The following was completed in accordance with the Work Plan (dated February 15, 2019)and an email from yourself (dated May 15, 2019) regarding locations of the two additional soil-gas samples. Project Information On July 19, 2017,Wood (as Amec Foster Wheeler)installed four temporary sub-slab soil-gas sampling points (SG-1 through SG-4) through the concrete floor slab in the existing office building (1100 S. Tryon Street)to a depth of about six inches beneath the base of the slab. The 2017 sampling locations are shown on Figure 1.Wood collected soil-gas samples from these points.The laboratory analysis of the four sub-slab soil-gas samples identified concentrations of several Volatile Organic Compounds (VOCs) which exceeded their respective laboratory reporting limits. However, the concentrations measured did not exceed their respective North Carolina Department of Environmental Quality (NCDEQ), Division of Waste Management (DWM), Brownfields Program (BFP)Non-Residential Soil-Gas Screening Levels (SGSLs). Report of Supplemental Soil-Gas Sampling and Analysis July 8, 2019 Charlotte,North Carolina Wood Project: 6228-18-0495 2 In February 2019, Wood collected four soil-gas samples from beneath the footprint of the proposed West Office Tower planned for the northwest corner of the property. Furthermore, since retail tenant space is planned for the perimeter of the proposed parking garage (southern portion of the property), four soil- gas samples were collected from this area. The eight soil-gas sample locations are shown on Figure 1. Wood proposed to install the two interior temporary sub-slab soil-gas sampling points through the concrete floor slab of the existing office building (1100 S. Tryon Street) to a depth of about six inches beneath the base of the slab. However, due to tenant occupation on the first floor of the office building, installation of these sample points was not feasible.To expedite collection of additional soil-gas data requested by the NCDEQ,DWM, BFP,Wood proposed that the two interior sample locations be moved to the exterior of the building. Wood presented the proposed locations on an aerial photograph to the BFP for approval. Assessment Activities On May 24, 2019,Wood personnel mobilized to the site and selected two locations (SG-9 and SG-10) to install soil-gas sampling points.The soil-gas sampling locations are depicted on Figure 1.The sampling locations were located within the proposed footprint of the East Office Tower planned for the eastern property corner. The soil-gas sampling was performed in general accordance with the NCDEQ, DWM Vapor Intrusion Guidance, dated March 2018 (https://deq.nc.gov/about/divisions/waste-management/waste- management-permit-guidance/dwm-vapor-intrusion-guidance).Soil borings for the two soil-gas sampling points were advanced to approximately five feet below ground surface (bgs)by Wood personnel using a stainless steel hand auger.The hand auger was decontaminated between boring locations using a Liquinox®wash and distilled water rinse.The dedicated sampling points were placed in each borehole and connected to Teflon™ tubing extending to the ground surface and attached to 6-liter Summa canisters. A sand pack of approximately 8 to 10 inches thick was placed around each sampling point. The remaining annulus of each borehole was filled with hydrated bentonite to the ground surface. Prior to sample collection, each sample train was purged of stagnant air using a peristaltic pump and a leak-check was performed. The Summa canisters and sample train were surrounded by a helium-shroud for leak-check detection. The helium-shroud consisted of a plastic container placed over the Summa canister and sample tubing,which was then filled with helium.Wood personnel used the helium detector to monitor the concentration of helium inside the shroud.Wood collected each leak-test soil-gas sample using a Tedlar® bag. The leak-test soil-gas sample was screened in the field for helium using a MGD-2002 Multi-Gas leak (di-electric) detector. A leak was considered to have occurred when the helium concentration inside the Tedlar®bag was greater than 10% of the helium concentration within the shroud. No leaks were detected during the soil-gas sampling. Report of Supplemental Soil-Gas Sampling and Analysis July 8, 2019 Charlotte,North Carolina Wood Project: 6228-18-0495 3 Following the leak-tests, a soil-gas sample was collected in a Summa canister from each sampling point at an approximate flow rate of 200 mL/min (30-min sample time).The Summa canisters were shipped via courier to Con-Test Analytical Laboratory (Con-Test)in East Longmeadow, Massachusetts for analysis of VOCs via EPA Compendium Method TO-15.One field duplicate QA/QC soil-gas sample (Dup-1) was collected from the sample point SG-10 for analysis by Method TO-15. Following the collection of the soil- gas samples, the soil-gas points were removed and the boreholes were abandoned by filling with bentonite to grade.Soil-gas sampling field worksheets for the two soil-gas samples are included in Attachment A. Results A summary of the February and May 2019 soil-gas laboratory analysis is included in Table 1. The laboratory analytical report and chain-of-custody form are included in Attachment B. The results are summarized as follows: The laboratory analysis of soil-gas samples SG-9 and SG-10 identified several VOC constituent concentrations above their respective reporting limits.However, the concentrations identified did not exceed their respective NCDEQ Non-Residential Soil-Gas Screening Levels (SGSLs). Analysis of the February 2019 soil-gas samples identified a concentration of 1,3-Butadiene in soil- gas sample SG-7 (area of proposed parking deck) that exceeded the Residential SGSL for 1,3- Butadiene.However, the concentrations identified did not exceed their respective NCDEQ Non- Residential SGSLs. Analysis of the soil-gas samples SG-2 (area of proposed West Office Tower) and SG-9 (area of proposed East Office Tower) identified concentrations of chloroform that exceeded the Residential SGSL for chloroform.However, the concentrations identified did not exceed their respective NCDEQ Non-Residential SGSLs. Analysis of the July 2017 soil-gas samples (generally in the area of the proposed East Office Tower)did not identify detectable concentrations of VOCs that exceeded either the Non- Residential or Residential SGSLs. Conclusions and Recommendations The properties will soon be redeveloped for non-residential use. The results of the soil-gas sampling and analysis performed between July 2017 and May 2019 did not identify soil-gas concentrations that exceeded the Non-Residential SGSLs. The data suggest that the potential for vapor intrusion into the buildings to be constructed at the site is low. For this reason, Wood does not recommend the design or installation of vapor intrusion mitigation systems for these structures.
