Charlotte, North Carolina H&H Job No. BCP-028 1.0 Introduction This Methane Warning System Installation Report has been prepared by Hart & Hickman, PC (H&H) to document the installation and post-installation inspection and testing of the methane warning system installed in the western portion of “Building 2” at the Loftis-Blythe Construction Brownfields site (Brownfields Project No. 16055-12-060) located at 5518 David Cox Rd. in Charlotte, North Carolina. A site map is provided as Figure 1. Results of post-construction methane probe monitoring indicated that a methane warning system was warranted for the western portion of Building 2. As such, in accordance with the Environmental Management Plan (EMP) for the site, H&H provided a Methane Warning System Design Plan to the North Carolina Department of Environmental Quality (DEQ) on May 16, 2017 to monitor for elevated methane concentrations inside the western portion of Building 2. Following approval from DEQ, the Methane Warning System was installed at the site. The purpose of this report is to document the installation and post-installation inspection and testing of the Methane Warning System. 2 S:\AAA-Master Projects\Beacon Partners- BEP or BCP\BCP-028 5600 Cox Road\Methane Warning System Installation Rpt\Methane Warning System Installation_TCD for PE Stamp.doc 2.0 Methane Warning System Installation In May 2017, the methane warning system was installed in the western portion of Building 2 currently occupied by JDNA. The installation was conducted in accordance with the Methane Warning System Design Plan provided to DEQ on May 16, 2017, revised per comments from DEQ on May 19, 2017, and approved on May 22, 2017. Design specifications are included as Figure E-1. The western portion of Building 2 consists of an approximate 3,400 square foot (sq ft) office space and an approximate 41,000 sq ft open warehouse. In accordance with the approved methane warning system design, a total of seventy-seven (77) GD-2A sensors were installed in the office and warehouse space. The sensors are installed at a frequency that meet or exceed the manufacturers recommendation of one sensor per every 900 square feet. In addition (as requested by DEQ), sensors in the office area were installed in the offices, closets, and a cabinet in the break room. The locations of the sensors are shown on Figure E-2. The GD-2A sensor is designed to send an alarm signal to a central control panel in the event methane is detected above 25% of the lower explosive limit (LEL). The GD-2A is equipped with a solid-state sensor that does not require calibration, and the expected life of a GD-2A sensor is 7 to 10 years. The manufacturer specification sheet for the GD-2A senor is included in Appendix A. At the time of installation, each sensor was tested by manually pressing the “test” button located on the unit and/or exposing the sensor to combustible gas. All of the sensors passed the manual test. In the event a sensor malfunctions or loses communication with the central control panel, a “trouble” signal will be sent to the panel and a third party monitoring company which will notify personnel on-site that a sensor has lost communication or needs to be replaced. In the event of a power loss, the methane warning system will operate on a battery backup installed in the control panel. The sensors are wired into eight (8) “zones” inside the facility and tied into the building’s central alarm control panel. The layout of each zone is shown on Figure E-2. In the event the methane is detected above 25% LEL, a signal will be sent to the central control panel and the system 3 S:\AAA-Master Projects\Beacon Partners- BEP or BCP\BCP-028 5600 Cox Road\Methane Warning System Installation Rpt\Methane Warning System Installation_TCD for PE Stamp.doc alarm will be activated which will prompt an evacuation. The alarm consists of illuminated strobes and sirens in the office, warehouse space, and entryway of the JDNA space. Once an alarm is triggered, a notification will automatically be sent a third-party alarm monitoring service. The third-party monitoring service will then call and notify the on-site contact person and the property owner contact that an alarm has been triggered. The third-party monitoring service will also be able to remotely identify the “zone” that triggered the alarm and communicate the zone of the alarm to the on-site contact person and property owner contact. Following an alarm, on-site personnel and/or property management (on-call 24 hours) contacts will notify first responders to clear the building if it is suspected that the alarm was due to elevated methane. In the event of an alarm, DEQ will be notified within one business day once it has been verified that the alarm was the result of elevated levels of methane. If two (2) verified alarms occur within a six-month period, the property owner at that time will submit a plan for DEQ approval for a methane mitigation system. 4 S:\AAA-Master Projects\Beacon Partners- BEP or BCP\BCP-028 5600 Cox Road\Methane Warning System Installation Rpt\Methane Warning System Installation_TCD for PE Stamp.doc 3.0 Post-Installation Inspection On June 2, 2017, the system was inspected by a North Carolina Professional Engineer (PE) from H&H (Mr. Trinh DeSa) and a PE from Engitecture (Mr. Greg Wiley) to verify that the system was installed in accordance with the specifications included on Figure E-1 and Figure E-2 and the design goals of the warning system were met. The inspection generally included visually locating each sensor, manually testing a representative number of sensors with methane gas, confirming communication of the sensors with the central control panel, confirming the presence and operation of the alarm strobes and sirens, confirming that the correct alarm zone was displayed during an alarm event, and confirming the response from the third-party monitoring service. At the time of the inspection, the inspectors verified that the methane warning system was installed in accordance with the approved design. A sealed certification from Mr. Wiley is included in Appendix B and the seal of Mr. DeSa is included on the front cover of this report. Photographs of the system installation are included in Appendix C. 5 S:\AAA-Master Projects\Beacon Partners- BEP or BCP\BCP-028 5600 Cox Road\Methane Warning System Installation Rpt\Methane Warning System Installation_TCD for PE Stamp.doc 4.0 Follow-Up Methane Monitoring and System Testing In accordance with the approved design, each subsequent year following installation, the methane warning system shall be checked for performance by manually activating the “test” button on a representative number of GD-2A sensors and verifying communication with the sensors from the central control panel. In addition, the system check will include visually confirming that each sensor’s green “armed” light is illuminated. In accordance with the approved Methane Warning System Design, the property owner will continue monitoring of the methane probes on a quarterly basis until December 2018 to evaluate if methane concentrations continue to increase, stabilize, or decrease with time. In addition to the methane probes, methane readings will also be collected from inside both site buildings, sewer manholes on the north side of Building 2 and a drainage trench on the south side of Building 2 during the quarterly monitoring events. The first monitoring event will be conducted in June 2017. In addition, as part of the monitoring, unpaved and paved areas will be inspected for the presence of settlement areas which could be locations of methane gas accumulation and methane readings will be taken from those areas as well. If settlement areas are observed, the property owner will be notified to take corrective actions such as filling in holes or repairing pavement. Annual monitoring reports of the methane monitoring and the testing of the methane warning system will be prepared and submitted to DEQ in January of each year concurrent with the submittal of the annual Land Use Restriction Update (LURU). The annual reports will detail the following with regard to the methane monitoring: • results of the methane probe, utility, and indoor air monitoring • results of the exterior area visual inspections (including corrective actions taken, if any) • in the January 2019 submittal, a recommendation for continued methane monitoring will be included (i.e., locations and sampling frequency) 6 S:\AAA-Master Projects\Beacon Partners- BEP or BCP\BCP-028 5600 Cox Road\Methane Warning System Installation Rpt\Methane Warning System Installation_TCD for PE Stamp.doc The annual reports will also include documentation of the testing of the methane warning system: • documentation of the annual methane warning system testing • documentation of any alarm conditions and resolutions • repairs or adjustments made to the warning system The first annual report will be submitted in January 2018.
