons, Inc. (JB Currin) of Fuquay Varina, North Carolina expose the top of the estimated 500-gallon heating oil UST using excavation equipment. Upon confirmation of the presence of a UST, the area was covered with plastic, and the City of Durham Fire Marshal was notified by General Contractor, Resolute Building Company (Resolute) out of Chapel Hill, North Carolina, of the intent to remove the UST. The UST area is depicted on Drawing 3. On August 22, 2018, JB Currin excavated around the sides of the tank to evaluate the condition and (potential) presence of residual sludge/liquids in the UST. Based on field observations, the UST appeared to be corroded with little measurable heating oil sludge/liquid remaining in the UST. The inside of the tank was pressure washed by Zebra Environmental & Industrial Services (Zebra) out of High Point, North Carolina. Wash water/fluid (sludge) was removed from the UST and placed in a tanker truck using vacuum conveyance. Approximately 10 gallons of sludge was transported under a non -hazardous material manifest by Zebra to their permitted facility in High Point, North Carolina for treatment/disposal. Sludge manifest records are provided in Appendix B. After the tank was cleaned, air in the tank was evaluated by McAdams using a multi -gas meter with a photoionization detector (PID) sensor. Volatile organic compound (VOC) measurements UST Closure Report, NCBP Project No. 21038-17-032 2 September 12, 2019 Geosyntec consultants Geosyntm Consultants of NC, P.C. were recorded as being less than 0.5 parts per million (ppm). The lower explosive level (LEL) was measured at zero percent. A Durham Fire Marshal's representative was present to observe the readings and site conditions. Following approval by the Durham Fire Marshal, JB Currin removed the tank for off -site disposal. Prior to off -site transport, McAdams observed that no liquids or unacceptable LEL conditions were present in the tank, and the tank was rendered unusable. JB Currin excavated heating oil -impacted soil from the tank pit under the direction of McAdams in general accordance with NCDEQ UST Section Guidelines (2018) and the approved EMP. Soil was loaded into trucks for off -site disposal. Following excavation activities, excavation sidewall and base soil samples were collected for analysis by on -site mobile laboratory RedLab of Wilmington, North Carolina (RedLab). RedLab, screened soil with an ultraviolet fluorescence (UVF) QED analyzer to evaluate total petroleum hydrocarbon (TPH) gasoline range organics (GRO), TPH diesel range organics (DRO), and total benzene, toluene, ethylbenzene and xylenes (BTEX) concentrations. Soil with detections of TPH and/or BTEX above UST Section Action Levels was excavated for off -site disposal. Tabulated UVF — QED Analyzer soil sample results for the last set of samples collected from sidewalls (EXN-14, EXW-15, EXS-16 and EXE-17) and the base (EXB-13 and EXB-18) of the excavation are provided in Table 1. RedLab analytical reports are included in Appendix C. A depiction of the approximate location of UVF samples and the size, shape and orientation of the excavation are provided in Drawing 4. The UVF-QED Analyzer soil sample (EXS-16 [8']) with the highest remaining TPH GRO/DRO concentration (below UST Action Levels) (Drawing 3) was also submitted for confirmation analysis of VOCs and SVOCs by U.S. EPA Methods 8260B and 8270D, respectively, by Prism Laboratories, Inc. located in Charlotte, North Carolina. Soil confirmation data and the laboratory analytical report are summarized in Table 2 and provided in Appendix C, respectively. As summarized in Table 3, VOCs or SVOCs were detected below applicable Inactive Hazardous Sites Branch (IHSB) Preliminary Soil Remediation Goals (PSRGs) or UST Section Maximum Soil Contaminant Concentration Levels (MSCCs) in soil sample EXS-16(8'). Naphthalene was reported at an estimated concentration below the laboratory reporting limit (RL) (and the applicable Residential and Protection of Groundwater/Soil-to-Water PSRGs and MSCCs). The final excavation measured 16 feet in width, 16 feet in length and between 10.5 and 12 feet in depth (Drawing 4). Saturated sandy silt/clay was encountered in deeper (12 feet below land surface [BLS]) portions of the excavation. Field observations indicated that the water table was encountered at approximately 11.5 feet BLS. With the exception of EXB-18, samples were UST Closure Report, NCBP Project No. 21038-17-032 3 September 12, 2019 Geosyntec consultants Geosyntm Consultants of NC, P.C. representative of unsaturated soils. Base excavation soil screening sample results for EXB-13 collected at 10.5 feet BLS and EXB-18 collected at 12 feet BLS (Table 1) indicated the potential for heating oil to have migrated into the water table. Impacted saturated soils (i.e. soils below the water table), were over -excavated until QED analysis indicated concentrations below associated Action Levels. Subsequent groundwater assessment (Section 4.0) conducted in the UST excavation in April 2019 indicated that no free product was present and VOCs, SVOCs, and metals were below applicable 15 A North Carolina Administrative Code 02L Groundwater Standards (2L Standards), UST Section Gross Contaminant Levels (GCLs) and/or Division of Waste Management (DWM) Vapor Intrusion Groundwater Screening Levels (VI GWSLs). Approximately 247.26 tons of heating -oil -impacted soil were transported under non -hazardous waste manifest by JB Currin to Earthtec Environmental (Earthtec) located in Bear Creek, North Carolina for land farm disposal as part of UST closure activities. Soil weight tickets from the Earthtec receiving facility are presented in Appendix B. At the conclusion of UST closure activities, the excavation was backfilled with soil from the subject site. No new/unidentified USTs or other impacted soil source areas were identified during construction soil disturbance activities. 4.0 GROUNDWATER ASSESSMENT ACTIVITIES In the spring of 2019, McAdams conducted a groundwater assessment (McAdams, 2019b) that included the installation of three temporary wells (Drawings 2 and 3). This assessment was performed at the request of the NCBP to evaluate if a documented regional chlorinated solvent plume was migrating onto the subject site. As summarized in Table 3 and depicted on Drawing 2, a detection of tetrachloroethylene (PCE) was reported in a temporary monitoring well (TW-2) above the respective 2L Standard), but below the NCDEQ Residential GWSL and GCL. TW-2 was located in the southern portion of the site where a landscaped area is planned for construction. Groundwater impacted by PCE appeared to be associated with the documented regional chlorinated solvent plume. No VOCs, SVOCs or metals were detected in groundwater above applicable 2L Standards, VI GWSLs or GCLs in the temporary well TW-3 installed in the former UST over -excavation area. Chromium was detected slightly above the 2L Standard (but below the GCL) in a duplicate sample (only) collected from temporary well TW-1 installed near the footprint of the new mixed -use structure and the eastern property boundary. The detection of chromium is likely being attributable to naturally occurring subsurface conditions. UST Closure Report, NCBP Project No. 21038-17-032 4 September 12, 2019 Geosyntec consultants Geosyntm Consultants of NC, P.C. 5.0 RECEPTOR SURVEY The subject site is located in an area dominated by commercial use. Properties surrounding the Brownfields Property include: Direction Property Description North West Main Street, followed by the Marriot Residence Inn West Hall -Wynne Funeral Services chapel and funeral home East Commercial building containing Claude May Interior Design and Indigo Montessori School South West Peabody Street followed by the Railroad. The receptor survey (McAdams, 2019b) revealed the following: • A daycare, residential properties and basements were located within 1,000 feet of the property boundary. • No public water supply wells were located within a mile of the property boundary. • No private water supply wells were located within 1,500 feet of the property boundary. • No irrigation wells were located within 1,500 feet of the property boundary. • No surface water features were identified on the property. The closest water body was identified as being South Ellerbe Creek located 2,500 feet northeast of the property boundary. • No wetlands were identified on the property or on adjacent properties. The location of the (east adjacent) daycare, residential properties and basements within 1,000 feet of the Brownfields Property, in addition to utilities within (at least) 100 feet of the Brownfields Property are depicted on the figure presented as Drawing 5. 6.0 FINDINGS, CONCLUSIONS, AND RECOMMENDATIONS The following UST Closure activities were performed in general accordance with the approved 2017 EMP and UST Section Guidance: • Oversight of UST closure activities including the excavation and removal of approximately 247.26 tons of heating oil -impacted soils from the former UST area. Heating -oil impacted UST Closure Report, NCBP Project No. 21038-17-032 5 September 12, 2019 Geosyntec consultants Geosyntm Consultants of NC, P.C. soil was disposed of at the Earthtec land farm facility located in Bear Creek, North Carolina. • Soil UVF-QED Analyzer field screening and laboratory confirmation sampling from the former UST excavation area indicate that UST excavation activities were effective in removing heating oil -impacted source area soils to levels below applicable TPH Action levels, and, Residential and Protection of Groundwater/Soil-to-Water PSRGs and MSCCs. • Field observations during UST closure activities indicated the presence of the water table at a depth of approximately 11.5 feet BLS in the tank pit. Field soil screening and mobile lab sample results indicated the potential for heating oil to have migrated into the water table. Based on this information, impacted soil below the water table was over -excavated. Data from the subsequent April 2019 groundwater assessment indicated that no free product was present in temporary well TW-3, installed in the former UST tank over - excavation area. Additionally, VOCs, SVOCs and metals were reported below applicable 2L Standards, GCLs and/or VI GWSLs in the groundwater sample collected from TW- 3. This information indicates that no groundwater impacts exist associated with the former UST. • Field observations during construction soil disturbance activities indicated no evidence of other USTs or other impacted soil source areas on the site. Based on UST Closure soil data and subsequent 2019 groundwater assessment data, no soil or groundwater impacts remain at the site associated with the former UST and no additional assessment is planned. Geosyntec concludes that there is no unacceptable risk associated with the UST Closure and that no further action is warranted. 7.0 REFERENCES McAdams, 2017a. July 18, 2017.
