(Wood) is pleased to submit this Report of Soil-Gas Sampling and Analysis outlining work activities performed at the above-referenced site. Included in this report is site information and history,description of the field assessment activities,results, and conclusions and recommendations. This work was performed in accordance with the Work Plan (dated March 14, 2019).Approval of the work plan was received from the North Carolina Department of Environmental Quality (NCDEQ) Brownfields Program (BFP)via email on March 19, 2019. Site Information and History The subject property encompasses approximately 7 acres at the intersection of Statesville and Oaklawn Avenues in Charlotte, North Carolina (Figure 1). Wood completed a Brownfields Assessment Report (dated February 4, 2019) and submitted the report to the NCDEQ,BFP for review.Based on the results of the assessment, Wood concluded the following: Report of Soil-Gas Sampling and Analysis April 12, 2019 North End Square II Charlotte, North Carolina Wood Project: 6228-17-0442 2 The source of the hexavalent chromium in the soil sample SS-5 is unknown. Analysis of the groundwater sample collected from well MW-1 (near former drycleaners) identified PCE. Analysis of the groundwater sample collected from well MW-2 (vicinity of the former auto filling station and hydraulically downgradient from the Rite Aid Property (also known as NewCAMP and the Former Charlotte Army Missile Plant)did not identify detectable concentrations of VOCs or SVOCs. Analysis of the groundwater sample collected from well MW-3 (installed along Oaklawn Avenue near the former filling station)identified several different petroleum and chlorinated solvent constituents. Analysis of the groundwater sample collected from well MW-4 (in the southern portion of the boundary in the vicinity of the former paint shop)identified TCE. Following review by BFP personnel, in a letter dated March 12, 2019, Ms. Caroline Goodwin requested that soil-gas sampling and analysis be performed to address a data gap. The data gap to be addressed is the potential for vapor intrusion into structures proposed to be built at the property. The assessment activities have been performed in general accordance with the most recent Inactive Hazardous Sites Branch (IHSB) Program Guidelines for Assessment and Cleanup (http://portal.ncdenr.org/web/wm/sf/ihs/ihsguide), dated October 2015 and the most recent versions of the U.S. Environmental Protection Agency (EPA) Region IV Science and Ecosystem Support Division (SESD) Field Branches Quality System and Technical Procedures guidance. Field Assessment Activities On March 27, 2019, Wood’s subcontractor,Geologic Exploration Inc. (GEX),advanced one boring to a depth of 5 feet bgs using a direct-push rig and due to equipment failure,six borings to a depth of 5 feet bgs using a hand auger. GEX and Wood personnel installed soil-gas sampling points in each of the borings to a depth of 5 bgs.The soil-gas sampling was performed in general accordance with the NCDEQ, DWM Vapor Intrusion Guidance, dated February 2018 (https://deq.nc.gov/about/divisions/waste-management/waste-management- permit-guidance/dwm-vapor-intrusion-guidance).The locations of the seven soil-gas sampling Report of Soil-Gas Sampling and Analysis April 12, 2019 North End Square II Charlotte, North Carolina Wood Project: 6228-17-0442 3 points are shown on Figure 2.For the seven locations, dedicated sampling points were placed in each open borehole and connected to Teflon™ tubing extending to the ground surface and attached to 6-liter Summa®canisters. A sand pack of approximately 8 to 10 inches thick was placed around the sampling points. The remaining annulus of the boreholes was filled with hydrated bentonite to the ground surface. Prior to sample collection, each sample train was purged of stagnant air and a leak-check was performed. The Summa®canisters and sample train were surrounded by a helium-shroud for leak-check detection.The helium-shroud consisted of plastic bag placed over the Summa®canisters and sample tubing and then filled with helium. A leak test was performed at each soil-gas point. Wood personnel collected the leak test samples using Tedlar®bags. Each leak test sample was screened in the field for helium using a MGD-2002 Multi-Gas leak (di-electric) detector. Wood personnel also used the helium detector to monitor the concentration of helium inside the shrouds. A leak was considered to have occurred when the helium concentration inside the Tedlar®bag was greater than 10% of the helium concentration within the shroud.The vacuum reading of each Summa®canister was recorded prior to and after sample collection and sampling was considered complete when a residual vacuum of less than 5 inches of mercury was present in the canister. Following the leak-check, a soil-gas sample was collected into the Summa®canister at an approximate flow rate of 200 mL/min (30-min sample time). Following collection of the soil-gas samples, the Summa®canisters were shipped via courier to Con-Test®Analytical Laboratory for analysis. The soil-gas samples were analyzed by Con-Test®for analysis of VOCs via EPA Method TO-15. The soil-gas samples were maintained under chain-of-custody protocol. One field duplicate QA/QC soil-gas sample (SG-Dup) was collected from the sample point SG-7 for analysis by Method TO-15.Following the collection of the soil-gas samples, the soil-gas points were removed and the boreholes were abandoned by filling with bentonite to grade.Field worksheets for the soil-gas sampling are included as Attachment A.
