The tank was removed, transported, and disposed by DH Griffin Wrecking Company. Soil samples were collected from the floor and sidewalls of the excavation and analyzed for volatile organic compounds (VOCs), semi-volatile organic compounds (SVOCs) and total RCRA metals. Laboratory analysis did not detect VOCs or SVOCs above the laboratory reporting limits. The concentration of metals detected in the soil samples is consistent with what has been detected across the site. Based on the sample results, it is ECS’ opinion that no further investigation is needed in this area. UST Closure Report Brownfields Project No. 21047-17-041 High Point, Guilford County, North Carolina ECS Project No. 49:5318-A March 26, 2018 3 2.0 PROJECT INFORMATION On October 17, 2017, the North Carolina Department of Environmental Quality (NCDEQ) determined that the High Point Multi Stadium project (Site) was eligible for entry in to the North Carolina Brownfields Program (NCBP). The Site is located in downtown High Point, Guilford County and is generally enclosed by Gatewood Avenue to the north, Lindsay Street to the west, English Street to the south, and Elm Street to the east (Figure 1 and 2). The Site is currently comprised of six parcels (Figure 2). The parcels together total approximately 11.35 acres. The northern approximate half of the Site is being developed with a multi-use baseball stadium and includes approximately 6 acres. The remainder of the Site will be developed with mixture of retail, office, hotel, and residential uses. Four of the parcels (1, 2, 8, 9 and 10) front Church Avenue, four of the parcels (3, 4, 5 and a portion of 7) front Pine Street, two parcels (a portion of 7 and 12) front English Street, and six parcels (11, 13, 14, 15, 16, and 17) front Lindsay Street. The parcels as identified in the Brownfields application are shown on Figure 2. Parcel 2, located at 206 Church Avenue, was developed since 1932 with a building which has been demolished. The building was originally used as a residence and was later converted into a doctor’s office. ECS performed a Phase I ESA of the property located at 206 Church Avenue (Parcel 2) in September 2017. ECS identified an abandoned heating oil UST located on the property as a REC. UST information is summarized in Table 1. On November 22, 2017, ECS contracted a North Carolina licensed drilling contractor to drill fifteen (GP-1 through GP-15) soil borings using direct push technology to a depth of up to 15 feet below ground surface (bgs) in the areas of recognized environmental conditions and proposed utility pathways. One boring, GP-2, was drilled on Parcel 2 in an area where the UST was identified (Figure 3). The sample was packaged and submitted to a North Carolina certified laboratory to be analyzed for VOCs and SVOCs using EPA Methods 8260 and 8270, respectively and total RCRA metals using EPA Methods 6020/7470/7471. Laboratory analysis of the sample collected from GP-2 did not detect VOCs or SVOCs above the laboratory reporting limits. Laboratory analysis detected arsenic at a concentration above the residential PSRG. 3.0 UST CLOSURE AND INITIAL RESPONSE On February 22, 2018, ECS met DH Griffin Wrecking Company (DH Griffin) at the site to observe the removal of the UST located on Parcel 2 (Figure 4). Prior to removal of the UST, DH Griffin removed 65 gallons of liquid from the UST using a vacuum truck. DH Griffin transported the liquid to their facility in Greensboro, North Carolina for treatment and disposal. A copy of the liquid material manifest is included in Appendix A. Following removal of the liquid, ECS personnel observed the removal of the UST by DH Griffin using a backhoe. The UST consisted of one 550- gallon heating oil tank. The UST was in poor condition, with pitting and holes observed in the tank walls. The soil surrounding the USTs had a petroleum odor. DH Griffin loaded the UST onto a truck for offsite disposal. The tank disposal manifest is included in Appendix B. Site photographs are included in Appendix C. Following closure activities, ECS submitted a GW/UST-2 Form: Site Investigation Report for Permanent Closure to the NCDEQ UST Section which is included in Appendix D. UST Closure Report Brownfields Project No. 21047-17-041 High Point, Guilford County, North Carolina ECS Project No. 49:5318-A March 26, 2018 4 4.0 SITE INVESTIGATION 4.1 Field Screening Following removal of the UST, representative samples of soil from the base and sidewalls of the excavation were collected and screened using the probe of a Foxboro Model 2020 toxic vapor analyzer which is a flame ionization detector (FID). A portion of soil from each location was placed in a re-sealable plastic bag for the purpose of field screening. Each plastic bag was placed in a warm location for approximately ten minutes to allow the headspace in the bag to equilibrate. The probe of the FID was inserted into the bag, and the bag was immediately resealed. The FID meter was monitored and the readings recorded. The readings are summarized below. The samples were collected from an approximate depth of 3 to 5 feet below ground surface (bgs). The ECS personnel on site manually collected the samples from the bucket of the excavator, taking care to collect the sample from the middle of the bucket. The sampler wore new, disposable nitrile gloves at each sample location. The approximate location of the samples is shown on Figure 5. The soil samples were placed into laboratory prepared containers. After being filled, the sample containers were labeled and placed into a cooler containing ice to maintain the samples at approximately 4° Celsius. The samples were shipped to Pace Laboratories (Pace) in Huntersville, North Carolina to be analyzed for volatile and semi-volatile organic compounds (VOCs and SVOCs) using EPA Methods 8260 and 8270, respectively and total RCRA metals. The samples were transported to the laboratory under chain of custody. A copy of the chain of custody is included in Appendix E. Groundwater was not encountered during UST closure activities. 5.0 LABORATORY ANALYTICAL RESULTS Laboratory analysis did not detect VOCs or SVOCs above the laboratory reporting limits in the base or sidewall samples. Laboratory analysis of soil samples SW-1 through SW-4 and Base detected mercury, barium, chromium, selenium, and lead above the laboratory reporting limit but below the North Carolina Division of Waste Management’s Residential Preliminary Soil Remediation Goals (PSRGs). Laboratory analysis of soil sample SW-2 detected mercury above the Residential PSRG. Laboratory analysis of soil samples SW-2, SW-3, SW-4, and Base detected arsenic above the Residential PSRG with the concentration in samples SW-2 and SW-3 above the Industrial/Commercial PSRG. The laboratory results are summarized in Table 2. The laboratory analytical data sheets are included in Appendix E. UST Closure Report Brownfields Project No. 21047-17-041 High Point, Guilford County, North Carolina ECS Project No. 49:5318-A March 26, 2018 5 6.0 CONCLUSIONS AND RECOMMENDATIONS One heating oil UST associated with the building located at 206 was removed on February 22, 2018. Laboratory analysis did not detect VOCs or SVOCs above the laboratory reporting limits. Laboratory analysis of soil samples collected from the sidewalls and base of the UST excavation detected mercury, barium, chromium, selenium, and lead below the residential PSRGs. Laboratory analysis of one sidewall soil sample detected mercury above the Residential PSRG. Laboratory analysis of four soil samples detected arsenic above the Residential PSRG with the concentration in two samples above the Industrial/Commercial PSRG. The concentration of metals detected in the soil samples is consistent with concentrations of similar metals detected across the site. Based on the sample results, it is ECS’ opinion that no further investigation is needed in this area. 7.0 QUALIFICATIONS OF REPORT The activities and evaluative approaches used in this assessment are consistent with those normally employed in UST closure projects of this type. Our evaluation of site conditions has been based on our understanding of the site project information and the data obtained during our field activities. This report was prepared for the express use of the City of High Point. Use of this report by any other individual or company implies their acceptance of the General Conditions of Service of the original contract.
