Dear Ms. Hardison Young:
S&ME, Inc. (S&ME), on behalf of our client, Dominion Realty Partners, LLC/Homewood DRP, LLC (DRP), submits
this Documentation of Soil Excavation and Placement Activities that were recently conducted at the above
referenced site. The activities were conducted in accordance with the Environmental Management Plan (EMP)
dated March 7, 2018. The EMP was approved in a February 8, 2018, email from Ms. Sarah Hardison Young of the
North Carolina Department of Environmental Quality, Brownfields Program (NCDEQ, BF) to Mr. Roger Smith of
S&ME with the formal executed date of March 15, 2018. Additionally, the below documented activities were
conducted as discussed during a meeting at the site on March 6, 2018 between Mr. Joe Murray of DRP, Mr. Jason
White of VCC (the site construction superintendent), Ms. Hardison Young, and Mr. Smith. This document presents
the purpose for the excavation event and confirmation of the soil excavation and placement activities.
Site Description
The subject site property consists of two parcels which includes parcel number 0795491345 (2.77 acres) and parcel
number 0795484971 (13.25 acres), totaling approximately 16 acres. According to the Wake County GIS
Department's website, the parcels are owned by Dorothy R. Kerr RVCBLE Trust Wells Fargo Bank Trustee. The
subject property contained a residence, a pond, wooded and open land but DRP is proposing to redevelop the
site as a multi -family residential development. Appendix I contains a USGS Topographic Map indicating the site
location (Figure 1) and a Site Aerial indicating the areas of both the soil excavation and placement is provided as
Figure 2.
Project Background and Purpose
On May 18, 2016, DRP provided S&ME with a Phase I Environmental Site Assessment (Phase I ESA) that was
conducted by Soil & Environmental Consultants, PA (S&EC) for an approximate 16-acre tract, referenced as the
Kerr Properties located at the intersection of Homewood Banks Drive and Blue Ridge Road in Raleigh, Wake
County, North Carolina. S&ME was requested to review the report and provide an opinion as to the potential for

the site to be eligible to enter the NCDEQ, BF. According to the report, S&EC identified one Historical Recognized
Environmental Condition (HREC) and a Recognized Environmental Condition (REC) on the subject property. Below
is a summary of each:
The HREC identified was a leaking underground storage tank (UST) previously existing at the site,
which was reportedly removed and the impacted soils removed, and the NCDEQ (formerly North
Carolina Department of Environment and Natural Resources) issued a letter of No Further Action
(NFA) for the incident on October 3, 2014.
The REC consisted of an existing aboveground petroleum storage tank (AST) that remained at the site.
Although the AST did not appear to be in use, no information was available pertaining to potential
environmental impacts (release) from former use.
In order to assess the soils in the area of the AST, on June 19, 2016, S&ME collected one shallow soil sample from
each end of the AST. The details regarding the collection of soil samples HA-1 and HA-2 were provided to DRP in
S&ME's Limited Phase 11 Environmental Assessment of AST, dated July 7, 2016.
Since soils containing petroleum constituents from the former UST area remained at former sample locations B-3
and B-4; soils at the AST area remain with detectable petroleum concentrations at former sample location HA-1;
and petroleum soils greater than the MSCCs remain at former sample location HA-2, DRP elected to pursue a BFA
from the NCDEQ, prior to site redevelopment. Based on conversations with Ms. Hardison Young of the NCDEQ,
Brownfields, additional assessment and other environmental consulting activities associated with the Homewood
Banks Brownfields site was required.
NCDEQ requested that additional assessment of the soils and groundwater at the former UST area and at the AST
areas be conducted. Therefore, S&ME mobilized to the site on February 8, 2018 to conduct the approved
additional assessment. The results of the additional assessment were provided to NCDEQ, BF in the Report of
Additional Site Assessment Activities submitted by S&ME on March 13, 2018.
In accordance with the EMP, and as discussed during the previously referenced March 6, 2018 site meeting, the
scope of services conducted by S&ME generally included the following:
Document the excavation of approximately 85 cubic yards of soils from the former UST area;
Visual inspection and field screening of the excavated soils for staining and/or evidence of release;
Visual inspection and field screening of the soils remaining within the excavation (sidewalls and bottom)
upon completion of excavation activities; and
Document the placement of the excavated soils in a portion of the site which will be covered by asphalt
parking / drive area, as stated in the EMP.
The following sections present a summary of S&ME's observations during the soil excavation and placement
activities. Photographs taken during the activities are included in Appendix II.

+ Field Observations
On March 16, 2018, S&ME was on -site to observe the excavation of the soil from the former UST area and placed
as fill in an area of the site that will be covered with up to 11 feet of additional "clean" backfill soils, then capped
with asphalt. The location of the soil excavation area and area of placement are indicated on Figure 3, Appendix
1. During the excavation activities, S&ME periodically collected soil samples to be screened for organic vapors
with a photoionization detector (PID). The PID readings ranged from 1.0 part per million (ppm) to 4.5 ppm,
consistent with measured ambient background levels. In addition, S&ME did not observe any staining, odors, or
other indications of contamination in the excavated soil.
Following the excavation of the soil from the former UST area, S&ME observed the transport, spreading, and
grading of the excavated soil in an area of the site that will be covered with additional fill soils, and eventually
capped with asphalt. A copy of the field notes documenting S&ME personnel's observations are included in
Appendix Ill.
♦ Conclusions / Closing
In accordance with the EMP, on March 16, 2018, S&ME observed and documented the excavation of an area
approximately 46 feet long by 10 feet wide by 5 feet deep comprising approximately 85 cubic yards of soils from
the former UST area of the site. The soils were transported and placed as proposed in the EMP, in an area of the
site that will receive up to 11 additional feet of fill soils, prior to capping with asphalt parking / drive area.
Observations and periodic field screening of the soils during the activities did not identify apparent evidence of
impacts within the soils.

0915 — Calibrate PID to screen soils as they are excavated:
0.0 ppm = 0.0 ppm
100.0 ppm = 100.0 ppm
0930 — Begin with excavation of soils — will excavate down to 5 ft-bgs and screen soils as they are
excavated.
1000 — Minimal hits on the PID, ranging from 1.0 ppm to 4.5 ppm. No odors or visual indications of
staining, etc.
1045 — Finish excavating soils from area of former UST pit/product lines. Will place it in a different area
on site that will not be under buildings. Get locations of excavation and locations of where excavated soil
is placed marked on the GPS.
1130 — Site personnel finish spreading and rolling out/compacting soil in placement area.
1145 — B. Wence load up equipment and depart site.
