A site location map is included as Figure 1. The subject site is an irregular shaped parcel that is approximately 21.2 acres and is improved with an approximately 179,000 main building that is vacant and formerly contained office, manufacturing, and warehouse areas. The main building is primarily one story, however a basement is located below the far southeastern portion of the building that was used for wastewater collection and treatment. In addition, second story areas are present in the western portion of the building (office area) and the eastern portion of the building (mezzanine area). There are also two smaller one-story buildings (approximately 1,200 sq ft each) in the southeast portion of the site that were used for paint and other flammable storage and for a boiler. A canopy covered storage area is also located in the southeast portion of the site. A site plan is provided as Figure 2. H&H completed a Phase I ESA at the site in December 2015 and conducted follow up inspections which indicated the following areas of environmental concern at the site: • Central Yarn and Dye operated at the site from 1965 to 1978 and performed yarn winding, texturizing, bleaching, and dyeing. • The site was operated from the late 1970s to 2013 for manufacture of hand tools and sockets. Operations conducted in association with these activities included, but were not limited to, stamping metal, degreasing, plating (chromium using hexavalent chromium, nickel, and tin-cobalt), plating wastewater treatment, painting, and heat treating. Hazardous wastes generated at the facility during operations included, but were not limited to, ignitable (D001), corrosive (D002), cadmium (D006), chromium (D007), wastewater treatment plant sludges from electroplating (F006), spent non-halogenated solvents (F003 2 S:\AAA-Master Projects\ForSite Development Partners (FDP)\FDP-047 Danaher Isley Rd\Soil Sampling 6-19-2018\Additional Soil Assessment Report.docx and F005), lead (D008), spent cyanide plating bath solutions (F007), plating bath residues (F008), spent stripping and cleaning bath solutions from electroplating operations using cyanide (F009), oil quenching bath residues from metal heat treating in which cyanide was used (F010), and tetrachloroethene-containing parts washing solvent (D039). The Apex facility received multiple hazardous waste compliance violations with the North Carolina Department of Environmental Quality (DEQ) including a Compliance Order with Administrative Penalty in 2010. • Metal forming was conducted in the southwestern portion of the building, plating and heat treating were conducted in the eastern portion of the building, and wastewater collection and treatment were conducted in the basement area below the eastern portion of the building. H&H observed residual green colored solids in and near the plating area and the wastewater treatment area indicative of plating waste. Former above ground storage tank (ASTs) were located south, east, and north of the building, and a methanol UST was located northeast of the building. • H&H observed significant oil staining and pooling throughout the large and small forming areas in the southwestern portion of the building and, to a lesser extent, in the plating area. It appears that oil that has accumulated on the ceiling and rafters of these areas is mobilized by condensation and drips down onto the floor and pools. Significant deterioration of the epoxy on the floor in the large forming area was also observed. In August 2016, H&H collected soil and groundwater samples from the site. H&H collected five soil samples (HH-SB-1 through HH-SB-5) and three groundwater samples (HH-TMW-1 through HH-TMW-3). The locations of the samples are indicated in Figure 2, and the results of analysis of the samples are included in Tables 1 and 2. The results of the soil sample analyses indicated sample HH-SB-2 (0.5-1 ft) from the forming area contained the chlorinated solvent tetrachloroethylene (PCE) at a concentration of 0.13 mg/kg which is above the DEQ Protection of Groundwater Preliminary Soil Remediation Goal (PSRG) of 0.005 mg/kg. In addition, sample HH-SB-4 (0.5-1 ft) collected from degraded concrete in the basement below the former plating area where wastewater treatment was performed contained nickel at a concentration of 19,000 mg/kg which is above the Protection of Groundwater, Residential, and Industrial PSRGs of 130 mg/kg, 300 mg/kg, and 4,400 mg/kg, respectively. 3 S:\AAA-Master Projects\ForSite Development Partners (FDP)\FDP-047 Danaher Isley Rd\Soil Sampling 6-19-2018\Additional Soil Assessment Report.docx The results of analysis of the groundwater samples indicated that the chlorinated solvent vinyl chloride was detected in downgradient sample HH-TMW-3 at 3.7 µg/L which is above the NCAC 2L Groundwater Standard (2L Standard) of 0.03 µg/L. Vinyl chloride is a degradation product of PCE which was detected in soil at the site as noted above and was also present in parts washing solvent used by Apex. Concentrations of the chlorinated solvents 1,1-dichloroethane (4.3 µg/L) and 1,1-dichloroethylene (20 µg/L) were also detected in HH-TMW-3, but the concentrations detected were below their respective 2L Standards. No other VOC concentrations were detected in the groundwater samples above laboratory reporting limits. The laboratory analytical results also indicated that metals were also detected above 2L Standards in the groundwater samples. Cobalt was detected in all three samples at concentrations ranging from 9.6 µg/L to 38 µg/L, which are above the DEQ Interim Maximum Allowable Concentration (IMAC) of 1 µg/L. Other metals detected above 2L Standards or IMACs were chromium and thallium in HH-TMW-2 and manganese in all three wells. The elevated metals concentrations may have been the result of turbidity in some samples and/or background conditions. In June 2018, H&H collected additional soil samples for laboratory analysis from potential areas of concern at the site. The methods and results of the assessment activities are presented in Section 2.0. 4 S:\AAA-Master Projects\ForSite Development Partners (FDP)\FDP-047 Danaher Isley Rd\Soil Sampling 6-19-2018\Additional Soil Assessment Report.docx 2.0 Assessment Activities 2.1 Sampling Procedures and Analysis On June 19, 2018, H&H advanced nine (9) additional borings at the site. The locations of the borings, labeled HHSB-A through HHSB-I, are indicated in Figure 2. The borings were advanced in the following locations: • HHSB-A was advanced in the area of drain in a former exterior drum storage along the southern portion of the building. The drain appears to be flow to an oil/water separator south of the drain. • HHSB-B was advanced in the area of a drain in the former flammable materials/paint storage building. • HHSB-C was advanced in a stormwater collection area and outfall in the eastern portion of the site where historical documents indicate a former nickel spill was also located. • HHSB-D, HHSB-E, and HHSB-F were advanced in the former metal forming areas in the southwestern portions of the building where heavy oil staining is present. • HHSB-G was advanced in the area of one of two drains in the southern portion of the building. • HHSB-H and HHSB-I were advanced in the basement area below the former plating area where wastewater collection and treatment were performed. H&H advanced the borings at each location using a stainless steel hand auger to depths ranging from 1 to 3 ft below ground surface (bgs). At each location except HHSB-C in the stormwater collection area, a concrete core was used to penetrate the concrete and then H&H advanced the concrete core thorough the cored hole. For the boring locations in the building, ground surface was considered the point below the bottom of the concrete slab at that location. During boring advancement, the samples were screened in the field for the presence of odors, staining, and/or elevated organic vapor utilizing a photoionization detector (PID). All of the samples for laboratory analysis were collected at 0-1 ft bgs, except the sample from HHSB-D which was collected from 1-2 ft bgs. The depths of the samples submitted for laboratory analysis are indicated in Table 1. 5 S:\AAA-Master Projects\ForSite Development Partners (FDP)\FDP-047 Danaher Isley Rd\Soil Sampling 6-19-2018\Additional Soil Assessment Report.docx The samples were submitted for laboratory analyses of the following parameters: • Samples HHSB-A, HHSB-D, HHSB-E, and HHSB-F were analyzed for volatile organic compounds (VOCs) by EPA Method 8260 and polynuclear aromatic hydrocarbons (PAHs) by EPA Method 8270. • Sample HHSB-B was analyzed for VOCs by EPA Method 8260, and for arsenic, cobalt, lead, nickel, chromium, and hexavalent chromium by EPA Methods 6020/7196. • Samples HHSB-C, HHSB-G, HHSB-H, and HHSB-I were analyzed for cobalt, nickel, chromium, and hexavalent chromium by EPA Methods 6020/7196. Following completion, the borings located in concrete were backfilled with cuttings and then grouted to the surface with concrete. 2.2 Sample Analytical Results The laboratory analytical results of the samples are summarized in Table 1 along with the previous soil analytical data from August 2016. For ease of reference, the analytical data for the samples collected in June 2018 are highlighted in blue. The laboratory analytical data are provided in Appendix A. The results of analysis of the samples were compared to the DEQ Protection of Groundwater, Residential, and Industrial PSRGs dated February 2018. In addition, metals concentrations were compared to concentrations in the background sample collected from the site. The results of analysis of the samples indicate the following: • Soil sample HHSB-C from the stormwater collection area indicated that nickel (240 mg/kg) was detected at a concentration above the Protection of Groundwater PSRG of 130 mg/kg. • Sample HHSB-I collected from below the plating and wastewater treatment basement area contained nickel at a concentration of 350 mg/kg, which exceeds the Protection of Groundwater and Residential PSRGs of 130 mg/kg and 310 mg/kg, respectively. • No other samples contained analyzed compounds above background (for metals) and PSRGs. 6 S:\AAA-Master Projects\ForSite Development Partners (FDP)\FDP-047 Danaher Isley Rd\Soil Sampling 6-19-2018\Additional Soil Assessment Report.docx 3.0 Summary In summary, the results of analysis of soil, sediment, and groundwater samples collected from the site by H&H in August 2016 and June 2018 indicate the following: • The chlorinated solvent PCE was detected above the Protection of Groundwater PSRG in a soil sample below the forming area, and the PCE degradation product vinyl chloride was detected in groundwater downgradient of the site building. • Elevated concentrations of nickel are present in soil above PSRGs below the area where plating and wastewater treatment were performed by Apex. One sample contained a concentration above the Industrial PSRG. • An elevated concentration of nickel above the Protection of Groundwater PSRG was detected in the stormwater collection area in the eastern portion of the site where a historical nickel release was reported. • Chromium, cobalt, manganese, and thallium were also detected above 2L Standards or IMACs, although the presence of the metals could be related to turbidity and/or background conditions.
