The subject site is currently occupied by one approximately 546,791-square foot structure and associated parking lots. The structure is occupied by six tenants, with some of the spaces being unoccupied at the time of these activities. The current tenants include the North Carolina Education Lottery (Lottery), Inventory Management Incorporated (IMI), Reico Kitchen and Bath (Reico), Web -Don, Inc., Habitat for Humanity of Wake County (Habitat), and Great Escape Millwork, Inc. (Great Escape). During performance of several investigations at the site, it was determined that past operations have had an adverse environmental impact on the site. More specifically, it was determined that a vapor intrusion condition appears to exist at the site. SVC 2728 Capital Partners, LLC (SVC) submitted an application to the North Carolina Brownfields Program (NCBP) on April 3, 2018 and received their Letter of Eligibility on June 1, 2018. The project is currently working its way through the brownfield process. Since vapor intrusion conditions are known to exist at the site, an Indoor Air Quality Monitoring Work Plan (Work Plan) dated October 4, 2018 was developed by Mid -Atlantic and the NCBP. At your request, Mid -Atlantic has conducted indoor air quality monitoring services as outlined in the referenced Work Plan and our proposal to you dated August 28, 2018. 2.0 SUMMARY OF FIELD ACTIVITIES 2.1 Preliminary Site Reconnaissance On October 15, 2018, Mid -Atlantic personnel conducted a reconnaissance visit to the site to identify the selected locations for collection of the indoor air samples. Mid - Atlantic personnel were accompanied by the site property manager, Mr. Lowell Lovell and Mr. Ira Seamster (facilities manager for the Lottery space). During this visit, Mid - Atlantic personnel completed the Indoor Air Building Survey and Sampling Form as presented in the North Carolina Department of Environmental Quality (NCDEQ) Division of Waste Management's (DWM) Vapor Intrusion Guidance Document (March 2018). A copy of this form is included in Appendix A. The sample locations are identified on Drawing 2.1 and Table 2.1 presents the tenant space occupants for each of the indoor air samples. Additionally, as per the activities outlined in the referenced Work Plan during the site reconnaissance Mid -Atlantic observed the floor slab of the warehouse spaces for indications that it had been breached. These observations were recorded and are presented in Appendix A. Mid Atlantic Indoor Air Quality Monitoring Report Parker Lincoln Property Raleigh, North Carolina January 4, 2019 Page 2 Also included in Mid -Atlantic's reconnaissance was a request for Mr. Lowell Lovell to conduct an inspection of HVAC fresh air system for the southeast corner space (Web - Don) which was intended to confirm that a minimum of 30% fresh air is maintained. Mr. Lovell requested that an independent contractor, Piedmont Service Group, perform this inspection. Piedmont Service Group conducted a site visit on October 29, 2018 (prior to the sampling activities). Their report states that the economizers in the air handling units (AHUs) were set at 15-20% but were adjusted to 30% per Mr. Lovell's request. This report is included in Appendix B. 2.2 Air Sample Collection Air sampling was accomplished using two types of methods; Radiello® samples and 8-Hour Summa canisters. The indoor Radiello® air samplers were placed in locations throughout the building including areas where previous assessment findings identified elevated contaminants in sub -slab soil gas. All Radiello® samplers were exposed for approximately seven days. The eight -hour Summa air samples were collected using individually certified, 6-liter, stainless steel, Summa canisters at a maximum flow rate of 8-10 milliliters per minute (ml/min). The samplers were placed in the breathing zone (3 to 6 feet above the floor) for seated and standing building occupants. The air sample locations are illustrated on Drawing 2.1 and the respective spaces are detailed in Table 2.1. The sample location identifiers were modified with a suffix to identify the type of sample collected; an "R" identifies the Radiello® samples and an "S" identifies the Summa canister samples. 2.2.1 Radiello® Seven -Day Air Sample Collection On October 31, 2018, a total of 11 Radiello® air samplers were placed at the subject site; 10 were placed to collect indoor air samples (IA-103R, IA-106R, IA-107R, IA-11OR, and IA-113R through IA-118R) and one was placed to collect an air sample outside the building (OA-102R). The Radiello® air sampler (OA-102R) was placed outside the south side of the building near the southeast corner (between the Great Escape and Web -Don spaces). The outdoor air sample was collected to provide a comparison with the indoor air quality results. The Radiello® diffusive air samplers were deployed in accordance with the manufacturer instructions and the NCDEQ DWM Vapor Intrusion Guidance document (March 2018). The sampling cartridge was removed from its plastic sleeve and placed into the diffuser, the end of the cartridge was positioned in the seat, and the diffuser was then screwed into the supporting plate. The cartridges were collected seven days later on November 7, 2018. The diffusers were unscrewed from the plates, the ft Mid Atlantic Indoor Air Quality Monitoring Report Parker Lincoln Property Raleigh, North Carolina January 4, 2019 Page 3 sampling cartridges replaced into their original tubes, the tubes properly labeled, and placed back into their corresponding plastic bags. After collection, the Radiello® air samplers were shipped to Con -test Analytical Laboratory in East Longmeadow, Massachusetts under proper chain of custody for analysis. The cartridges were analyzed for tetrachloroethylene (PCE) and trichloroethylene (TCE) in accordance with EPA Method Rad 130. 2.2.2 Summa Canister Eight -Hour Air Sample Collection Five indoor air sample locations (IA-103S, IA-11OS, and IA-116S through IA-118S) were selected for the collection of a concurrent 8-hour indoor sample collected using Summa canisters. These 8-hour samples were collected in order to provide a comparison between the different sampling methodologies. They were deployed in the morning and were collected approximately eight hours later. These sample locations are also illustrated on Drawing 2.1. After collection, the air samples were shipped to Con -test Analytical Laboratory in East Longmeadow, Massachusetts under proper chain of custody for analysis. The air samples were analyzed for VOCs in accordance with EPA Method TO-15 for tetrachloroethylene and trichloroethylene. 3.0 LABORATORY ANALYTICAL RESULTS The laboratory analytical reports and chain -of -custody records for the air samples (both Radiello® and 8-hour samples) collected on October 31 through November 7, 2018 are provided in Appendix C and summarized in Table 3.1 (Radeillo® samples) and Table 3.2 (Summa samples). The indoor air analytical results were compared to the DWM Non - Residential Indoor Air Screening Levels (IASLs) February 2018 Table. 3.1 Risk Evaluation Methodology The NCDEQ has developed a tier -based Technical Guidance Document for Risk -Based Environmental Remediation of Sites (March 2017). Tier 1, the first step in establishing risk assessment, is to compare the individual contaminant concentrations detected at the site to the vapor intrusion and indoor air screening levels established by the DWM. The DWM establishes screening levels for individual compounds for Non -Residential (industrial/commercial) exposure scenarios. When the concentrations of contaminants detected at the site exceed the screening levels for all pathways established by the DWM, the Tier 2 evaluation is required. For a Tier 2 evaluation, the cumulative risk is calculated by entering the maximum ".11 Mid Atlantic Indoor Air Quality Monitoring Report Parker Lincoln Property Raleigh, North Carolina January 4, 2019 Page 4 concentrations of all contaminants detected at each established exposure unit (EU) into the DEQ Risk Calculator (October 2017). An EU is a defined area of a site represented by a specific set of land use(s), receptors, contaminant concentrations, and exposure pathways. Due to the size of the onsite structure, the distance between sample locations and the potential for the future use of the building areas to change, exposure units were not used during this assessment and risk calculations were performed on concentrations detected at each sample location. The DEQ Risk Calculator determines the cancer risk sum for all carcinogens and the cumulative hazard index for all non -carcinogens. The DWM allows a maximum cancer risk sum for all carcinogens of 1.0E-04 and a maximum cumulative hazard index (HI) of 1.0 for all non -carcinogens in each exposure pathway. The HI is the sum of the hazard quotient (HQs) calculated for each compound detected above the reporting limit. The NCDEQ risk calculations for the subject site are included in Appendix D. The results of the Tier 1 and Tier 2 evaluations for each exposure pathway are summarized in Table 3.1 and Table 3.2, and are discussed below. 3.2 Indoor Air Screening Levels (Tier 1) As summarized in Table 3.1, trichloroethylene was detected above the laboratory MDL in 6 of the 10 indoor air Radiello® samples; the exceptions were IA-103R, IA-107R, IA- 117R, and IA-118R. TCE was not detected above the laboratory MDL in OA-102R. Five of the indoor air samples exhibited levels in excess of the NCDEQ Non -Residential Indoor Air Screening Levels (IASLs). These included IA-106R, IA-11 OR, IA-113R, IA-115R, and IA-116R. Tetrachloroethylene was detected above the laboratory MDL in 8 of the 10 indoor air Radiello® samples; the exceptions were IA-117R and IA-118R. PCE was not detected above the laboratory MDL in OA-102R. None of the indoor air samples exhibited levels in excess of the NCDEQ IASLs. As summarized in Table 3.2, trichloroethylene was detected above the laboratory MDL in 1 of the 5 indoor air Summa canister samples, this sample was IA-116S. TCE was not detected above the Non -Residential IASL for this sample. Tetrachloroethylene was detected above the laboratory MDL in 4 of the 5 indoor air Summa canister samples, the exception was IA-11OS. PCE was not detected above the Non -Residential IASL for these samples. IS Mid Atlantic Indoor Air Quality Monitoring Report January 4, 2019 Parker Lincoln Property Page 5 Raleigh, North Carolina 3.3 Indoor Air Risk Calculations (Tier 2) Non -Residential Risk Calculations As summarized in Table 3.1 and Table 3.2, the Non -Residential cancer risk sum calculated for the air samples collected at the site did not exceed the target cancer risk sum of 1.0E-04 for either the Radiello® samples or the 8-hour Summa canister samples. The Non -Residential cumulative non -carcinogenic hazard index calculated for the air samples collected at the site did not exceed the target non -cancer hazard index of 1.0E+00 at the sampling locations for either the Radiello® samples or the 8-hour Summa canister samples. 4.0 SUMMARY AND CONCLUSIONS During the November 2018 indoor air quality monitoring activities, a total of 15 indoor air (both Radiello® and 8-hour Summa canister) samples were collected from the interior of the building on the subject site. In addition, one Radiello® outdoor air samples was collected in the vicinity of the southeast corner of the building. Based on the data collected this investigation, we offer the following observations for the Non - Residential scenario. Summary • No breaches in the floor slab in the warehouse were observed. • The AHUs in the Web -Don office area were set at 30% fresh air prior to the sampling activities occurring. • All of the indoor air samples contained detectable concentrations of PCE and/or TCE. • The outdoor air sample did not contain detectable concentrations of PCE or TCE. • The PCE concentrations in the indoor air samples did not exceed the Non - Residential IASL. • Five indoor air samples exhibited TCE in concentrations exceeding the Non - Residential IASL. • None of the indoor air samples exceeded the Non -Residential target cancer risk sum of 1.0E-04. • None of the indoor air samples exceeded the Non -Residential cumulative risk HI of 1.0. • Trichloroethylene is a `short term' exposure contaminant of concern due to its potential for adverse health effects to pregnant women in their first trimester. Trichloroethylene was detected in six of the eight samples collected in the warehouse area. However, none of the samples exceeded the Non -Residential ".11 Mid Atlantic Indoor Air Quality Monitoring Report Parker Lincoln Property Raleigh, North Carolina January 4, 2019 Page 6 `short term limit, of 9 ug/m3 (the concentration where NCDEQ requires immediate actions) which equates to the Non -Residential cumulative HI of 1.0 for TCE alone. Trichloroethylene was not detected in the Lottery office area. Conclusions The data collected during this assessment indicate that vapor intrusion is occurring at the subject site, but not at a rate that results in an unacceptable risk under the Non - Residential use scenario. Comparison of data collected during in November 2018 described in this report to previous indoor air quality data collected at the subject site (Vapor Intrusion Assessment Report — Phase 11, December 5, 2017 and Vapor Intrusion Assessment Resampling at Location IA-3, February 12, 2018) shows that the results are consistent. The data collected from the two sample locations in the Lottery offices show no detections of trichloroethylene for either test method (Radiello® or the 8-hour Summa canister). In these same samples tetrachloroethylene was not detected in the Radiello®- tested samples but was detected in the 8-hour Summa samples. However, the detected concentrations are an order of magnitude below the IASL for tetrachloroethylene. These data suggest that continued monitoring in the Lottery office is not warranted. The data collected from the warehouse portions of the building (south of the Lottery offices) suggests that periodic indoor air quality monitoring is warranted. Comparing the results for the five samples collected concurrently using Radiellos® and Summa canisters show essentially equivalent results for three of the five samples tested for PCE. One of the five samples tested for PCE was higher using the Summa method, while the other showed the Radiello® result to be higher. For TCE, two of the five samples were essentially equivalent. The Radiello® samples exhibited higher readings than the Summa canisters for the other three samples tested for the presence of TCE. Both methods have similar detection limits for PCE and TCE. This subjective evaluation suggests that either sample collection method is satisfactory. Similar results were observed during previous assessments conducted at the subject site. It appears that the sample collection method to use at this site can be determined based on factors other than representativeness of the samples collected. n .N� Mid Atlantic Indoor Air Quality Monitoring Report Parker Lincoln Property Raleigh, North Carolina Recommendation January 4, 2019 Page 7 Mid -Atlantic recommends that the indoor air monitoring continue on the chronological schedule outlined in the Work Plan.
