SMARTER ENVIRONMENTAL SOLUTIONS Phase I ESA Commercial Property 3631 Tryclan Drive Charlotte, North Carolina H&H Job No. BOU-013 1.0 Executive Summary Hart & Hickman, PC (H&H) has performed a Phase I Environmental Site Assessment (ESA) at the commercial property located at 3631 Tryclan Drive in Charlotte, Mecklenburg County, North Carolina (Site or subject Site). A Site location map is provided as Figure 1 and the Site and surrounding area are shown on Figure 2. The Phase I ESA was conducted in conformance with the scope and limitations of ASTM Practice E 1527-13. Any exceptions to, or deletions from, this practice are described in this report. 1.1 Site and Nearby Area Summary H&H has provided a brief summary of the current and former uses of the Site and nearby area below: Site The subject Site is comprised of one approximately 1.45-acre parcel of land. The Site is developed with one approximately 16,000 sq ft building constructed in the late 1960s and is currently occupied by Molinas Auto Repair & Body Shop and B&I Auto Machine. Remaining portions of the Site are concrete, asphalt, or landscaped. Historically, the subject Site was undeveloped wooded land prior to 1938 until the 1960s when the Site was cleared and graded for development. The Site building was subsequently constructed in 1968. The Site was initially occupied by Canteen Corporation which operated a vending machine business through the late 1980s. Battery & Ignition Distributors, Inc. subsequently purchased the Site and has operated an automotive parts retail and engine repair business since that time. Nearby Area Currently, properties in the immediate vicinity of the subject Site are used for, retail, fitness, residential, industrial, and commercial office purposes. Historically, the general Site area was undeveloped or was used for agricultural purposes prior to 1938. Residential development to the south of the Site and commercial development to the east of the Site along South Boulevard generally began in the early to mid-1940s. Commercial development to the west and east of the Site continued through the late 1990s to early 2000s. Commercial development immediately to the north of the Site began in the mid to late 1960s when Tryclan Drive was constructed and continued through the late 1980s to early 1990s. Residential development to the south of the Site continued through the late 1990s. Currently, properties in the immediate vicinity of the subject Site are used for, retail, fitness, residential, automotive repair, and commercial office purposes. 1.2 Findings, Opinions, and Conclusions The purpose of a Phase I ESA is to identify Recognized Environmental Conditions (RECs) in connection with the property. RECs are environmental conditions that include the presence or likely presence of hazardous substances or petroleum products on the property that indicate an existing release, a past release, or a material threat of a release in structures on the property, or into the ground, groundwater, or surface water on the property. The ASTM standard also defines a subset of RECs termed a Historical Recognized Environmental Condition (HREC) and a Controlled Recognized Environmental Condition (CREC). A HREC is defined as a REC which involves a past release of hazardous substances or petroleum products that has been addressed to the satisfaction of the applicable regulatory authority and that is not subject to activity and/or use limitations. A CREC is defined as a REC which involves a past release of hazardous substances or petroleum products that has been addressed to the satisfaction of the applicable regulatory authority and that is subject to activity and/or use limitations. 2 hart' hickman S:\AAA-MasterProjects\Boulevard Realty Estate Advisors (BOU)\BOU-013 3631 Tryclan Street\Phase I ESA 3631 Tryclan Street njo.docx SMARTER ENVIRONMENTAL SOLUTIONS Our findings regarding RECs are based upon our review of historical records and maps; review of regulatory database records and/or regulatory agency files; interviews with persons familiar with the Site; observations during the Site reconnaissance; and data evaluation. Based upon our completion of Phase I ESA activities, H&H has determined the following: We have performed a Phase I Environmental Site Assessment in conformance with the scope and limitations of ASTM Practice E1527-13 on the Site located at 3613 Tryclan Drive in Charlotte, Mecklenburg County, North Carolina. Any exceptions to, or deletions from, this practice are described in Section 2.0 of this report. This assessment has revealed no evidence of RECs in connection with the Site except for the following: • Canteen Corporation previously owned the Site and is listed on the Underground Storage Tank (UST) and Leaking Underground Storage Tank (LUST) databases. The UST database indicates that an 8,000-gallon UST was installed by Canteen Corporation in 1969 and was subsequently removed in 1989. The LUST database indicates that a release incident was reported when impacted soil was encountered during the removal of the 8,000-gallon diesel UST. The Canteen Corporation LUST incident remains open and has not received regulatory closure. H&H completed a regulatory file review to obtain additional documents related to the Canteen Corporation LUST incident (Incident No. 6923). Files related to the release incident were not available from the North Carolina Department of Environmental Quality (DEQ). However, during our file review, H&H obtained a bulleted summary for a release incident on the American Fence facility previously located on the adjacent property to the west. The summary for the American Fence release incident also included a brief summary of the Canteen Corporation LUST incident which indicated that benzene was detected in groundwater at the Site at concentrations up to 200 µg/l. Additionally, a figure included in a Phase I Limited Site Assessment (LSA) report for the American Fence release incident indicated the presence of benzene and xylenes at concentrations up to 360 µg/l and xylenes up to 3,300 µg/l, respectively in groundwater samples collected from monitoring wells on 3 hart' hickman S:\AAA-MasterProjects\Boulevard Realty Estate Advisors (BOU)\BOU-013 3631 Tryclan Street\Phase I ESA 3631 Tryclan Street njo.docx SMARTER ENVIRONMENTAL SOLUTIONS the subject Site. Based on the open status of the release incident and the potential presence of elevated concentrations of benzene and xylenes in groundwater, H&H considers the Canteen Corporation LUST incident at the Site to be a REC. • Since the late 1980s, the subject Site has been used for engine repair and retail sale of automotive parts. Beginning in the early 2000s, the southern portion of the Site building has been leased for automotive service and body repair activities. During our Site visit, H&H observed parts washers in the area of the engine repair activities, floor drains in the southern portion of the Site building where automotive repair activities are completed, an automotive paint booth, various containers of automotive fluids, and used oil aboveground storage tanks (ASTs) along the south side of the Site building. H&H observed staining to the ground surface in the vicinity of the ASTs and in various locations throughout the Site building where engine and automotive repair activities are completed. Based on duration, chemical usage, the presence of staining to ground surface, and the presence of floor drains, H&H considers the use of the Site for engine repair, automotive service activities, and automotive body repair operations to be a REC. H&H identified the following potential environmental concern in connection with the Site which, based on our evaluation, is not considered to be a REC. • During our Site reconnaissance, the current Site owner indicated that a large drainage gully was historically located along the southern Site boundary to the south of the current fence line. The Site owner indicated the owner of the former American Fence property located adjacent to the west and south of the subject Site filled the gully and subsequently used the area (including portions of the subject Site) for storage purposes. The Site owner indicated that he is not certain of the source of the soil used to fill the gully. However, he indicated it was possible that it came from an excavation on the American Fence property adjacent to the west. During our Site visit, H&H did not observe staining, fill material, or other indications of potential concern associated the former gully. Based on the lack of staining or other indications of potential impact, H&H does not consider the former gully to be a REC. 4 hart' hickman S:\AAA-MasterProjects\Boulevard Realty Estate Advisors (BOU)\BOU-013 3631 Tryclan Street\Phase I ESA 3631 Tryclan Street njo.docx SMARTER ENVIRONMENTAL SOLUTIONS • During our Site visit, H&H observed significant debris in the southern portion of the Site including old car, car parts, and tires. Additionally, H&H observed a 55-gallon drum with unknown contents in the debris. The debris generally appeared to be inert and H&H did not observe significant staining to ground surface, stressed vegetation, or other indications significant environmental concerns in the vicinity of the debris. As such, H&H does not consider the debris on the southern portion of the Site to be a REC. • H&H reviewed the Brownfields Assessment Report prepared for the Yorkshire Drive Brownfields property located adjacent to the west and southwest and downgradient of the subject Site. Analytical results of groundwater samples collected during the Brownfields assessment activities indicated the presence of vinyl chloride, cis-1,2-DCE, and naphthalene in groundwater at concentrations above the North Carolina Administrative Code (NCAC) 2L Groundwater Standards (2L Groundwater Standards) and 1- methylnaphthalene at a concentration above the Interim Maximum Allowable Concentration (IMAC). Based on area topography and because impacts are being managed with regulatory oversight, H&H does not consider the Yorkshire Brownfields property to be a REC. 5 hart' hickman S:\AAA-MasterProjects\Boulevard Realty Estate Advisors (BOU)\BOU-013 3631 Tryclan Street\Phase I ESA 3631 Tryclan Street njo.docx SMARTER ENVIRONMENTAL SOLLMONS 2.0 Introduction This report presents the results of Phase I ESA activities conducted at the industrial property located at 3631 Tryclan Drive in Charlotte, Mecklenburg County, North Carolina. H&H conducted this assessment for Boulevard Real Estate Advisors (Boulevard) in accordance with our authorized scope of work. 2.1 Purpose and Scope of Services The purpose of this assessment was to identify, to the extent feasible pursuant to the processes prescribed herein, recognized environmental conditions in connection with the property. Such environmental conditions include the presence or likely presence of any hazardous substances or petroleum products in, on, or at the Site: (1) due to release to the environment; (2) under conditions indicative of a release to the environment; or (3) under conditions that pose a material threat of a future release to the environment. `Release' shall have the same meaning as the definition of `release' as defined in CERCLA 42 U.S.C. § 9601(22) and `environment' shall have the same meaning as the definition of `environment' as defined in CERCLA 42 U.S.C.§ 9601(8). In this assessment, `migrate' and `migration' refers to the movement of hazardous substances or petroleum products in any form, including, for example, solid and liquid at the surface or subsurface, and vapor in the subsurface. 2.2 Methodology H&H performed this Phase I ESA in general conformance with current ASTM Standard E 1527- 13, Standard Practice for ESAs: Phase I Environmental Site Assessment Process. The Phase I ESA is also compliant with the statutory criteria for all appropriate inquiries currently accepted by the United States Environmental Protection Agency under ASTM Standard 1527-13. The scope of services for the Phase I ESA includes the following tasks: • acquisition and review of data on historical use of the Site; • Site reconnaissance, review of adjacent properties, and interviews with knowledgeable individuals; 6 hart' hickman S:\AAA-MasterProjects\Boulevard Realty Estate Advisors (BOU)\BOU-013 3631 Tryclan Street\Phase I ESA 3631 Tryclan Street njo.docx SMARTER ENVIRONMENTAL SOLUTIONS • review of environmental databases; • contacts with regulatory officials, as appropriate; and • data analysis and reporting. 2.3 Limitations and Exceptions of Assessment The following items were beyond the scope of this assessment, and H&H did not address them in this report: • cultural, historical, and archaeological survey; • radon and indoor air testing; • responsibilities of the User of this Phase I ESA to meet all appropriate inquiry as defined in ASTM E1527-13; • asbestos, mold, or lead -based paint survey; • drinking water testing; • rare and endangered species survey; and • wetlands verification/delineation The User of this Phase I ESA has certain responsibilities to meet all appropriate inquiry as defined in ASTM E1527-13. H&H provided a User Questionnaire to Boulevard. However, Boulevard elected to not complete a User Questionnaire for the Site. 2.4 Special Terms and Conditions The conclusions presented in this report are professional opinions, based solely upon visual observations of the Site and vicinity and our interpretation of the available historical information, documents reviewed, and analytical results as described in this report. They are intended exclusively for the purpose outlined herein and at the Site location and the project indicated. This report is intended for the sole use and reliance of Boulevard. The report may not be relied upon by other parties without the express written consent of H&H and Boulevard. It should be recognized that this study was not intended to be a definitive investigation of contamination at the subject Site. It is possible that currently unrecognized contamination may exist at the Site. Opinions and recommendations presented herein apply to Site conditions existing at the time of our investigation and those reasonably foreseeable. They cannot necessarily apply to Site changes of which H&H is unaware and has not had the opportunity to evaluate. 2.5 Data Gaps and Limitations The following data gaps were identified in performing the Phase I ESA: H&H submitted an information request to the Charlotte Fire Department to obtain records regarding instances involving hazardous materials or fires at or near the Site. As of the writing of this report, H&H has not received a response from the Charlotte Fire Department. The topography in the general area of the Site slopes to the south-southwest. A copy of the United States Geological Survey (USGS) topographic quadrangle map is provided as Figure 1. Geology The subject Site is located in the Piedmont Physiographic Province of North Carolina. The area land surface is generally characterized as gently sloping, which may become moderately steep where intersected by streams. According to the Geologic Map of North Carolina dated 1985, the subject Site lies within the Charlotte Belt of the Piedmont. In the Site area, underlying bedrock is comprised of metamorphosed quartz diorite. In the Piedmont, the bedrock is overlain by a mantle of weathered rock termed saprolite or residuum. The saprolite consists of unconsolidated clay, silt, and sand with lesser amounts of rock fragments. Due to the range of parent rock types and their variable susceptibility to weathering, the saprolite ranges widely in color, texture, and thickness. Generally, the saprolite is thickest near interstream divides and thins toward streambeds. In profile, the saprolite normally grades from clayey soils near the land surface to highly weathered rock above the competent bedrock. Hydrogeology The occurrence and movement of groundwater in the Piedmont is typically within two separate but interconnected water -bearing zones. A shallow water -bearing zone occurs within the saprolite, and a deeper water -bearing zone within the underlying bedrock. Groundwater in the shallow saprolite zone occurs in the interstitial pore spaces between the grains comprising the saprolite soils and in the deeper fractures in the partially weathered rock horizon. Groundwater in this zone is typically under water table or unconfined conditions. Groundwater movement is generally horizontal from recharge areas to small streams that serve as localized discharge points. 11 hartO%w' hickman S:\AAA-Master Projects\Boulevard Realty Estate Advisors (BOU)\BOU-013 3631 Tryclan Street\Phase I ESA 3631 Tryclan Street njo.docx SMARTER ENVIRONMENTAL SOLUTIONS 4.0 Records Review 4.1 Standard Environmental Record Sources — Federal, State and Local H&H used Environmental Risk Information Services (ERIS), an environmental database search service, for a cursory review of Federal and State regulatory database files regarding regulated facilities within the ASTM-specified search radii. Federal, state, local, and tribal databases were searched by ERIS on June 5, 2019. The ERIS report is included in Appendix B. Upon our review of the ERIS report, H&H identified and summarized the following information pertaining to the Site, off -site properties, and unmappable orphan properties. Subject Site Canteen Corporation/Canteen Food Services (3631 Tryclan Drive) is listed on the Facility Registry Service/Facility Index (FINDS/FRS), UST and LUST databases. As part of former Site operations, one 8,000-gallon gasoline UST was installed in 1969. During removal activities in 1989, a release incident was reported (Incident No. 6923) when impacted soil was encountered. Subsequent groundwater assessment activities indicated the presence of benzene and xylenes in Site groundwater. This release incident has not received regulatory closure. This incident is further discussed in Section 4.2. Off -Site Properties The following off -site database listings were identified in the vicinity of the Site and warrant further discussion due to their proximity to the subject Site: • Industrial Maintenance Corp. (3520 Tryclan Drive) is located approximately 100 ft to the northwest across Tryclan Drive and topographically upgradient to the Site. The property is listed on the Toxics Release Inventory Program (TRIS) database. According to the database listing, the facility submitted reports in 1987 and 1988 indicating that 250 pounds of sodium hydroxide was emitted to the atmosphere on an annual basis. No release incidents were reported. Based on the lack of release incidents and the time period since 12 hart' hickman S:\AAA-MasterProjects\Boulevard Realty Estate Advisors (BOU)\BOU-013 3631 Tryclan Street\Phase I ESA 3631 Tryclan Street njo.docx SMARTER ENVIRONMENTAL SOLUTIONS submittal of the most recent TRIS report, the potential for impact to the subject Site appears to be low. • Miracle's Cleaners/Pure Clean/R&R Cleaners (3601 and 3603 South Tryon Street) is located adjacent to the southwest and topographically downgradient of the subject Site. The facility was identified on the Delisted Drycleaners database as Miracle's Cleaners (Facility ID 600005C), the federal drycleaners and Resource Conservation Recovery Act (RCRA) Non -generator databases as Pure Clean, and on the Dry-cleaning Solvent Cleanup Act (DSCA) database as R&R Cleaners. The RCRA non -generator listing indicates the facility previously generated tetrachloroethene (PCE [D039]), trichloroethene (TCE [D040]), and spent halogenated solvents (F002) hazardous waste. The facility has subsequently been accepted into the Brownfields Program as part of the Yorkshire Drive Brownfields Property (No. 22033-18-060), discussed below. • American Fence Solvents (3605 South Tryon Street) is listed on the North Carolina State Hazardous Waste Sites (SHWS), Leaking Aboveground Storage Tank (LAST), LUST, Incident Management Database (IMD), databases. The LAST database indicates a release incident (Incident No. 85958) was reported in relation to impacted groundwater encountered during a Phase II ESA completed at the facility. The LAST database indicates that PCE was detected at concentrations up to 10 µg/l. Additionally, several petroleum related compounds were reportedly detected in groundwater. The database indicates that the source of PCE and petroleum compounds could be from on -Site ASTs, a former on - Site UST, or off -Site sources. The LUST database indicates that a release incident (Incident No. 27713) was reported in October 2001. Impacts to soil and groundwater were discovered during assessment activities at the Site in 2001 and are potentially related to a former UST removed from the Site in 1986. The LUST database indicates that a Notice of Residual Petroleum (NORP) was needed for incident closure. The LUST incident was reportedly closed in August 2004. The facility has subsequently been accepted into the Brownfields Program as part of the Yorkshire Drive Brownfields Property (No. 22033-18-060), discussed below. 13 Fart' hickman S:\AAA-Master Projects\Boulevard Realty Estate Advisors (BOU)\BOU-013 3631 Tryclan Street\Phase I ESA 3631 Tryclan Street njo.docx SMARTER ENVIRONMENTAL SOLUTIONS • R&R Cleaners (3603 South Tryon Street) is located adjacent to the southwest and downgradient of the Site. The property is listed on the Dry -Cleaning Solvent Cleanup Act (DSCA) Drycleaners database as Site DC600073. The facility has subsequently been accepted into the Brownfields Program as part of the Yorkshire Drive Brownfields Property (No. 22033-18-060), discussed below. • Yorkshire Drive Brownfields Property (3603, 3605, 3607 South Tryon Street, 324, 336, 330 Yorkshire Drive) is located adjacent to the west and southwest and downgradient of the Site. The addresses listed make up the Brownfields Property Number 22033-18-060 which is an ongoing Brownfields redevelopment project. This property is further discussed in Section 4.2. • Joe B. Williams Property (3500 South Tryon Street) is located approximately 475 ft to the northeast of the Site across South Tryon Street and topographically cross -gradient. The facility is listed on the LUST database as incident number 12153. The release incident was reported in 1993 when impacted soil was encountered during the removal of five 4,000- gallon gasoline USTs and one 4,000-gallon diesel UST. Confirmation soil sampling indicated the presence total petroleum hydrocarbon concentrations (TPH) at concentrations up to 14,000 mg/kg. Based on the results of the confirmation samples, DEQ (the North Carolina Department of Environment and Natural Resources [DENR] at that time) requested that a Phase I LSA be completed. Analytical results from the LSA indicated impacts to soil at concentrations below Residential Maximum Soil Contaminant Concentrations (MSCCs). Analytical results of the groundwater samples indicated the presence of petroleum compounds at concentrations above the 2L Groundwater Standards. In 2004 the incident was issued regulatory closure with a groundwater use restriction. Based on distance from the Site and area topography the potential for impact to the Site appears to be low. • Pelton & Crane Co (200 Clanton Road) is located approximately 700 ft to the northeast and topographically upgradient of the site and is listed on the RCRA Non -Gen, RCRA 14 hart' hickman S:\AAA-MasterProjects\Boulevard Realty Estate Advisors (BOU)\BOU-013 3631 Tryclan Street\Phase I ESA 3631 Tryclan Street njo.docx SMARTER ENVIRONMENTAL SOLUTIONS TSD, Inactive Hazardous Sites Inventory (SHWS), Incident Management Database (SPILLS), Voluntary Cleanup Program (VCP), Brownfields, UST, and LUST databases. The RCRA Non -Gen database indicates the facility formerly generated ignitable (DOOI), Lead (DO08), tetrachloroethene (D039), and spent nonhalogenated (FO05) hazardous wastes. Several violations were issued to the facility in the mid-1980s and early 1990s. The facility subsequently achieved compliance with the violations. The Brownfields database indicates that a Brownfields Agreement has been executed for the property. The IMD database indicates that impacts to soil were encountered during removal of USTs at the facility. Based on the listing on the SHWS, VCP, and Brownfields databases, H&H completed a regulatory file review to obtain additional information. This facility is further discussed in Section 4.2. • Former Consolidated Steel / South Village Site (101 Clanton Road) is located approximately 800 ft to the east-northeast and topographically upgradient to cross -gradient of the subject site and is listed on the LUST and LAST databases. The LAST database indicates that a release incident was reported in September 2007. H&H reviewed available documents on DEQ's online Laserfiche database. Review of a Site Closure Report indicates that the presence of petroleum compounds in soil at the facility were likely the result of spill/leaks from vehicles and small oil storage containers. Approximately 325 tons of impacted soil was subsequently excavated and disposed off -site. No impacts to groundwater were reported. DEQ (DENR at that time) subsequently issued a NFA in a letter dated September 24, 2007. Based on the lack of impacts to groundwater, removal of impacted soil, and the closed status of the release incident, H&H considers the potential for impact to the Site to be low. 15 hart' hickman S:\AAA-Master Projects\Boulevard Realty Estate Advisors (BOU)\BOU-013 3631 Tryclan Street\Phase I ESA 3631 Tryclan Street njo.docx SMARTER ENVIRONMENTAL SOLLMONS Additional Properties Several additional properties in the vicinity of the subject Site are identified in the ERIS report. These properties include, but are not limited to facilities listed on the SHWS, UST, LUST, and LAST databases. H&H reviewed these properties for the potential to impact the subject Site. Due to distance, topography, the lack of a reported release, and/or the closed status of release incidents, the potential for these listings to impact the subject Site appears to be low. Unplottable Properties H&H reviewed a list of unplottable properties presented in the ERIS database report. Unplottable properties do not contain sufficient address information in the environmental databases to plot them on a map. Based on review of the ERIS unplottable summary, H&H identified several unplottable properties. Based on the listed addresses and limited property information, H&H did not complete further review of these facilities. 4.2 Regulatory Agency File and Records Review Based on release incidents reported for the subject Site and on nearby properties, H&H completed a regulatory file review using DEQ's online Laserfiche database. Summaries of the pertinent documents are provided below. Documents obtained from DEQ's database are provided in Appendix C. Regulatory Agency Files and Other Environmental Documents — Subject Site H&H completed a regulatory file review to obtain additional documents related to the Canteen Corporation LUST release incident (Incident No. 6923). Files related to the release incident were not available from DEQ. However, H&H obtained a bulleted summary of the American Fence release incident (detailed below) which also included a brief summary of the Canteen Corporation LUST incident. The summary indicated that benzene had been detected in groundwater at the Site at concentrations up to 200 µg/l. Additionally, a Phase I LSA conducted in 2004 at the American Fence property included figure which indicated the presence of benzene and xylenes at concentrations up to 360 µg/l and xylenes up to 3,300 µg/l, respectively in groundwater samples collected from monitoring wells on the subject Site. 16 hartO%w' hickman S:\AAA-MasterProjects\Boulevard Realty Estate Advisors (BOU)\BOU-013 3631 Tryclan Street\Phase I ESA 3631 Tryclan Street njo.docx SMARTER ENVIRONMENTAL SOLUTIONS H&H contacted Mr. Dan Bowser with DEQ's UST Section to obtain additional information regarding this release incident. In an email dated June 26, 2019, Mr. Bowser indicated that the release incident is remains open and is classified as an intermediate risk. Based on the open status of the release incident and the potential presence of elevated concentrations of benzene in groundwater, H&H considers the Canteen Corporation LUST incident at the Site to be a REC. Regulatory Agency Files and Other Environmental Documents — American Fence • Additional Phase II Subsurface Investigation Report, American Fence, prepared by GaiaTech, Inc. (Gaia), dated October 22, 2011. The report indicates that assessment activities conducted at American Fence in July 2001 indicated the presence of several compounds including PCE, TCE, cis-1,2-DCE, and MTBE. PCE and MTBE were detected at concentrations above Groundwater Standards. Gaia indicated that the Parts Plus Auto Store adjacent to the east may be an off -Site source of petroleum compounds it Site groundwater and that Quality Cleaners (currently Miracle Cleaners) adjacent to the south may be an off -Site source of solvent compounds in Site groundwater. Based on the groundwater analytical results, Gaia conducted additional assessment activities at the Site including the advancement of six soil borings and installation of three permanent monitoring wells in August 2001. Analytical results of collected soil samples did not indicate the presence of total petroleum hydrocarbons gasoline range organics (TPH-GRO), total petroleum hydrocarbons diesel range organics (TPH-DRO), or volatile organic compounds (VOCs) above laboratory reporting limits. Groundwater analytical results indicated the presence of PCE above the Groundwater Standard in a groundwater sample collected from a monitoring well installed off the northeast corner of the Miracle Cleaners building. • Phase I Limited Site Assessment Report, American Fence Supply Company, prepared by Shield Engineering, Inc.
